  • Drabu debunks hartals, boycotts in valley

    Says they only hurt Kashmiri people and economy

    Srinagar: Former chairman JK Bank, Dr Haseeb Drabu today debunked the hartals and boycotts taking place in the valley as forms of protest.

    According to a statement issued to KNS, Drabu said these protests were only hurting the Kashmiri people and economy, and were self-defeatist in nature. Drabu was speaking at a seminar on ‘Kashmir Youth: Anxieties and Aspirations’, organized by Lehar, a non-political NGO. Drabu questioned why the Kashmiris were thinking of themselves as victims. “We have to move out of the politics of grudge. We have been the greatest civlization in the world. Why are we losing our social, cultural, political and economic nationhood,” he questioned.

    In an intellectually stimulating address, Drabu said what was required was a positivist notion of Kashmiri nationalism, and not a rejectionist notion of Kashmiri nationalism. “I fail to understand this notion of hartals and boycotts. Who are we boycotting against? Who does it hurt? Through these hartals, you are only exhibiting your control over the Kashmiri population that has very little choice anyway,” he said.

    On being questioned by a law student that what should be the mode of protest, Drabu said the protest organized in the form of Hakeekat-e-Kashmir was a highly creative protest. The Hakeekat-e-Kashmir concert, that was organized simultaneously with the Zubin Mehta concert, focussed the attention of the entire country on the real problems of Kashmir.

    Drabu stated that the genuine, legal entitlements of the Kashmiri people which are available to people across the globe as their rights are being seen as the aspirations of the people here. He said this was because of governance deficit at various levels through the decades.
    Drabu highlighted that in Jammu and Kashmir, people aged from 15-30 years account for a staggering 40 per cent of the total population, compared to an average 30 percentage of the population elsewhere. “The sheer demographics make youth the most important segment in the political economy of J&K. No society can afford the marginalization of its young people.”
    Drabu further noted that by virtue of sheer numbers, the youth of the state should and can decide the future of the nation. “No nation can prosper unless its youth are politically empowered, socially responsible, ethically aware and economically independent citizens. To reach there, we must educate, employ, engage and empower our youth,” he said.

    Drabu said that there is a disconnect between individual and collective aspirations in every sphere of life. “We have lost confidence in our capabilities, in our creativity, in our comprehension to run our affairs,” he said. This scenario, Drabu said, was largely so because we are talking about ways that portray all of us Kashmiris as “victims”. This defensive attitude, he said, has made us incapable of thinking positively and acting honestly. The problem, Drabu said, is not about jobs but careers which will build a nation. “In the gap between these anxieties and aspirations, a few generations have been lost. Another generation, which is right now in the prime of its youth, is also threateningly close to being lost.

    Drabu asserted his demand for a society where a job will not be a “naukri” funded by the Government of India. Where a business will not be an enterprise profitable because of a government subsidy. A venture will is not successful only because of tax and electricity concessions.
    Leading social activist Shakeel Qalandar, who also addressed the seminar, said that protests like Hakeekat-e-Kashmir were difficult because the state government did not give permission for it till 9 pm the previous day. “Even on the day of Hakeekat-e-Kashmir, we were not allowed to move into the designated area till an hour before the programme was to be held. In that last one hour, we set up the stage, the banners and the other infrastructure for the protest,” he said.

    With regard to the shrinking space for civil liberties in Kashmir, Qalandar said that even now, civil society representatives have been seeking permission for peaceful sit-in protests from the state government, but it is not being granted. Qalandar highlighted that there is a dire need to segregate the socio-economic aspirations of youth from their political aspirations. This had to be done after devising a methodology that does not override these aspirations, but augments both.

    Prof Saddiq Wahid, former Vice Chancellor of Islamic University of Science and Technology, presided over the seminar. He said that the loss of opportunity had bred anger among the youth. “We keep employing retired people back in the universities. Don’t we have a talent pool of qualified youth to draw from,” he questioned.

    Speaking on the occasion, Prof Gull Wani, Director, Centre of Kashmir Studies in Kashmir University, said that those who make peaceful revolutions impossible will make violent revolutions inevitable. Prof Wani said it is logical for any society which has gone through turmoil to think about the aspirations and anxieties of its youth, who have remained at the forefront of its numerous struggles. “Youth and their legitimate grievances are a subject matter of debate for policy makers and political leaders not only in Kashmir but in the entire south Asia. We cannot imagine a better South Asia without thinking seriously about youth and their position in the polity, economy and society,” he said.

