    The Centre estimates to receive and utilise 40-50 crore doses of COVID-19 vaccine covering 20-25 crore people by July next year and it is preparing a format for the states to submit by October-end their list of priority population group to receive the vaccine, Union Health Minister Harsh Vardhan said on Sunday.

    During an interaction with his social media followers on ‘Sunday Samvad’ platform, he said a high-level expert group is going into all the aspects of vaccines and the health ministry is preparing a format in which states will submit lists of priority population groups.

    The list of frontline health workers will include both government as well as private-sector doctors, nurses, paramedics, sanitary staff, ASHA workers, surveillance officers and many other occupational categories who are involved in tracing, testing and treatment of patients.

    This exercise is targeted to be completed by the end of this October and the states are being closely guided to also submit details about cold chain facilities and other related infrastructure which will be required down to the block level, the minister said.

    “The Centre is also working on plans for building capacities in human resources, training, supervision and others on a massive scale and roughly estimates to receive and utilise 400-500 million doses covering approximately 20-25 crore people by July 2021. All this is under various stages of finalisation,” Dr. Vardhan said.

    He further informed his audience that the government is also keeping an eye on immunity data concerning COVID-19 disease while finalising these plans.

    “Our government is working round the clock to ensure that there is a fair and equitable distribution of vaccines, once they are ready. Our utmost priority is how to ensure a vaccine for each and everybody in the country,” Dr. Vardhan said.

    The Minister stated that a high-level committee under the chairmanship of Niti Aayog Member (Health) Dr V K Paul is drawing up the entire process.

    Vaccine procurement is being done centrally and each consignment will be tracked real-time until delivery to ensure it reaches those who need it most, he said.

    The Union health minister added the panel is working on understanding the timelines of availability of various vaccines in the country, obtaining commitments from vaccine manufacturers to make available maximum number of doses for India inventory and supply chain management and also on prioritisation of high-risk groups.

    “This is a work in progress which will be completed by the time the vaccines are ready to ensure the swift roll-out of an immunisation programme.”

    Assuring a social media follower that there would be no diversion or black-marketing of the vaccine, Vardhan said, “Vaccines will be distributed as per pre-decided priority and in a programmed manner. To ensure transparency and accountability, details of the entire process will be shared in the coming months.”

    He stressed on the need to prioritise healthcare workers and adults or those who have underlying health conditions.

    To a question regarding the phase-three clinical trial of Russia’s ‘Sputnik-V’ vaccine in India, Vardhan clarified that the matter was still under consideration, and no decision has been taken yet.

    To another question, he replied it is not possible to comment on the superiority of one vaccine over the other, but said, “Even if we have multiple vaccines available, they will all be safe and will elicit the requisite immune response against novel coronavirus.”

    He said that all vaccines that have proven to be safe, immunogenic and efficacious in clinical trials outside India need to undergo bridging studies to prove their safety and immunogenicity in the Indian population as well, although these studies can be conducted with much smaller sample size and end quickly.

  • Excavation work on J&K rail tunnel completes

    Banihal: The excavation work inside a 8.6-km-long railway tunnel in Banihal area of Jammu and Kashmir’s Ramban district has been completed after 10 years of construction work, officials said on Sunday.

    The vital tunnel between Changaldar and Khari is one of several ongoing under construction projects along the 272-km Udhampur-Srinagar-Baramulla railway line, which is likely to be completed by August 15, 2022, providing an alternate surface link between the Kashmir Valley and rest of the country.

    According to an official, the breakthrough was achieved on Saturday. The tunnel was under construction for the past 10 years and the work is being undertaken by Afcons and the ABCI infrastructure companies.

    He said the last portion was cleared by the ABCI after three years of work on the 2.5-km section of tunnel No. 74.

    The 8.6-km-long railway tunnel will connect the 16-km Khari-Banihal section of the 110-km Katra-Banihal railway track, District Development Commissioner Nazim Zia Khan said.

    Khan, who attended the breakthrough function, congratulated the Northern Railway, IRCON and the ABCI for the achievement, saying rest of the work inside the tunnel would be speeded up and completed as per schedule.

