  • Elderly woman tests positive as Kashmir Reports First Covid-19 Case

    Srinagar, March 18: A 67-year-old woman, who recently returned from Saudi Arabia, tested positive for the novel coronavirus (covid-19) on Wednesday, making it the first confirmed case in Kashmir Valley, a senior official of the UT government said. Overall there are now four confirmed cases of coronavirus in J&K with three already reported in Jammu.

    History of foreign travel. Arrived on 16/3/2020. Put in Isolation. Surveillance started in 300m area. Request all to cooperate. Also immediately self-report any symptoms (sic),” Principal Secretary Planning, Development and Monitoring, Rohit Kansal tweeted.

    A doctor at SKIMS said that she has a travel history to Saudi Arabia where she had performed Umrah. The doctor said that her report was confirmed from two places including SKIMS lab and Pune lab. The doctor said that she is around 67 years-old, a resident of Khayam, Khanyar, Srinagar.

    “The patient had developed fever, and upper respiratory tract infection since yesterday. She is currently being examined by senior resident medicine in isolation ward at SKIMS,” the doctor said. Meanwhile authorities have decided to take samples of all people she has interacted after her arrival in Srinagar on March 16.

    Deputy Commissioner Srinagar Shahid Iqbal Choudhary said there will be restrictions on public transport, assembly of people and some other measures in Srinagar from Thursday. “Steps are being taken in view of a positive case detected. Further updates to follow,” he added.

    Earlier, two more person with coronavirus-like symptoms were admitted to a Srinagar hospital even as authorities suspend the yatra to Shri Mata Vaishno Devi Shrine besides suspending inter-state buses coming to and going from J&K till March 31.

    HOD Chest Disease (CD) Hospital Srinagar Dr. Naveed Nazir Shah told GNS that the two were admitted in isolation ward of the hospital. “So far fourteen test reports have been received and all came out to be negative,” he said, adding, test reports of the two freshly admitted persons was awaited.

    At SKIMS, no person with coronavirus-like symptoms was admitted on Wednesday and so far 40 persons, admitted earlier at the tertiary care hospital, have tested negative. Some of them have been already discharged.

    Director, SKIMS Hospital Soura, A G Ahangar urged the public to exercise caution to prevent spread of the disease that has been declared a global pandemic. However he said that there was no need to panic.

    “We have tested 41 samples here and 40 of them have come out as negative. There has been no positive case reported from the valley till date,” Dr Ahangar, flanked by several seniors doctors, told reporters. The result of one suspect is awaited, he added. He was perhaps alluding to the woman was tested positive later.

    He said there was no need to panic or be scared about the disease. “People should follow the advisories issued by the authorities from time to time. Let us be safe, let us be wise and let us ensure that we help others to live as we live,” he said.

    Meanwhile, the government ordered suspending the yatra to Shri Mata Vaishno Devi Shrine besides suspending inter-state buses coming to and going from J&K till March 31 in view of the prevailing situation emerging due to COVID-19.

    Kansal, who is also the government Spokesperson told a presser that there was no cause of panic and the cooperation of citizens is must in combating the situation successfully.

    Flanked by Financial Commissioner Health & Medical Education, Atal Dulloo and Director Information & PR, Dr. Syed Sehrish Asgar, Kansal said that all preventive measures are being taken by the government.

    Srinagar, Mar 18 (KNO): Amid panic and scare over deadly coronavirus in Jammu and Kashmir, first positive case has been reported in Kashmir, the government said on Wednesday.

    According to the government spokesman, Rohit Kansal, first positive case was reported in Kashmir, adding that the positive case was reported from Khanyar area of Srinagar.

    According to wire service—Kashmir News Observer (KNO), Kansal in a tweet this evening stated that the person who was tested positive has history of foreign travel, saying that he had arrived Kashmir on March 16, 2020.

    He further added that the person has been put in isolation, adding that surveillance started in 300 meter area.

    He also appealed people to cooperate and also immediately self report if any symptoms.

  • DCs to decide whether teachers should remain off duty: Samoon

    Srinagar March 18 (KINS): Principal Secretary School Education Asgar Samoon on Wednesday said that district development commissioners should decide whether the teachers should remain off duty.


    Government on last week announced suspension of class work in view spread of coronavirus.