    Youth from Kashmir University, colleges in the city and in the region attended the seminar in huge numbers and had a dynamic interaction with the speakers. Ms Rajni Shaleen Chopra, Director of NGO Lehar, said the social contract between the Kashmir youth and the policy makers is of prime importance now. “This contract can be possible in a society which is resilient and committed to justice. On the positive side, there is rise of an assertive civil society and vibrant mass media which can be helpful in rebuilding society and other institutions. All key stakeholders – the political class, policy planners and state managers will have to contribute in helping crafting this social contract,” she said.

    NC is committed to address all genuine demands: Nasir

    Srinagar: National Conference has lauded the role played by NC Working President and J&K Chief Minister Omar Abdullah in meeting the genuine demands of 55,000 Rehbar-e-Taleem Teachers in J&K.

    According to a statement issued to KNS, National Conference Provincial President for Kashmir, Nasir Aslam Wani said that in a decision which would benefit over 55,000 Rehbar-e-Taleem (ReT) teachers in Jammu and Kashmir, Chief Minister Omar Abdullah’s announcement of granting service benefits and a regularized transfer policy for Rehbar-e-Taleem Teachers was a landmark decision by Omar Abdullah based on the principle of justice.

    Nasir Aslam Wani said that the ReT scheme, under which qualified people of an area were appointed as teachers in their respective areas, was started by the previous National Conference (NC) government in 2000 with an intention to lower the rate of unemployment and improve the literacy rate in the state.

    Nasir said that the decision taken by Omar Abdullah in addressing the genuine demands of the Rehbar-e-Taleem teachers would go a long way in improving the education scenario in the State. Nasir said the State had already made huge strides in the education sector during the past five and a half years of the Omar Abdullah government, including the fact that there has been an unprecedented growth in literacy rate in J&K.

    Stating that earlier a Rehbar-e-Taleem teacher under this scheme was paid a fixed stipend of Rs 1,500 per month for the first five years of his service after which the services were regularized. However, the five years of service were not included in their service records and there was no transfer policy for them. This, Nasir said was perceived as an injustice with these teachers and the lack of a transfer policy also resulted in harsh difficulties for these teachers. Based on the acceptance of their demands, the Rehbar-e-Taleem teachers will now be able to count their five years from date of recruitment for regularization and would also be eligible for transfers under the new transfer policy.

    The NC Provincial President also welcomed the Chief Minister’s announcement that the Government would enhance the retirement age of university teachers, so that state educational institutions can retain talented and highly experienced faculty members and maintain high standards of teaching. Nasir said that due a disparity in the retirement age of the faculty of Central and State Universities, it was being noticed that the State Universities were losing a lot of experienced and talented faculty to the Central Institutes. This, Nasir said, would be stemmed now. Nasir also welcomed the decision of the Omar Abdullah government to enhance the retirement age of the faculty in the Medical Education Department to help in enhancing the quality of medical education, healthcare and health research in the State.

  • Hurriyat (G) organizing seminar June 22

    Srinagar: Hurriyat Conference (G) is organizing a day-long seminar on 22 June, Sunday, 10:30 am at Hyderpora office and Tehreek-e-Hurriyat in collaboration with ‘Syed Ali Geelani Blood Bank’ are going to held a blood donation camp at Hyderpora on 18 June, Wednesday, 10:30 am in which the medical staff of Rainawari Hospital will also participate.

    In a statement issued to KNS, Hurriyat spokesman Ayaz Akbar said that All Parties Hurriyat Conference is going to organize a seminar on 22 JuneSunday10:30 at Hyderpora Headoffice, which will be presided by its chairman Syed Ali Geelani and in which many political leaders, intellectuals and writers will present their view point on the “Demands of Present Situation”.

    The seminar will start at 10:30 am at Hyderpora and will last till 04:00 pm during which a one hour break will be given for Salah (prayers) and lunch. Hurriyat spokesman also mentioned that Hurriyat Conference had also announced a seminar on 11 June, Wednesday but due to some un-known reasons government disallowed that and after which to protest this government action, Geelani defied his house arrest and led a sit-in for half an hour on the Srinagar Airport road along with the other companions.

    Hurriyat spokesman said that the seminars which are organized by this forum are of academic nature, in which the speakers present their view point on any particular topic within the four walls of the office. These types of function neither harm or hurt anybody nor disturb any situation but the Fascist minded government doesn’t tolerate these knowledgeable functions and they are placing illegal, unwanted and immoral restrictions over these functions.