    In August, Lieutenant Governor Manoj Sinha had reviewed the progress on the Rs 27,949-crore Udhampur-Srinagar-Baramulla project and directed the railway authorities to complete the remaining work from Katra to Banihal by Independence Day, 2022.

    The world’s highest railway bridge with a height of 359 metres is coming up on the Chenab river under the project and India’s first cable-stayed railway bridge on Anji Nallah in Reasi is also coming up along the link.

  • NC dissolves party’s youth wing in Kashmir

    Srinagar: The National Conference (NC) on Saturday dissolved the party”s youth wing in Kashmir province with immediate effect, saying it is in the process of constituting a new team.

    “All existing bodies of Youth National Conference Kashmir up to block level stands dissolved with immediate effect,” an NC spokesperson said.

    He did not give any reason for the party’s decision.

    The spokesperson, however, said the NC is in the process of replacing the youth wing of the party with a new team. PTI

  • Police says, ‘Registers FIR against URL handler for uploading propagandist material’

    Srinagar: The Jammu and Kashmir Police Saturday said that it registers FIR against the URL handler for “uploading posts prejudicial to integrity, sovereignty of the country and threat to maintenance of peace and tranquility”.

    In a statement issued to news agency KINS the police said, “Police Station Kothibagh received information through reliable sources that some propagandist material is being uploaded and circulated through a website URL https//kashmirfight.wordpress.com

    “These posts uploaded on the said URL are not only prejudicial to the integrity, sovereignty of country but threat to maintenance of peace and tranquility as the handler of the above said URL is propagating secessionist and terror related ideology with the intention to achieve goal of separating OUT of J&K from Union of India”.

    “Besides, list of political/media persons ,public figures and also posts of Lashkar-i-Islam were uploaded with the intention to create fear psychosis among  individuals”.

    “The website/URL is running as a propaganda tool against lawful actions and policies of the Government with the aim to disrupt peace and thus provoking common people to resort to illegal activities”.

    “Taking cognizance into the matter a case vide FIR No. 82/2020 under relevant section of law has been registered at PS Kothi Bagh and investigation has been set into motion”.

    “The instant case calls for caution among the general public , not to pay any heed to such provocative and derogative posts/URLs and importantly not to further share  such unlawful posts as that may earn legal consequences.

    The instant case has also sent a resounding message across the circles of such elements, propagandists and criminals that whatsoever may be the level and degree of their evil plannings they cannot escape from the clutches of law enforcing agencies”. (KINS)

    Srinagar: Advisor to Lieutenant Governor R. R. Bhatnagar, Director General of Police (DGP) Dilbag Singh declared open the Handwara Police Cricket League – 2020 in a colorful function organized at Sports Ground Bakihakar, Handwara on Saturday.

    The tournament is being organized by Jammu and Kashmir Police under Civic Action Programme.

    The DGP also inaugurated Mess Hall in Police Station Handwara and barrack at Police Component Handwara. He inspected the buildings and interacted with the officers and jawans working at these places.

Sanjay Sharma, CO SSB Raj Kumar Khalko, senior civil, police officers and Handwara traders were present at the opening ceremony of the Cricket Tournament.

    Advisor to Lt. Governor R. R. Bhatnagar congratulated the Jammu and Kashmir Police for organizing such a big event. He said that prosperity, development and peace can be achieved when we work towards it together.

    He appealed to the youth to stay away from drugs as it ruins lives, families and societies. He appreciated the efforts of Jammu and Kashmir Police in providing platforms to the budding talent of Jammu and Kashmir.

    Speaking on the occasion, DGP thanked the Advisor to Lt. Governor R. R. Bhatnagar for accepting the invitation and thereby boosting the morale of energetic youth of Handwara.

    He congratulated the SSP Handwara and other partners involved in organizing such a big event. He also thanked India Cricketer Parvez Rasool and IPL Cricketer Manzoor Pandav for boosting the morale of the budding talent of Handwara.