    However Director School Education Kashmir had asked teachers to attend their duties.


    “DCs in their respective districts should take decision whether teachers should remain off duty. They have to take the decision as per the situation arise in their districts,” Samoon told Kashmir Indepth News Service on Wednesday.


    District Development Commissioner Srinagar has already asked teaching staff to remain off duty. Decision was taken as a precautionary measure to avoid spread of coronavirus.

    Even as coronavirus outbreak has put the medical scientists and global human saving institutes to crucial test, policymakers and financial regulatory bodies too are equally confronted with litmus test. The deadly virus has grossly turned into a disruptive financial contagion tearing apart global economic supply chains. For the last couple of years, analysis from different quarters was pouring in about the economic slowdown hitting even strong global economies and experts were expressing worries about an imminent global recession. But no one had even imagined that a deadly coronavirus breed in a pandemic mode would bring financial shock to the global economy, bringing economic activities of all nature almost to a grinding halt.

    Measures taken to combat economic slowdown in pre-coronavirus outbreak period have gone down the drain as the novel coronavirus is impacting the free flow of economic cycle across the nations. Now the economic slowdown in the post-coronavirus scenario is fast graduating into a recession. The efforts of governments and central banks to limit the shock seems is turning out a cumbersome task as the outbreak is spreading fast across geographical boundaries. Precisely, in the context of India, containing the spread of the disease and limiting its impact on the already ailing economy is an uphill task given the level of policymakers controlling the economic decisions of the country.

    As of now, India accounts for a minuscule share of coronavirus cases globally. Its share of casualties is even lower. But given gaps in India’s health system and already deteriorating economic scenario, any time seems trouble time. It’s a tricky situation where the government is caught between the devil and the deep sea. On health front, count can change rapidly if any laxity is shown by the government on mitigating steps. The preventive measures have a direct bearing on economic activities. So, on economic front, mitigating steps to prevent spread of the disease necessarily means imposing partial lockdowns to preventing gatherings. These restrictions inevitably hit economic cycle, with demand part getting major hit.

    Such mitigating measures have already been put in place by the government and now slowly scaling up such measures curbing the movement of people and even their activities with every passing day. There is a huge section of people who will get a direct hit on their livelihood. For example, many small businesses would suffer on revenue front. There is a huge army of daily wage earners who would struggle to get a job. Precisely, many people would be out of job, as businesses would suffer in absence of demand.

    Economic experts have already warned of the severe slowdown in the country. They say even if India manages to contain the spread of Covid-19 and escapes the worst of the outbreak, it would still have to deal with the effects of financial hemorrhage and trade disruptions across the world.

    This expert opinion is really a forecast of bad times ahead for common masses. Notably, the Reserve Bank of India (RBI) governor Shaktikanta Das during a hurriedly conducted press conference on Monday looked a worried regulator. His poor body language while responding to questions from media persons was self-explanatory even as he announced measures to boost liquidity in the foreign exchange and domestic markets. By making a general statement that while India could be impacted due to the slowdown in global growth which stands reduced to 0.4-1.5%, the quantum of impact will be assessed at the monetary policy committee (MPC) meeting next month, the apex bank chief seemed clueless and a worried regulator.

    By now, it’s well understood that slowing growth over a period of time has considerably slowed down the revenue growth for most businesses, and put additional stress on their cash flows. Here the country’s financial system, which is already reeling under a mountain of non-performing assets (bad loans), will be facing a crucial test. However, there is no doubt that banks will face huge problem on repayment front in near future once coronavirus gets under control. By that time, the businesses would be left incapacitated for the lack of demand and disruptions in supply chains owing to mitigation measures rolled out by the governments.

    Now the point of all discussion is that all is not going well with the economy. Media headlines reveal that coronavirus-driven recession looms large over India. Remarkably, UN chief Antonio Guterres on Sunday urged governments to work together to stop the coronavirus pandemic from plunging the global economy into recession.