    “By disallowing the seminars, government itself wants to disturb the situations so that they can get the reason for these restrictions. In the war of ideologies, government is using the state power and force, which is increasing the political uncertainty and instability in the state. While cautioning the government, spokesman said that they should face us on the ideological platform and they should answer our arguments with their argument.”

    Meanwhile Tehreek-e-Hurriyat is going to organize a blood donation camp under the banner of ‘Syed Ali Geelani Blood Bank’, at Hyderpora on 18 JuneWednesday, in which the medical staff of Rainawari Hospital will also help and co-operate with us. The camp will start at 10:30 am and hundreds of people are expected to donate their blood. The statement further mentions that a similar kind of seminar was also organized in 2013 and this process will continue in future also. In the view of the unfavorable situation in the Jammu & Kashmir, Tehreek-e-Hurriyat has setup “Syed Ali Geelani Blood Bank” and its purpose is to help the affected people of freedom movement and poor and needy people. A program has been initiated to expand the activities of this blood bank and Tehreek-e-Hurriyat want that this blood bank should raise above all the differences and help the people at the time of need.

    JUTA lauds Omar’s initiative for improving service conditions of university teachers

    Jammu: Jammu University Teachers Association (JUTA) on Saturday lauded the initiative of Chief Minister Omar Abdullah with regard to bringing the service conditions of the university teachers including age of superannuation at par with central universities as laid down by the University Grants Commission.

    “The Chief Minister has been receptive to the demands of the university faculty whenever brought to his notice and we hope earnest action in this regard”, the Association functionaries said while submitting a memorandum to Provincial President National Conference Drabu Devender Singh Rana at Sher-e-Kashmir Bhavan here this afternoon, said  a statement issued to KNS.

    Rana assured the JUTA delegation that points raised in their memorandum will be taken up with the Chief Minister for earnest appropriate action. He said National Conference has all along supported the just cause of employees, unemployed and other segments of the society. “We are committed to mitigate their genuine problems”, he maintained.

    The delegation, led by JUTA President Prof D S Jamwal, in its memorandum, inter allia, demanded the enhancement of superannuation age of faculty from 60 to 65 years, saying since they join service  invariably after attaining the age of 30 years in pursuit of higher education, this measure assumes significance.

    “Approximately, 30 per cent of the teaching positions remain vacant due to non-availability of qualified candidates owing to higher qualification requirements for appointments and therefore the retirement age needs to be enhanced up to 65 years, which is extendable to 70 years, as per UGC and MHRD notifications”, the memorandum added. The memorandum sought bridging of disparities between the faculty members of the central universities and the Jammu University. “There is no reason to deprive university teachers of the State with regard to the service conditions and other benefits recommended by the 6th Pay Commission,” it maintained.

    The JUTA welcomed the enhancement in retirement age of the State Government employees, saying this was a long pending issue that has been finally agreed upon.   • AMM welcomes Govt. announcement on service benefits, transfer policy of ReTs

    Demands revocation of New Pension Scheme, hike in SPOs honorarium

    Srinagar: Welcoming the government initiative of giving service benefits of first five years of stipendiary service to the Rehber-e-Taleem (ReT) teachers and making it transferable, Awami Mutahida Mahaz (AMM) has urged the government to revoke the New Pension Scheme and increase the honorarium of SPOs working the police department.

    In a statement issued to KNS, , AMM leaders Mohammad Yousuf Tarigami, Hakim Mohammad Yasin, Abdul Rahsid Kabuli and Abdul Rehman Tukroo have appreciated the government decision saying it was an overdue demand of the ReTs which have been met after hectic efforts put in by employees.

    The AMM leaders said that the government must scrap New Pension Scheme (NPS) which was implemented in Jammu and Kashmir from 1 January 2010. Not entitling the youth recruited in Jammu and Kashmir on or after January 1, 2010 to pensionary benefits, including pension, family pension and death-cum-retirement gratuity, under the NPS is sheer injustice with the employees who have been recruited after 2010, the AMM observed.

    The AMM leaders said that pension is a genuine right of an employee who serves the government for all his life. “Now as the upper age limit for entry into the government job has also been increased to 40 years, it is right time that the government reverts back to the old pension policy. The way flawed new recruitment policy was scrapped, same way government should immediately announce scrapping of NPS,” the AMM leadership remarked.

