  • Kim Jong Un Threatens To Use Nukes Amid Tensions With US, S. Korea

Seoul- North Korean leader Kim Jong Un warned he’s ready to use his nuclear weapons in potential military conflicts with the United States and South Korea, state media said Thursday, as he unleashed fiery rhetoric against rivals he says are pushing the Korean Peninsula to the brink of war.

Kim’s speech to war veterans on the 69th anniversary of the end of the 1950-53 Korean War was apparently meant to boost internal unity in the impoverished country amid pandemic-related economic difficulties. While Kim has increasingly threatened his rivals with nuclear weapons, it’s unlikely that he would use them first against the superior militaries of the U.S. and its allies, observers say.

Our armed forces are completely prepared to respond to any crisis, and our country’s nuclear war deterrent is also ready to mobilise its absolute power dutifully, exactly and swiftly in accordance with its mission, Kim said in Wednesday’s speech, according to the official Korean Central News Agency.

He accused the United States of demonizing North Korea to justify its hostile policies. He said U.S.-South Korea military drills targeting North Korea show the U.S.’s double standards and gangster-like aspects because it brands North Korea’s routine military activities an apparent reference to its missile tests as provocations or threats.

Kim also alleged the new South Korean government of President Yoon Suk Yeol is led by confrontation maniacs and gangsters” who have gone further than previous South Korean conservative governments. Since taking office in May, the Yoon government has moved to strengthen Seoul’s military alliance with the United States and bolster its capacity to neutralise North Korean nuclear threats including a preemptive strike capability.

Talking about military action against our nation, which possesses absolute weapons that they fear the most, is preposterous and is very dangerous suicidal action, Kim said. Such a dangerous attempt will be immediately punished by our powerful strength and the Yoon Suk Yeol government and his military will be annihilated.

Moon Hong-sik, a deputy spokesperson at the South Korean Defense Ministry, reiterated Thursday an earlier position that South Korea has been boosting its military capacity and joint defense posture with the United States to cope with escalating North Korean nuclear threats. South Korea’s Joint Chiefs of Staff said the military maintains a firm readiness.

In April, Kim said North Korea could preemptively use nuclear weapons if threatened, saying they would never be confined to the single mission of war deterrent.” Kim’s military has also test-launched nuclear-capable missiles that place both the U.S. mainland and South Korea within striking distance. U.S. and South Korean officials have repeatedly said in the past few months that North Korea is ready to conduct its first nuclear test in five years.

Kim is seeking greater public support as his country’s economy has been battered by pandemic-related border shutdowns, U.S.-led sanctions and his own mismanagement. In May, North Korea also admitted to its first COVID-19 outbreak, though the scale of illness and death is widely disputed in a country that lacks the modern medical capacity to handle it.

Kim’s rhetoric inflates external threats to justify his militarily focused and economically struggling regime, said Leif-Eric Easley, a professor at Ewha University in Seoul. North Korea’s nuclear and missile programs are in violation of international law, but Kim tries to depict his destabilizing arms buildup as a righteous effort at self-defense.

Experts say North Korea will likely intensify its threats against the United States and South Korea as the allies prepare to expand summertime exercises. In recent years, the South Korean and U.S. militaries have cancelled or downsized some of their regular exercises due to concerns about COVID-19 and to support now-stalled U.S.-led diplomacy aimed at convincing North Korea to give up its nuclear program in return for economic and political benefits.

During Wednesday’s speech, Kim said his government recently set tasks to improve its military capability more speedily to respond to military pressure campaigns by its enemies, suggesting that he intends to go ahead with an expected nuclear test.

But Cheong Seong-Chang at the private Sejong Institute in South Korea said North Korea won’t likely conduct its nuclear test before China, its major ally and biggest aid benefactor, holds its Communist Party convention in the autumn. He said China worries that a North Korean nuclear test could give the United States a justification to boost its security partnerships with its allies that it could use to check Chinese influence in the region.

North Korea recently said it is moving to overcome the COVID-19 outbreak amid plummeting fever cases, but experts say it’s unclear if the country can lift its strict restrictions soon because it could face a viral resurgence later this year. During Wednesday’s event, Kim, veterans and others didn’t wear masks, state media photos showed. On Thursday, North Korea reported 11 fever cases, a huge drop from the peak of about 400,000 a day in May.

North Korea has rejected U.S. and South Korean offers for medical relief items. It has also said it won’t return to talks with the United States unless it first abandons its hostile polices on the North, in an apparent reference to U.S.-led sanctions and U.S.-South Korean military drills. (AP)

  • China blocks India, US bid to designate Pak-based Abdul Rehman Makki as global terrorist by UN

China has blocked a joint proposal by India and the US to designate Pakistan-based top LeT militant Abdul Rehman Makki as a global terrorist under the UN sanctions committee, a move Beijing’s claimed were in accordance with the relevant procedures and rules.

Makki, a US-designated terrorist, is the brother-in-law of Lashkar-e-Taiba (LeT) chief and 26/11 mastermind Hafiz Saeed.

Makki, 74, also known as Abdulrahman Maki, has occupied various leadership roles within LeT, a US-designated Foreign Terrorist Organisation (FTO). Both India and the US have already listed Makki as a terrorist under their domestic laws.

On June 1, India and the US jointly proposed to list Makki under the UN Security Council’s Al-Qaeda and ISIL Sanctions Committee which is also known as the UNSC 1267 Committee. But, China, a close ally of Pakistan, placed a “technical hold” on the proposal to list Makki and this measure can last for up to six months at a time.

All decisions of the Committee are taken through consensus.

In New Delhi, government sources said China’s decision runs counter to Beijing’s claim of combating terrorism and signals its “double standards”.