    In the context of J&K region, recession would mean deep-rooted depression. Here, particularly in Kashmir, economic activity is facing a severe slump which is reflected in all forms of manufacturing, commerce and trade. Indicators like GSDP growth, unemployment rate and credit off take are touching new lows. Despite the fact that the region has been going through three decades of turmoil, most of the businesses in Kashmir have mastered the tactics of surviving the tides of the unrest. However, the ongoing slump faced by the businesses in Kashmir is taking a colossal form never witnessed before. The prevailing miserable situation that our economy & businesses are in is a result of exposure to sustained systemic risks and callous policy responses from the respective governments over a period of time.

    Starting with the great floods in September 2014, the valley’s businesses in particular are finding it very difficult to return to their previous turnover figures. Every time business community tried to put on a resilient face, something more lethal more devastating comes up. After floods the economy suffered a mammoth loss with estimates ranging from Rs.40,000 Crore (by the then State Govt) to over Rs.1 Lakh crore (by different trade and manufacturing bodies). Contrary to the package of Rs.1 lakh crore announced by GoI, its real value amounted to few thousands of crores vis-à-vis flood rehabilitation. Even if the insurance claims are factored in along with this paltry government package, it hardly covered 20 percent of the actual losses incurred by the region’s economy.

    Year 2015 was entirely spent by valleyiets on reconstruction of lost assets with immense hopes from 2016. Many businesses went overboard in raising debt and returning to normal inventory levels. This over-leveraged position turned out to be a nightmare when all the hell broke loose in July 2016. Official estimates by GoJK pegged the losses caused due to the unrest from July 2016 to November 2016 at more than Rs 16,000 crore. It broke the very bases of already fragile businesses. All business assumptions were left in dust and all of a sudden focus shifted from businesses to survival of life. And worst of all it didn’t stop there.

    Then we witnessed the mother of all monetary shocks when GoI announced demonetization of 86% of its currency notes. The vast unorganized sector that Kashmir’s economy has, runs mostly outside the banking system on cash. The impact resulted in the demand for goods and services drastically coming down pushing the economy into deep dark hole.

    One more entry to this mayhem has been the introduction of Goods and Services Tax. The unprepared implementation resulted in extreme negative market sentiment which in turn impacted the decision on inventory levels, movement of goods, consumer demands and investment decisions. Costs of compliance to the new tax regime coupled with transitional challenges turned out to be a perfect recipe for killing Kashmir’s numerous small businesses which derive their income from the massive unorganized sector that the region has. Then came the unforgettable day of August 5, 2019 when the government of India scrapped Article 370 and 35A, which brought the region under lockdown for rest of the year 2019 and political implications apart, razed even established businesses down to ground.

    Precisely, it’s not economic slowdown or recession which has remained companion of Kashmir, but it’s depression which this region has been facing for long now. Impact of coronavirus will only be deepening this depression leaving the J&K’s economy in deep dark hole.

    He said that 300 persons have completed their 28 day surveillance period. 145 samples of suspected cases have been sent for testing so far out of which 118 have been reported negative, 03 are positive while as report of 24 is still awaited.

    Spelling out measures being taken up to control and prevent spread of this Virus, Rohit Kansal informed that the yatra to Shri Mata Vaishno Devi Shrine has been suspended till March 31,2020. He also appealed all religious leaders to suspend all kinds of religious gatherings till March 31,2020.

    Appealing foreign visitors not to visit J&K, Kansal said that all the foreign tourists or visitors arriving in J&K will be quarantined besides 100% quarantine will also be enforced on all the travellers coming from Union Territory of Ladakh. Kansal added that the government has also decided to operationalise 100% checking of passengers at Banihal Railway station while as all inter-state buses coming to or going from J&K have been suspended till March 31, 2020.

    Urging people not to pay heed to rumors, Rohit Kansal said that the government advises people not to panic and to rely on the information released by the government in this regard. He reiterated that citizens must take basic precautions such as personal hygiene, hand washing, coughing and sneezing etiquettes and also report any symptoms (fever, difficult breathing and cough) to the medical authorities immediately in order to contain the virus.

    Addressing the Press Conference, Financial Commissioner Health & Medical Education, Atal Dulloo said that the Administrative Council of the Union Territory of J&K has decided to provide free of cost Universal Health Coverage to all the residents of Jammu & Kashmir in convergence with Ayushman Bharat-PMJAY. He added that around 15 lac additional families will be benefitted under the scheme apart from already covered 5.95 lac families.

