  • AIP to receive Prime Minister with Black Flags

If NHPC has dishonored previous agreements, why to handover Retle to them: Er Rasheed

Accuses center of looting state resources

Handwara 30 January: Asking New Delhi not to continue with its loot of resources of J&K, AIP President Er. Rasheed has expressed deep concern over the proposed MOU to be signed between state government, Centre and NHPC for starting work on 850MW Retle power Project. In a statement issued today Er. Rasheed said while State Power Development Corporation is competent enough to construct Retle or any other Power Project, New Delhi seems to be adamant to loot our resources and is always utilizing services of NHPC like East India Company. Er. Rasheed said “While GVK had started the construction on Retle power project but after feeling that state power Development Corporation will not allow it to fulfill the selfish designs, the said company left the project half-way. While PDC had successfully commissioned 900MW phase-I and Phase-II thus making an annual turnover of more than 1500 Crores, it carries no justification to demoralize JK PDC and invite non-state companies. It is learnt from reliable sources that on the directions of PMO and Ministry of Power Govt. of India, state government has prepared a draft to construct the Retle Project through joint investment between NHPC and JKPDC. While NHPC will be investing and owing 51% of the total project cost, JKPDC will get just 49% shares. As per agreement the project will be handed over to the state govt. after 25 years and for the first 10 years state is going to get nothing out of the said project after being commissioned. More over one has a reason to question NHPC as the said company has failed to keep its previous agreements and has not returned the eight power projects which stand already completed and NHPC is denying the handing over of these power projects, thus NHPC has no moral authority to take over the construction of Retle project in hand”. Er. Rasheed added that while in the agenda of alliance between PDP and BJP state was supposed to get power projects back from NHPC, it is shameful that New Delhi is misusing governor’s office and position to loot the resources of the state and is eying on Sawalkote, Kirthai-I and Kirthai-II projects having a capacity of 3200 MW’s. He said that party will receive Narindra Modi with black flags in Srinagar on his upcoming visit to protest against the colonial mind set of New Delhi and against looting resources of the state.

  • No official invite or attempt by Centre to reach out to Hurriyat: Mirwaiz Umar Farooq

Mirwaiz underscored that the government needs to realise that blocking the space for conversation has led to a situation where “anger, hate and resentment against India has gone up”.

Days after Union Home Minister Rajnath Singh said that the government was ready to talk but Hurriyat leaders refused to talk and snubbed all-party delegation in 2016, Hurriyat chairman Mirwaiz Umar Farooq said there was “never any official invite or any attempt by the Government of India” to reach out to the Hurriyat.

He said the Centre’s entire approach and agenda was military-driven, and that “there is absolutely no political process or thought in terms of dealing with Kashmir. They are dealing with Kashmir as we have seen in the last three or four years with an iron fist and their military policy is what is guiding BJPs policy on Kashmir.”

On the main issue, the political dispute of Jammu and Kashmir, on which talks and deliberations should be held, “there was never any clarity on that”, he added. Stating that Singh’s statement was not based on fact, Mirwaiz said that the Hurriyat and Joint resistance Leadership (JRL) had stated on record that “we want to engage and we want to see a political solution to this problem and we have always maintained that we want to engage with both India and Pakistan”.

On the Centre’s special representative Dineshwar Sharma’s attempts at holding talks with the Hurriyat, Mirwaiz said, “This exercise is not going to yield anything because in the past also we have seen interlocutors and special representatives coming and giving their reports. All these reports have never been taken up by the Government of India.”

The 45-year-old Mirwaiz, who spent 162 days in house arrest in 2017, said that the last time the NDA was in power, they reached out to the government and there was an “understanding” when Vajpayee wrote that they would deal with Kashmir in the ambit of humanity. “And not only did we engage with the Government of India, but the GoI facilitated our visit to Pakistan and then we engaged with the government in Pakistan. There was a triangular approach. That is the only way out,” Mirwaiz emphasised.

He said the Hurriyat hoped that Prime Minister Narendra Modi would revisit that policy but that never happened, and it was clear that the government wanted to use military might and suppress the voice of the people.

“When Modi was elected, we welcomed it, but unfortunately, it’s been a disappointment and now we have reached a point where we are in a situation where we are seeing political saturation at every level. All the space that was there for the Hurriyat and for political parties to engage was taken away, and we have seen the worst kind of violations in the past three years.”
Mirwaiz underscored that the government needs to realise that blocking the space for conversation has led to a situation where “anger, hate and resentment against India has gone up” and “they accuse us of inciting stone-pelters and a whole misinformation campaign was launched against us, but the fact is that two years down the line, what is happening is much worse. See what is happening in South Kashmir with young boys, it is very painful for us. But that is what their policy is. It is very clear that this is what the BJP has in mind.”

