  • Leopard caught alive in central Kashmir’s Budgam

    Budgam, June 05: Wildlife Department officials along with Jammu and Kashmir Police caught a leopard in Khudpora village of Khansahib in central Kashmir’s Budgam district on Saturday morning.

    An official told News Agency Kashmir Dot Com that the wild animal was roaming in the residential areas of Khansahib locality and other adjoining areas posing a threat for the locals especially children.

    He said a team of Wildlife officials armed with guns along with Budgam Police visited the area and captured the leopard alive this morning after locals of the area informed them about it.

    Mohd Shaban, a local told KDC that the leopard was spotted in the area after which they informed the wildlife officials.

    “The wild animal was captured without shooting him. The officials cast net on the leopard and caught him alive,” he said. (KDC)

  • 7 lakh Smart Meters to be installed in J&K

    SRINAGAR, JUNE 04: The Union Home Secretary, Sh. Ajay Kumar Bhalla, today chaired a high-level meeting to review the progress of Smart Metering roll out and power sector reforms in the Union Territories. Secretary, Ministry of Power, Govt. of India, Sh. Alok Kumar and Chief Secretaries of all Union Territories, participated in the meeting. Dr. Arun Kumar Mehta, Chief Secretary, J&K represented UT of J&K in the meeting.

    The Union Home Secretary observed that the ‘Revamped Distribution Sector Scheme’ which was announced by the Union Finance Minister during the budget speech (FY 2021-22) focusses mainly on reforms in the sector. He underscored that the scheme aims to improve quality and reliability of power supply to consumers and a financially and operationally efficient distribution sector. He said thrust on Smart Metering is one of the distinguishing features of the scheme, adding that the Smart Metering is to be rolled out in Mission mode in the Union territories, which shall eventually become a model for other states of the country.

    At the outset, Ministry of Power, gave a presentation on progress achieved on Smart Metering in the UTs. It was informed that the places where Smart Meters have been installed in the country have experienced a considerable reduction in losses due to improvement in billing efficiency and collection efficiency. It was proposed that the smart metering project in J&K shall be funded under Centrally Sponsored Schemes; DDUGJY, IPDS, and PMDP and remaining funds shall be arranged by the Implementing Agency RECPDCL under Hybrid Capex and Opex Model.

    Giving a brief on the proposal for rollout of Smart Metering in J&K, Chief Secretary Dr. Arun Kumar Mehta informed that the Government of Jammu & Kashmir would take up smart metering in mission mode. He said that the UT Government is committed to complete the said work within the stipulated time. He further informed that nearly 2/3rd of the energy consumption of the UT was in urban areas and industrial towns and the same shall be prioritized in this mission.

    Smart meters will bring about transparency in metering, billing and collection which will eventually reduce power losses and ensure quality and reliable power supply to consumers. The meters will be read remotely in Data Centre at Srinagar and Data Recovery Centre at Jammu through communication channels, which will also facilitate the distribution Corporations to know the status of power supply at consumer end and take prompt action in case there is power interruption due to system faults or some other reasons.

    Consumers will know their consumption pattern and bill on a real-time basis, by which they will be in a position to manage load and reduce their monthly bill. Since the complete cycle of meter reading and billing is automatic without human interface, the billing disputes will be eliminated.

  • Covid-19 patients testing positive after recovery can’t transmit virus to others: DAK

    Srinagar, June 04: The Doctors Association Kashmir (DAK) on Friday said some Covid-19 patients test positive weeks after recovering from the infection.

    “RT-PCR test can detect the virus weeks after Covid patients have recovered from the illness,” said DAK President and influenza expert Dr Nisar ul Hassan.

    “That does not mean that a person is infectious and able to transmit the virus to another person,” he said.

    Dr Hassan said in most Covid-19 positive cases, the virus dies after the 7th or the 8th day of the illness. At that time virus cannot be transmitted to another person.

    “But the dead virus can still be picked up by RT PCR test and the report may still come positive, even when a person has become free from Covid,” he said.

    “RT-PCR test which is used to detect Covid-19 cannot distinguish whether the virus in the patient is dead or alive,” Dr Hassan said.

    He said virus culture can tell us whether the positive test has picked up active virus which can reproduce and spread or just dead virus which won’t transmit to others.

    Quoting a Korean study, DAK President said people who had recovered from Covid and tested positive again were not found to be contagious. That means they didn’t transmit the virus to others, based on virus culture that failed to find live viruses in recovered patients.