    Pertinent to mention, the scheme will provide an insurance cover of Rs.5 lakh per family annually without any restrictions on family size, age or gender. The scheme will cover all the pre-existing illnesses besides high end treatments of oncology, cardiology and nephrology. This scheme will also cover employees, pensioners and their family members.     “Received warm response during public outreach programmes”

    Srinagar, March 18 (KNS): IGP Kashmir Vijay Kumar today said 230 militants are active in Kashmir valley.
    He told KNS that 28 militants were killed in Kashmir this year in different encounter with security forces.


    “We had many successful operations this year. Top commanders of LeT, JeM and HM were killed in these encounters,” he said.


    He added that 11 militants were also appended by the security forces and 8 militants who had recently joined militant ranks were handed over to their families.


    IGP Kashmir added that a crackdown has been launched against Over Ground Workers (OGWs) who act as guides and give logistic support to militants.


    “So far we have arrest 65 OGWs. Three OGWs of Pulwama were arrested in Jammu for facilitating entry of militants in Kashmir. We also counsel C category OGWS and release them.”


    He added that police is receiving overwhelming response from public during the outreach programmes launched by police department.
    Regarding the busting of hideout in Tral area, he said, “Three JEM militants were using the Buchoo Tral hideout. They ran away when security forces launched the CASO there. IED making material was recovered besides fresh food and documents.


    IGP also said that police has launched prevention awareness campaigns on Coronovirus in various area of Kashmir besides sensitizing cops. (KNS)

    Srinagar, Mar 18 (KNS): Incarcerated PDP chief’s daughter Iltija Mufti on Wednesday stated that PDP chief’s release may get prolonged as party’s stand over Article 370 is “unflinching”. She said Government of India cannot suppress aspirations of people of J&K by coercive methods.
    Talking to Kashmir News Service (KNS), Iltija Mufti said that Mehbooba’s release may take further time due to her party’s stand over Article 370.


    “Mehbooba Ji’s detention may get prolonged due to PDP’s unwavering stand over Article 370”, said Iltija.
    She said Government of India cannot suppress people’s aspirations by coercive measures and imposing curbs and restrictions.


    She reiterated that the abrogation of Article 370 on August last year was “illegal”, “unconstitutional” and “undemocratic” step by Modi led BJP government.


    She also said though some PDP leaders and activists got released by authorities but they are unable to carryout political activities as authorities have imposed curbs over their movement and have taken them into house arrest.


    According to Iltija, Government of India has considered people of J&K as “bugs” and “beggars” and it knows only muscle power to deal with the opponents.


    She indirectly hinted out at some political figures and said New Delhi is fetching timely interest from some “blue-eyed” politicians who have been allowed to carry out political activities freely amid chocked situation.


    When asked about visit of Dr Farooq Abdullah, She said the visit was purely humane and far from politics.
    Iltija said, NC president while visiting our residence, expressed sympathy with me and my grandmother.
    “At the occasion, Dr Abdullah exhorted upon joint effort and unity among regional parties to deal with the current political situation”, Iltija added. (KNS).

  • Are J&K’s Drug Addicted Youths at Death Condition?

    MHA Says Taking All Preventive Measures, 4040 Drug-Related Arrests Made In Last 3 Years

    Srinagar, March 18 (GNS): Is government aware that a large number of youths addicted to drugs have reached at near “death condition” and some of them have died in Jammu and Kashmir?

    This was among four questions posed to the government in parliament on alarming use of drug addiction amongst youths in Jammu and Kashmir.

    The other questions by Congress parliamentarian and former Madhya Pradesh minister Motilal Vora includes whether Government was aware that the business of drugs is spreading quickly in Jammu and Kashmir and a large number of youths have fallen to this menace. Besides, he had sought details of measures taken against it.

    Responding to these questions, Minister of State G Kishan Reddy on Wednesday said 2855 drug seizures cases were registered and 4040 drug-related arrested made under the Narcotic Drugs and Psychotropic Substances Act in last three years.

    Quoting Narcotics Control Bureau, the minister said that last year 975 drug seizure cases were registered and 1425 drug-related arrests made. Both seizure as well as arrests was higher than last two years. In 2017, he said, there were 960 seizure cases and 1330 persons arrested. In 2018, 910 seizure cases were registered and 1330 persons arrested.