    They recalled services of Special Police Officers (SPOs) home guards and daily wagers but lamented that the government had let them down again. The AMM leaders pleaded the cause of SPOs, demanding their regularization and enhancement in their wages. Highlighting the role of SPOs in law and order situations in the State, the AMM leaders said, “on one side the honorarium of the SPOs is not being enhanced and on the other side they are being disengaged without any logical reason or any prior notice”, adding “around 100 SPOs have lost their livelihood at the hands of some police officers without any fault of theirs”.

    Giving credit for the recently announced government decisions to employees who offered immense sacrifices, the AMM leaders demanded that government must now focus on other long pending demands of the employees.

    They said the government must address issues pertaining to regularization of daily wagers, causal labourers (drawing regular salaries) and regularizing  the salary of casual labours, need based, HDF, KGBV, Prariks, gender coordinator and framing of policy for their regularization,  removal of pay anomalies in pre-revised grade of Rs 6500-10500, clerical cadre, horticulture, agriculture and police personnel. The AMM demanded release of 6th pay commission arrears in favour of urban local bodies, municipal corporation employees and regular payment of their salary, budgetary support and revival policy for public sector undertakings to generate employment.

  • On picnic, School bus turns turtle, 34 children hurt

    Srinagar: Over 34 children sustained injuries when a bus ferrying them back from an excursion turned turtle in Khan Sahib Area in district Budgam.

    Reports reaching KNS, said that the accident took place at Tangnar-Khan Sahib. The police has registered a case into the incident.

    Reports said that all the children had gone for a picnic to Doud Pathri and were returning to their home (orphanage) in district Kupwara but the bus met with accident on way to Kupwara. The injured children were shifted to Sub District Hospital Khan Sahib. Few children have been shifted to Bone and Joints Hospital and some to SMHS Hospital, Srinagar, reports reaching KNS said.

    “The bus met with accident late evening yesterday and we shifted some children to Bone and joints, SMHS and SKIMs. But all of them are safe and have been ferried to their home in Kupwara, “DC Budgam Khursheed Ahmad told KNS.

    Srinagar: Muslim League leader Masrat Alam Bhat who was on Saturday released on bail by Tehsildar Srinagar was rearrested by police half an hour after he was freed from the open court.

    “We have taken him under preventive custody,” SSP Srinagar Amit Kumar told KNS. Bhat was detained by police station Shaheed Gunj. After his release, while talking to KNS, the Muslim League leader said that he was freed after four years of detention during which he was lodged in different jails including JIC Srinagar and JIC Jammu. “I have been released by Tehsildar in an open court. I have been booked under PSA five times during the period of four years of detention. I was lodged in different jails like Kathua, Udhampur, Baramulla and Srinagar.

    But half an hour after his released, the police detained him from his home in Old City. A Muslim League, spokesman, Rafiq Ganai, told KNS that police raided Masrat’s residence and re-arrested him. “He was immediately taken to police station Shaheed Gunj,” Ganai confirmed. Muslim League has denounced the police action against Masrat saying that it is an open violation of judicial procedures.  “We highly condemn this the highhandedness of police,” said a Muslim League leader pleading anonymity.

    Meanwhile, terming the release of Bhat and his arrest after just an hour as ‘worst kind of state terrorism’, chairman Hurriyat Conference (G) Syed Ali Geelani strongly condemned the police action. He said that Masarat Alam Bhat is being subjected to the political vengeance rather his continuous imprisonment doesn’t have any constitutional, legal or moral justification.

    In a press statement issued to KNS, Geelani cautioned that this ‘hooliganism’ of the government will have serious results and it will increase the anger of the people. Geelani said that the Omer led government is having negative attitude towards the pro-freedom leaders and the worst kind of cruelties were unlashed upon the pro-freedom leaders and activists in this regime. “Masarat is continuously from last four years in prison and the state High Court have every time termed the allegations which were leveled against him as baseless and have ordered his release but the government always disrespected the court orders. It is the height of fascism which is very difficult to find in the world.”

  • Shab-e-Baraat observed with religious zeal, fervor

    Mirwaiz highlighted significance of this divine night

    Srinagar: Shab-e-Baraat was observed in Jammu and Kashmir Friday night with religious zeal and fervor. The biggest gathering on the eve of Shab-e-Baraat was held at the historic Jamia Masjid Srinagar where thousands of people, including women participated in the night long prayers. The prayers were led by Mirwaiz Umar Farooq.

    According to a statement issued to KNS, Mirwaiz spoke about the significance of Shab-e-Baraat and said it was a divine night when Almighty Allah arranges affairs of the next one year. On Shab-e-Barat, Allah writes the destinies of all his creations for the coming year by taking into account their past deeds.