    “Testing positive after recovery has caused a lot of unnecessary stress and panic among recovered Covid-19 persons,” he said.

    Dr Nisar said in order to avoid unnecessary prolonged isolation and unnecessary use of laboratory testing resources, retesting is not recommended now. There is a shift from test-based strategy to time-based and symptom-based strategy to end the isolation of Covid patients.

    “Under the new guidelines, Covid patients have to remain in isolation for 10 days after the symptom onset plus at least 3 additional days without symptoms,” he said.

    “The initial recommendation to confirm clearance of the virus and thus allow discharge from isolation, required a patient to be clinically recovered and to have two negative RT-PCR test results on sequential samples taken at least 24 hours apart,” he added.

  • Missing 4-yr-old girl mauled to death by leopard in Budgam village

    Budgam, June 03: A 4-yr-old girl was mauled to death by a leopard in Ompora, area of central Kashmir’s Budgam district on Thursday evening, police said.

    A police official told News Agency Kashmir Dot Com (KDC) that one 4-year old girl identified as Adha Shakil daughter of Shakil Ahmad, a resident of Housing colony, Ompora area of Budgam was taken by a leopard while playing in the lawns of her house.

    He said that after receiving the information police and wildlife teams and army swung into action and launched the massive searches to trace out the missing girl adding that the body of the girl was traced in a nearby area (nursery) on Friday morning.

    However, locals said that the leopards had been roaming in the area for many weeks and some of them were even captured. (KDC)

  • CRPF opens aerial shots after stone pelting at Kralpora Budgam

    Srinagar, June 04 :Paramilitary CRPF opened few shots in air after some youth pelted stones at their Convoy near Kralpora in Central Kashmir’s Budgam district on Friday.

    A senior police office told GNS that the CRPF’s 29 BN was on way from Chanapora to Doonwari Chadura camp when it came under stone pelting near Kralpora. They fired few shots in air and there were no injuries to anyone in the incident.

    Meanwhile the fire created panic in the area, however situation is normal.(GNS)

    Budgam: 04 year old girl missing from Budgam village known as housing colony ompora Budgam.

    Locals told Kashmir Bulletin that Girl is missing from 7pm this evening.

    As per local reports, Girl has been taken away by Leopard and blood marks were also seen at various places

    But it cant be immediately known at this time.

    Kashmir Bulletin has learnt that girl child has been identified as Ada Mir D/O Mir Yasir Resident of Housing colony Ompora, Budgam

    Police and wildlife officials are searching in the dense forests of the area to find the girl

    Srinagar, June 3: The Jammu and Kashmir National Conference Party President, and Member of Parliament from Srinagar Dr. Farooq Abdullah on Thursday presided over a virtual meeting of the party’s provincial Committee members. The meeting lasted for five hours and was presided by Party President Dr Farooq Abdullah. Party Vice President Omar Abdullah was also present.

    While interacting with the provincial functionaries, the Party president said the entire region is at a breaking point due to the aftermath of the august 5 measures, predatory effects of the Covid-19 induced crises and the ravaging impact of severe weather conditions on horticulture and allied sectors. “People of the state are caught in a deadly quagmire of economic and political uncertainty. Administrative unaccountability and development stagnation have become the norm of the day. The mislaid rules, regulations, and off-hand orders have put Jammu, Kashmir, and Ladakh on the path of terminal alienation. It is the youth that are facing the major brunt of the unconcerned attitude of the incumbent government. Nobody other than us in the National Conference can realize the amount of beleagurement; Jammu and Kashmir has suffered at the hands of the present ruling regime, since it was the National Conference which had firmly established the state on democratic and constitutional foundations. The seeds of an empowered Jammu, Kashmir and Ladakh were sown by us,” he said adding “Being fashioned in the heroic mould of Sher-e-Kashmir, we won’t give in on the peaceful and constitutional struggle for the restoration of our rights. Our priority will remain the restoration of Statehood and restoration of Articles 370, 35-A. The idea of fostering peace, prosperity and development in J&K is elusive until people’s infringed constitutional rights aren’t restored. There can be no trade off between the political aspirations of the people and development; both have to go hand in hand. There is no shift in our party agenda on serving people, and protecting the unique political and cultural identity of Jammu and Kashmir,” he said.