    He said the Government of India and the Government of Jammu and Kashmir are taking all preventive and enforcement measures to curb drug addiction.

    “The Ministry of Social Justice and Empowerment (MoSJE), Government of India is implementing a National Action Plan for Drug Demand Reduction (NAPDDR) for 2018-2025,” he said, according to GNS. The Plan, he said, aims at reduction of adverse consequences of drug abuse through a multipronged strategy.

    “The activities under the NAPDDR, inter-alia, include awareness generation programmes in schools, colleges, universities, workshops, seminars , with parents, community based intervention programmes for vulnerable adolescent and youth in the community, provision of treatment facilities and capacity building of service providers.”

    Under the scheme of ‘Prevention of Alcoholism and Substance (Drugs) Abuse’, MoSJE is also providing central assistance for one de-addiction centre in Jammu & Kashmir namely, ‘Society for the Promotion of Youth and Masses’.

    “With financial assistance from the Ministry of Health and Family Welfare, Government of India, the National Drug Dependence Treatment Centre (NDDTC), of the All India Institute of Medical Sciences, New Delhi has started mentoring and supporting the Sher-e-Kashmir Institute of Medical Sciences (SKIMS), Srinagar in providing drug addiction treatment services as part of the Drug Treatment Clinic (DTC) scheme,” he said.

    Further, he said, as per the Jammu and Kashmir Drug De-addiction Policy (11 January 2019), many steps have been taken to address the menace of drugs.

    Amongst other things, he said, de-addiction centers have been established in existing facilities.

    “The Union Territory of Jammu and Kashmir has five full-fledged de-addiction centers running in five medical colleges, which provide both outpatient and inpatient de-addiction services. These de-addiction centers are located in Government Medical Colleges (GMC) Srinagar, Jammu, Baramulla, Anantnag and Kathua.”

    Besides, he said, 10 Police Drug de-addiction centers are also functional in Jammu and Kashmir, where a large number of drug addicted patients are being treated.

    In order to train, sensitize and raise awareness, the minister said, the Department of Health and Medical Education of Jammu & Kashmir also conducts several programmes for youths. (GNS)

The state-owned airlines have had to slash dozens of flights, which are crucial for their Gulf hubs that millions of passengers pass through each year. Philippine Labour Secretary Silvestre Bello told Reuters on Wednesday that the government was trying to ascertain the “real cause” behind the unexpected decision to lay off the workers.
    Qatar Airways did not respond to an emailed request for comment.

    The layoffs were reported earlier by ABS-CBN. It said the Filipino employees, including engineers and maintenance staff, were laid off on Tuesday and others had also lost their jobs.

    State-owned Qatar Airways had warned it would report its third consecutive loss this financial year, which ends this month, before the outbreak battered global travel demand.

    Dubai’s Emirates has joined other airlines around world in asking pilots to take unpaid leave.

    “You are strongly encouraged to make use of this opportunity to volunteer for additional paid and unpaid leave,” the airline said in an internal email to pilots seen by Reuters.

    Emirates, one of the world’s biggest international airlines, did not immediately respond to an email request for comment.

    The airline has frozen recruitment and continues to cut flights as the situation worsens globally.

    In response to a Reuters query as to whether the Dubai government would provide support to its state aviation entities, the state media office sent a statement from the emirate’s airport operator.

    Dubai Airports said it was working with business partners to mitigate the impact of the coronavirus but could not comment further as commercial arrangements were confidential.

    Abu Dhabi’s Etihad Airways on Wednesday announced another raft of flight cancellations, including to India and Egypt.

  • Five restaurants sealed in Srinagar for violating orders

    Srinagar, Mar 18: As many as five restaurants were sealed by the Srinagar Municipal Corporation (SMC) on Wednesday after being found violating the orders issued in wake of the deadly coronavirus epidemic.

    According to wire service—Kashmir News Observer (KNO), Deputy Mayor SMC, Parvez Qadri said that five restaurants were sealed today after a drive was launched today in Srinagar.

    He added that most of the restaurants had followed the orders, adding that some among them who were found violating the norms were sealed.

    Qadri further stated that an order for the restaurants was already made public, adding that this all is being done to ensure safety of people – (KNO)