Asserting that “polls are not an alternative for a referendum”, Mirwaiz said, “When we say boycott polls, it is because time and again, GoI has been selling this as people’s vote for Indian rule to continue.” He said that under the garb of nationalism, “every space for debate and discussion has been lost. We have never seen so much hate and anger against India that we see today among the youth. Who is responsible for that? It’s the Government of India’s own policy.”
Mirwaiz cautioned that by completely isolating and trying to marginalise the political players, the Hurriyat and JRL, “what they have done is that they have left that space open. That vacuum has created a situation where people have lost hope of any political movement forward. Dialogue has become a word people have lost trust in.”
He also blamed the Congress and other mainstream parties for their lack of initiative. “Mr Chidambaram speaks of Kashmir every day but during his time, they did nothing. Whether it’s Congress or BJP or for that matter Left parties or regional parties, the time has come to take a broader look at what is happening in Jammu and Kashmir.”
On engagement with Pakistan, he said that India’s condition — that ‘talks cannot be pursued in the midst of terrorist bloodshed’ — does not hold since “99 per cent of the militancy is local. Nobody can buy this theory that they are trying to sell, that Pakistan is instigating. This is all localised anger, and anger against the state because it is Kashmiris who are dying.”
He said this was deliberate since India does not want to engage, “Probably BJP has nothing to offer at this juncture, neither to the government in Pakistan nor to the people of Kashmir. They don’t want to talk, that’s why this pretext.”

Noting that since Imran Khan came to power in Pakistan, “more than once he has tried to reach out to the Indian government and to Mr Modi, but he has always been rebuffed and that is sad”.

With general elections around the corner, “I don’t think they will engage. This was a time to build on something, but unfortunately a lot of time was wasted,” he said.

  • Pakistan using social media to radicalise Kashmiri youths: DGP Dilbag Singh

Jammu: Jammu and Kashmir Police Chief Dilbag Singh said that Pakistan was using social media to radicalise Kashmir youths and running disinformation campaigns against India.

The DGP said that Pakistan was cooking false stories to entice young minds into militancy.

“Pakistan, after launching and promoting a proxy war in the state, is using social media for radicalization and undertaking disinformation campaigns against our country,” he said.

Pakistan was continuously “abetting and sustaining” terrorism in our Jammu and Kashmir, he added.

A group of officers from foreign armed forces and civil services on national security and strategic studies tour to the state Tuesday visited police headquarters at Jammu and called on the DGP.

  • Ex-IAS officer Faesal on ‘militant radar’

A Hizb poster in Urdu that surfaced on social media said he was ‘fodder of India’

Weeks after resigning from the Indian Administrative Service (IAS), Shah Faesal is on the radar of militants after the Hizbul Mujahideen called the 2010 IAS topper “fodder of India” and asked people to boycott polls.

Incidentally, on the day the Hizb asked people not to get misled by Faesal’s entry into politics, the Jammu and Kashmir Police enhanced the security to the former IAS officer.

“…India is trying to show that people are with them. Now India has hatched a nefarious plan to make elections successful and they have made Shah Faesal fodder,” a Hizb poster in Urdu that surfaced on social media (WhattsApp) read.

The poster appealed to the people to boycott the polls.

“Our appeal to the people is to boycott polls because it is the design of the enemy. If you vote for Shah Faesal, India will say entire Kashmir is with us. Please do not be misled by Shah Faesal,” it added.

A senior police officer said they were verifying the authenticity of the poster.

Another police officer said the poster had said what the stated position of militant outfits is over Faesal.

Meanwhile, the former IAS officer could not be reached for his comments.

Faesal, hailing from a remote area of Kupwara district in North Kashmir had topped the IAS examination in 2010, had resigned from the services early this month and announced his decision to join politics. Though there were earlier indications that he would be joining the National Conference, on January 11 he set at rest the speculation, saying he was not going to join any existing political party.

He has launched a mass contact programme, meeting all stakeholders, mainly youths, before taking any decision to contest the Parliament elections. He would be visiting all districts of the state before taking any decision in accordance with the wishes of people.

Verifying the authenticity of the poster: Police