    Dr Farooq also exhorted the party functionaries to give all support to the efforts of Administration in the battle against Covid-19 and asked the party functionaries, workers and delegates to help people in whatever way they could. Extolling the party functionaries and MPs for their efforts against the ravaging impact of Covid on JK economy, he asked the members to deepen their bond with the people by sharing in their worries and taking up the issues faced by them at all appropriate forums. “We haven’t won the battle against Covid yet. We are halfway towards eliminating it, the war is on. It requires strengthening of testing, tracing and treatment mechanisms. Stepping up of vaccination drives also holds the key towards improving the herd immunity. Administration is doing its best in combating the menace, a lot needs to be done. But people cannot absolve themselves of their duties. Emancipated societies ought to be self aware of their duties towards society. The best the people of JK can do is to follow the required Covid -19 protocol, government advisories and shun vaccine inhibition. I hope the party functionaries will take the lead in getting themselves and their families vaccinated,” he said.

    He also stated that the Party MPs have been devotedly releasing MP-LAD funds to strengthen the efforts of the administration in the battle against the Covid-19. “The funds were released to make good of the deficiency of critical Covid care equipment, oxygen plants, and other facilities. I had even shot a letter to LG as well seeking augmentation of facilities at Covid care centers across J&K. I had also brought to his notice the deficiency of manpower in health facilities. The party MPs, including myself have repeatedly been asking the government to make good the deficiency of Medical and Para medical Staff by engaging medical and para medical graduates and post graduates on dignified terms without subsiding normal engagement rules and criterion. The party MPs and functionaries have also been raising issues concerning people from time to time at all appropriate forums, and will continue to do so,”he said. He expressed concern over the economic losses suffered by horticulturists across kashmir due to severe weather conditions over the past week.

    On the issue of the party’s membership drive and youth body elections, Party President said the exercise has suffered a temporary halt due to Covid. “Once the situation assuages completely, the process will pick up again with the same vigor and vitality. It is the well-being of people that matters to us first and foremost,” he said.

    Omar Abdullah in his interaction with the provincial members and special invitees said the party hasn’t accepted August 5 measures as fate accomplice. “We haven’t changed our stance on the measures of August 5. We haven’t relinquished our peaceful, constitutional, and non violent battle for the restoration of our constitutional rights. We will fight prudently. Our agenda based on integrity and service remains unchanged as well.”

    However there is a great need to strengthen the party cadre of committed men and women for reaching to masses with the party’s programme and to rise to the new compelling needs of the teeming and toiling masses of Jammu, Kashmir, and Ladakh. “Virtual meetings have proved very handy in having a window of discourse in place to discuss various issues concerning the people particularly in the wake of present pressing situation.”

    On occasion the party functionaries decided to come up with relief support to aid workers impacted by Covid-19. Various functionaries including the Party President pledged monetary support to the relief fund. (GNS)

  • COVID-19: Wear mask that covers nose, mouth, chin tightly, says experts

    Srinagar, Jun 03 : Terming masks as an important tool to suppress Covid transmission, experts believe that most people don’t use masks properly.

    Chairman Covid Advisory Committee (CAC) Dr M S Khuroo while talking exclusively with news agency—Kashmir News Observer (KNO) said that mask should cover the mouth, chin and nose while making sure there are no gaps between the face and the mask.

    “Avoid touching the mask while using it. If you do, clean your hands with sanitiser and then clean the mask,” Khuroo said, adding that remove the mask, from behind (do not touch the front of the mask) as the outer face of the mask can get infected and people coming close to a person can catch the infection.

    Khuroo said discard mask immediately in a closed bin and wash hands with soap and water besides replace the mask with a new one as soon as it is damp and does not re-use.

    “Mask must be kept on all the time while you are outside and shouldn’t be taken off even for ablution or a cup of tea in an infected area. Don’t use a mask with valves,” he said.

    “N 95 mask can be sanitized and should not be used for more than three-four times as it loses its efficiency,” he said.

    Khurooo said masks won’t work at closed places as infection in indoors is aerosol and mask protects against the droplet infection only.

    “At home masks must be thrown in a dustbin with lid and then dispose off the bag properly,” he said—(KNO)

    Watch for and reporting signs which includes ,redness, tenderness, discharge or discoloration report immediately to your treating doctor.
    Apply the gauze dressing over the needle site. Take care of the pressure applied near needle puncture to properly clot the needle tract and not the fistula.