He has been involved in raising funds, recruiting and radicalising youths to resort to violence and planning attacks in India, particularly in Jammu and Kashmir, they said.

Protecting well-known terrorists from sanctioning will only undermine China’s credibility and “risk exposing” even itself more to the growing threat of terrorism, they said.

“This decision by China is extremely unfortunate given the overwhelming evidence against Makki. Moreover, it runs counter to China’s claims of combating terrorism,” said a source.

In Beijing, the Chinese foreign ministry on Friday defended its move, saying that its actions were in accordance with the relevant procedures and rules.

I would like to say that China opposes terrorism in all its manifestation and the actions we take in the 1267 committee in the UNSC always abide by relevant procedures and rules,” Chinese Foreign Ministry spokesman Wang Wenbin said when asked why China chose to put a hold on designating the known Pakistan-based terrorist.

China will continue to carry out its work in a constructive and responsible attitude,” he said.

Asked to elaborate on his comments, especially on procedures and rules, Wang declined to go into details.

I have already shared China’s position quite clearly. I won’t go back to that,” he said.

Responding to another question about whether China’s stand to put a hold on the designation of the wanted terrorist will add to the growing list of issues causing discord between India and China, he said: I have already elaborated China’s position and as to the China-India relations, our position is clear and consistent”.

“We hope that India and China can work together and promote the relations to be more sound and stable,” Wang said, amidst a chill in bilateral ties over the unresolved military standoff in eastern Ladakh.

Earlier also, China has placed holds and blocks on bids by India and its allies to list Pakistan-based terrorists.

In May 2019, India had won a huge diplomatic win at the UN when the global body designated Pakistan-based Jaish-e-Mohammed chief Masood Azhar as a “global terrorist , a decade after New Delhi had first approached the world body on the issue.

A veto-wielding permanent member of the UN Security Council, China was the sole hold-out in the 15-nation body on the bid to blacklist Azhar, blocking attempts by placing a “technical hold”.

In 2009, India had moved a proposal by itself to designate Azhar. In 2016 again India moved the proposal with the P3 – the US, the UK and France in the UN’s 1267 Sanctions Committee to ban Azhar, also the mastermind of the attack on the air base in Pathankot in January 2016.

In 2017, the P3 nations moved a similar proposal again. However, on all occasions, China blocked India’s proposal from being adopted by the sanctions committee.

Keeping up the international pressure to designate Azhar as a global terrorist, the US, supported by France and the UK, had moved a draft resolution directly in the UN Security Council to blacklist him.

In November 2010, the US Department of the Treasury had designated Makki as a Specially Designated Global Terrorist.

As a result of this designation, among other consequences, all property, and interests in property, of Makki that are subject to US jurisdiction are blocked, and US persons are generally prohibited from engaging in any transactions with Makki.

In addition, it is a crime to knowingly provide, or attempt or conspire to provide, material support or resources to the Foreign Terrorist Organisation LeT, the US said.

The US Department of State’s Rewards for Justice programme is offering a reward of up to USD 2 million for information on Makki. He has also played a role in raising funds for LeT operations.

Dubai: The Kuwaiti government has decided to arrest and deport an unspecified number of expats who participated in a protest against the controversial remarks by two former BJP functionaries against Prophet Mohammad (PBUH), as the Gulf nation’s laws do not allow such demonstrations, according to a media report.
Instructions have been issued to arrest expats from the Fahaheel area who organised a demonstration after Friday prayers in support of Prophet Muhammad, Arab News, an English-language daily newspaper published in Saudi Arabia, quoted sources as saying.
Kuwait said that the protestors will be deported to their respective countries as they violated the laws and regulations of the country which stipulates that sit-ins or demonstrations by expats are not to be organised in the Gulf nation, it said.
“The detectives are in the process of arresting them and referring to the deportation center to be deported to their countries and will be banned from entering Kuwait again,” reported Al Rai, a Kuwaiti newspaper.
The report did not mention the nationalities of those expatriates who took part in the demonstration.
All expats in Kuwait must respect Kuwait laws and not take part in any type of demonstration.
The Kuwait government was one of the few countries who had summoned the Indian envoy over the remarks of the former BJP functionaries.
The Kuwait Foreign Ministry said that the Indian Ambassador to Kuwait Sibi George was summoned and handed over an official protest note by the Assistant Secretary of State for Asia Affairs expressing Kuwait’s “categorical rejection and condemnation” of the statements issued by an official of the ruling party against the Prophet.
The ministry welcomed the statement issued by the ruling party in India, in which it announced the suspension of the leader.
The BJP suspended its national spokesperson Nupur Sharma and expelled its Delhi media head Naveen Kumar Jindal after their controversial remarks against the Prophet, as it sought to defuse a row over the issue.
Amid protests by Muslim groups over the remarks, the party also issued a statement aimed at assuaging the concerns of minorities and distancing itself from these members, asserting that it respects all religions and strongly denounces the insult of any religious personality.
Dozen Muslim countries condemned the controversial remarks.
In New Delhi, the Ministry of External Affairs said the government has made it clear that the remarks do not reflect the views of the government.
“We have made it pretty clear that tweets and comments do not reflect views of the government,” MEA Spokesperson Arindam Bagchi had said at a recent media briefing.
“This has been conveyed to our interlocutors as also the fact that action has been taken by the concerned quarters against those who made the comments and tweets. I do not think I have anything additional to say on this,” he had said.
According to latest statistics, the number of Indian nationals legally residing in Kuwait has crossed the 10-lakh mark in 2019. The Indian community in Kuwait continues to grow at 5-6 per cent per annum. The Indian community remains the largest and the most preferred community in Kuwait, the second largest expatriate community being the Egyptians, according to the Indian Embassy in Kuwait.