    While reciting Quran, Mirwaiz said the occasion provides opportunity to spend the night in praying and seeking forgiveness and blessings from Allah. He asked people to implement the teachings of Quran and Islam and specially stressed upon the youth to follow the footsteps of Prophet Muhammad (PBUH) so as to eradicate social ills and bring reforms in the society.

    Mirwaiz said the Quran was the complete was of life for mankind and till judgment day Muslims would continue to be guided by the holy book. He said it was distressing that Muslims have put Quranic guidance and teaching on the back burner which has become the main cause of suffering and anguish for them. While concluding his sermon, Mirwaiz along with thousands of people asked Allah for forgiveness from sins, prayed for well being of the Umaah in general and for the Muslims of Jammu and Kashmir in particular.

  • Baig Calls on Telecom Minister

    New Delhi: Senior Peoples Democratic Party (PDP) leader and Member of Parliament, Muzzafar Hussain Baig, Saturday called on Union Telecommunication Minister, Ravi Shankar Prasad, and apprised him about the communication problems faced by the people living in the geographically difficult areas of Jammu and Kashmir.

    According to a statement issued to KNS, Baig informed Prasad that many of these areas usually remain cut off from rest of the world for much part of the year because of the weather conditions. And the people have to suffer more because of the lack of communication facilities. “Vibrant communication network would help the people living in these areas a great deal to minimize their problems during harsh wintry conditions, otherwise their issues get unnoticed,” the minister was informed. The mobile network would also help administration in monitoring these areas, while empowering local population.

    Later a memorandum listing the places which face the communication problem was presented to Prasad by Baig on behalf of the PDP MPs including the party president, Mehbooba Mufti and Tariq Hameed Karra. The places which have been identified in the memorandum are: Telal in Gurez of Bandipur district. Gabra, Hajitra, Tad, Teetwal and adjacent areas and Keran in Karnah constituency. The other places include Muqampeeran in Uri; Sawjian, Gagrian and Noorkoot in Poonch. Sniar, Gursai, Manjkot, Balakot in Poonch. Sangla, Chandi Marh and Bafliaz on Mughal Road area Budal, Darhal and Kotranka in Rajouri; Kahal-jugasar, Tipri/Alni, Dhriwri, Luddu in Bhaleesa Chirala, Joura in Thatri and Marwah in Kishtawar.

  • NC to hold crucial Provincial level meeting on June 16

    Important decisions on restructuring expected

    Srinagar: In an attempt to harness the dividends of some of the major decisions taken recently, the National Conference is holding a crucial meeting of its cadres from Kashmir province onJune 16.

    Reliable sources told KNS, that Dr Farooq Abdullah is likely to preside over the meeting which as the chief minister Omar Abdullah besides the top party leadership and office bearers of the party will attend the meeting.

    Party insiders told KNS that the meeting will likely witness discussions on the preparedness for the upcoming assembly elections. Though the party has already directed its block presidents of each constituency to nominate three probable candidates for the upcoming assembly, the meeting is likely to take some important decisions that will have its impact on mandate distribution.   

    “Though we do not know the agenda of this provincial level meeting but most probable the restructuring of the party especially at the district levels can be an agenda for the discussion,” a senior NC leader told KNS pleading anonymity.

    Party sources told KNS that each block president of each constituency has been asked to come up with at least three names who have more acceptability and chances of winniability in the constituency. These names will be then discussed in a meeting later and a consensus will be evolved on a final candidate who will be given party mandate to contest the upcoming assembly elections. This time many new faces who have more acceptability among people will be given a chance to contest the assembly elections. Their names will be evolved after a threadbare consensus and the exercise has already been kick-started by the party,” a senior NC leader told KNS.

    Party sources revealed it to KNS that some of the party youth leaders whose names surface in the list of probables for the upcoming assembly elections have   shown reluctance because of the sense of neglect and a wave of anti incumbency among the people. “The party is yet to take a final call on the issue. Another important factor which will prove detrimental for the party interests is the infighting within the constituencies between party leader who are seeking mandates for the upcoming assembly elections. But I think the party will resolve all their differences amicably,” said a senior leader of the party wishing not to be named.

    Pertinently, the party witnessed a major change in its organizational hierarchy when Ali Muhammad Sagar was nominated as the party’s General Secretary by the NC leadership. Sagar relieved the ailing NC’s General Secretary Sheikh Nazir.

    Sources in the party told KNS that a massive restructuring in the party is on card and heads can roll at provincial and district levels due to a humiliating defeat of the party in the recently held Lok Sabha elections.