    The DGP said that Jammu and Kashmir Police is putting in all efforts to get at least three best teams from South, Central and North Kashmir and from them we will get one best team.

    He said that it is dream of Jammu and Kashmir Police to have a Kashmir Eleven Cricket team which will be famous in the Union Territory and also in the country for its talent. He said “we hope that Cricket stars like Pervaiz Rasool, Manzoor Pandav and other sports stars who have earned name and fame from the game of cricket will help and provide their guidance to the youth. Jammu and Kashmir Police is determined in accomplishing this mission.”

    He said that Jammu and Kashmir Police in the recent time has organized various sports activities across the Kashmir valley. He said starting from South Kashmir Women cricket tournament, 16 teams participated in Central Kashmir T20 Cricket Tournament and in Bandipora a Mega Sports festival is going on and all our efforts are to provide opportunities to the youth who can grab them and show their talent to the nation.

    The DGP informed the participating youth that he started his career as SHO from Handwara and was very upset when this peace-loving place was disturbed because of militancy.

    He said nothing can be achieved through militancy. “Loss of any body’s life cannot be celebrated and militancy has brought only destruction to the families, societies,” he added.

    The DGP said that dozens of youth who were lured by agents of militant supporters accepted their appeal and are back to their families and added that Jammu & Kashmir Police is providing all its assistance in shaping the careers of the youth.

    He said that he is happy to see the beautiful faces of energetic, talented youth. He advised them to be the ambassador of peace and choose a career, which will make proud not only you, your families but the whole nation.

    Speaking to the media persons, DGP said that the aim of Jammu and Kashmir Police is to create positivity among the youth of Jammu and Kashmir. He said that “before the winter sets in we are taking full advantage of the time to organize more and more such events for our youth and provide platform where they can showcase their talent.”

    SP Handwara Dr. G. V. Sundeep Chakravarthy while speaking on the occasion highlighted the initiatives taken by Handwara Police for the benefit of general public by organizing Police Community Partnership Groups (PCPG) meetings and youth-oriented events.

    He thanked the Advisor R.R Bhatnagar and DGP for gracing the opening ceremony and encouraging the youth of the district.

    Later the DGP J&K inaugurated Mess Hall for officers and cops at Police Station Handwara and a barrack for jawans in Police Component Handwara.

    He inspected the Police Component building and Police Station Handwara. He took review of the crime situation in the Police Station and also interacted with the officers and cops.

    While interacting, the DGP appreciated their work done in maintaining the peace & order in the district. He directed them to be more alert and vigilant as the anti-national elements are trying very hard to disrupt the peace which is very hard-earned—(KNO)

    Srinagar: Jammu Kashmir Apni party President Altaf Bukhari Saturday said that they are not against the restoration of Article 370. “We will be happy if this article gets revoked but at the same time we believe that only Supreme Court can do it and that is why we like other parties don’t want to sell dreams,” he said on the sidelines of a political function held at his Srinagar based residence.

    Accepting the reality of scrapping Article 370 by the Central Government, Bukhari said that those political parties which claim that they will get the Article revoked are playing politics and befooling people. “As I said that only Supreme Court can do it. Yes, Parliament can do it as well but for that reason we need majority that we don’t have,” Bukhari told news agency KNT adding that Apni Party will be happy if Article 370 is restored and they are not against its revocation.

    In response to a question, Bukhari said that protection of domicile rights of job and land is the core agenda of his party. “We won’t give an inch of land to any outsiders. People both in Kashmir and Jammu are on same page and there is no confrontation at all. People in both Kashmir and Jammu want protection of jobs and land,” he said.

    While responding to another question, Bukhari said that “One builds a new house once older one damages in fire. We have to move ahead and address the problems of people. We want elections should take place at an earliest,” he said adding that it is up to Government of India.

