  • China says India ‘violated’ border agreements, rebutting Rajnath Singh

Responsibility for the current situation does not lie with China, says China’s Foreign Ministry spokesperson Wang Wenbin.

China on Wednesday blamed India for “violating” border agreements and said India bore responsibility for the recent tensions, a day after Defence Minister Rajnath Singh told Parliament that China had, by amassing troops along the Line of Actual Control (LAC) this summer, violated the 1993 and 1996 boundary agreements that have helped keep the peace along the border for years.

“The responsibility for the current situation does not lie with China,” Foreign Ministry spokesperson Wang Wenbin said at a press briefing, in response to a question on Mr. Singh’s statement.

Asked why China had not yet disengaged and withdrawn its troops to the status quo as of April, prior to its transgressions, Mr. Wang said: “The most urgent and important task is for the Indian side to immediately correct its wrong course of action, disengage on the ground as soon as possible, and take concrete actions to promote easing of the situation.”

“It is the Indian side that has violated the agreements, first trespassed, and first fired shots to threaten the safety of the Chinese border troops,” he said.

On the “five point consensus” reached on September 10 by the two Foreign Ministers in Moscow, he said China “hopes India will work with China to follow through on the agreement and other previously reached agreements, and put the border issue in an appropriate position in the bigger picture of China-India relations”.

On Wednesday, the Hong Kong-based South China Morning Post reported Chinese troops had last week “raised their combat readiness to the second-highest possible” level after the firing of warning shots on September 7 near the south bank of Pangong Lake.

The newspaper said “the alert was lowered after a meeting of the nations’ foreign ministers” in Moscow three days later.

The second-highest of four levels of readiness prompts for increased deployments of troops to forward areas and stepping up of training exercises. The highest threat level is only for armed conflict. The newspaper said this was the first time the threat level had been raised to two along the border since 1987, during a stand-off in Sumdorong Chu.

“Since the combat readiness level was raised, commanders, officers and soldiers have been working around the clock, carrying out extra training and drills,” a military source told the newspaper. “The PLA (People’s Liberation Army) mobilised more troops and weapons systems to the Line of Actual Control in preparation for the worst.”

While the alert level had now been lowered, the source told the paper “it could be reinstated if circumstances changed”. “The level can be decided by troops on the border, as happened before the 1987 skirmish, when it was adjusted several times,” the newspaper reported.

Twitter has suspended the account of a Chinese virologist who has claimed that COVID-19 was manufactured in a laboratory.

Dr. Li-Meng Yan, a former researcher at the Hong Kong School of Public Health, went dark on the platform after she accused China of covering up evidence that the deadly virus came from a lab in Wuhan.

    Dr. Li-Meng YanHandout

“They don’t want the people to know this truth. Also, that’s why I got suspended, I got suppression [and] I am the target that China Communist Part wants to [sic] disappear,” she told Fox News host Tucker Carlson on Tuesday.

Carlson responded, “I’m giving you the benefit of the doubt so I’m going to assume you’re not an anti-Chinese racist so it’s not clear why Twitter would shut you down or why you’re being ignored by the rest of the US media.”

  • India’s role in manufacture & supply of COVID-19 vaccine will be critical: Bill Gates

Srinagar: The Microsoft co-founder and philanthropist Bill Gates has said India’s willingness to play a “big role” in manufacturing COVID-19 vaccine and allow it to supply to other developing countries will be a critical part in containing the pandemic globally.

He said the world is looking to India for large-scale production of COVID-19 vaccine once it is rolled out.

In an exclusive interview to a news agency, Gates, whose foundation is focusing on fighting the pandemic, called it the “next biggest thing” the world has been confronted with after the World War.

Scientists and pharmaceutical companies globally are racing against time to find a vaccine for the coronavirus pandemic which has killed about 9,32,000 people and infected around 24 million.

Some of the vaccine candidates have entered the third and final phase of testing.

Gates said India will be helping to make sure we have equity. We have a model that shows that getting the vaccine out to those who need it the most will save half the lives that you’d lose if you only send it out to the rich countries.