    “We’re not here to sell dreams and fantasies but are honest and fair in our approach. We are serving people who are facing multiple problems,” he said. (KNT)

    Says restoration of Article 370 will never happen by political parties

    Srinagar: Jammu Kashmir Apni Party (JKAP) president and former minister Syed Mohammad Altaf Bukhari on Saturday said that no political party can bring back the lost glory of J&K under Article 370, saying only Parliament or Supreme Court (SC) can restore the special status of Jammu and Kashmir.

    Speaking with Kashmir News Service (KNS), Bukhari said no political party can restore Article 370 or 35(A) but it is only Parliament or Supreme Court (SC) who can take a call.
    He said the core agenda of our party is to bring statehood back to J&K and there should be no doubt in it. “Our core agenda is to bring back statehood to Jammu and Kashmir. We want to protect domicile rights on land and jobs and we are clear in it”, he said.

    He said few political parties are claiming that they will bring Article 370 and 35(A) back but I want to make it clear “it will never happen as it is not in the domain of political outfits. Only Parliament or SC can restore the special status of J&K”.

    Expressing surprise, Bukhari said those who were beating drums for protecting Article 370 before August 5, 2019 are still in Parliament after its abrogation.

    “Those promised to protect special status of J&K before August 5, 2019 are still occupant in Parliament”, JKAP President said.

    Suggesting political parties to stand for the development and prosperity of J&K, Bukhari said that we should not keep ourselves in weeping mode now but to stand for rebuilding our broken house.

    Commenting on Shopian fake encounter, he said no one dared to speak over the issue but JKAP courageously came forward and raked up the voice for its own people which compelled security forces to accept what was perpetrated in Shopian?

    About elections in J&K, Bukhari said that people of J&K want early election so that their day to day problems will be solved. “People of J&K wills early election and an elected Government in order to address their problems”, he said adding political parties across J&K have kept grave silence and are not speaking for conduct of elections. He said JKAP is ready if elections to be conducted tomorrow. (KNS)

  • Shopian Fake Encounter | Trio who trek 80 km’s for livelihood, returned dead to their parents: Sajad Lone

    Srinagar: Peoples Conference (PC) Chairman Sajad Gani Lone on Saturday commented over the exhumation of three Rajouri youth killed in a fake encounter in Shopian district on July 18 said those trek to Shopian in search of livelihood were returned dead few months later to their homes.

    Taking to micro-blogging site Twitter Lone said, “Spare a thought for the parents of three young men whose bodies have been exhumed today. Three able bodied athletic men trek 80 kms in search of livelihood. And a few months later the parents take their violently ravaged bodies back. Imagine the plight of the parents”.

    Pertinently authorities on Friday late hours exhumed the bodies of trio namely Imtiyaz (20), Mohammad Ibrar (16) and Abrar Ahmad (25) who were killed in a fake encounter on July 18 this year in Amshipora village of south Kashmir’s Shopian district.

    The trio whose bodies were secretly buried in north Kashmir’s Baramulla district were exhumed in presence of senior police and civil officials and were handed over to their families who took the bodies to their native district Rajouri.

    However authorities beefed up security in Rajouri district to avert any major law and order problem. (KNS)

  • J&K Police committed to promote sports activities: DGP Dilbagh Singh

    Handwara: Director General of Police (DGP) Dilbagh Singh on Saturday said that J&K Police is committed to promote sports activities across Jammu and Kashmir so that youth are aspiring to take part into will represent UT outside J&K.

    According to Kashmir News Service, DGP was addressing a mammoth gathering present at the inaugural match of Handwara Premier League (HPL). The league is organized by Handwara police.

    The inaugural match which was played between Handwara Reds and Bakiaker at Sports Ground Bakiaker in north Kashmir’s Kupwara district persuaded manifold teams with great zeal and enthusiasm.

    DGP who was chief guest at the occasion, said that three teams, one each from north, south and central parts of Kashmir will be selected who will represent Jammu and Kashmir throughout the country and abroad.

    He said after the efforts taken by J&K Police to promote sports activities, youth across the valley have started to participate with great passion.

    Besides DGP, senior officers of civil and police administration, international cricketer Parvaiz Rasool, Manzoor Pandov were also present at the occasion. (KNS)