The Microsoft co-founder talked extensively about India’s strength in production of vaccines and referred to companies like Serum Institute, Bio E and Bharat Biotech.

Gates also said that his foundation has been having “great discussions” with India’s NITI-Aayog, adding the ICMR is looking at the regulatory aspects of the COVID-19 vaccines.

He said the focus should be to keep the cost of the vaccines low and it should be ensured that they can be made in very high volume.

Gates also complimented India’s digital cash transfer scheme.

Getting payments through digital cash transfers, that has been a fantastic thing, and obviously, India has done that at a scale that no other country ever has,” he said.

“The whole Aadhaar digital financial system in India has proven to be once again a huge asset,” he said, adding it can be extended to all the countries of the world.(KINS)

  • Irked with Rajnath Singh’s statement on LAC, China says ‘ready for peace and war’

Defence Minister Rajnath Singhs statement in Lok Sabha that India is ready to deal with any situation regarding the India-China border tensions has irked Beijing and the hostile neighbouring nation has warned thats it is ready for both peace and war.

    Zee Media Bureau

New Delhi: Defence Minister Rajnath Singh’s statement in Lok Sabha that India is ready to deal with any situation regarding the India-China border tensions has irked Beijing and the hostile neighbouring nation has warned that ”it is ready for both peace and war.”

An article published in China’s state-run Global Times said, “Indian Defence Minister Rajnath Singh addressed Parliament on Tuesday. Singh bragged of how righteous and brave Indian troops were while emphasizing the importance of peacefully resolving the border crisis to China-India ties. The latter part was the keynote of his speech.”

The Global Times editorial further stated that the Indian military’s moves on border areas have eased these days, which coincided with Singh’s address. “This is the result of strong pressure from the Chinese People’s Liberation Army (PLA),’’ the editorial stated.

The article penned by Hu Xijin, who is the editor-in-chief of the Global Times, claimed that increased deployment of PLA troops along the India-China border areas has made the Indian Army feel that engaging in a military confrontation with China is not a good option.

The article stated that “there are different forces in India. Some ultra-nationalist ones stubbornly refuse the easy way and stick to the hard way. When China engages in diplomatic negotiations with India, it must also use the only language those forces could understand – cooperation will last long when it is achieved through struggles.’’

The article concluded by saying, “China should continue to strive for a peaceful settlement of China-India border disputes but must keep its army prepared.” The jittery response from China came after Rajnath Singh said that India is ready to deal with any situation regarding the India-China border tensions.

“I want to assure you that we are ready to deal with any situation. I request this house to pass a resolution that we stand shoulder to shoulder with our armed forces who are guarding our borders to safeguard India`s sovereignty and integrity,” Singh said in the Lok Sabha.

He said that China does not recognise the traditional customary alignment of the Line of Actual Control (LAC) and the border issue between remains unresolved.

“India and China border issue remain unresolved. Till now, there has been no mutually acceptable solution. China disagrees on the border (issue). China does not recognise the traditional and customary alignment of the boundary. We consider that this alignment is based on well-established geographical principles,” Singh said.

“Both India and China agree that to maintain peace and tranquillity in the India-China border areas, it is essential for the further development of bilateral relations,” he added. The Defence Minister said that India has told China through diplomatic channels that the “attempts to unilaterally alter the status quo were in violation of the bilateral agreements”.

“Violent conduct of Chinese troops is a violation of all past agreements. Our troops have done counter deployments in the area to safeguard our borders,” he stated. Singh said that China has mobilised a huge number of Army battalions and armaments along LAC and inner areas. “There are many friction points in eastern Ladakh, Gogra, Kongka La, Pangong Lake`s north and south banks. Indian Army has made counter deployments in these areas,” he said.

The two countries have been engaged in a standoff position since April-May timeframe and the Chinese have refused to vacate areas in the Finger area and other friction points in the Eastern Ladakh area.

  • Indian Army fully geared to fight full-fledged war in eastern Ladakh: Northern Command

The Army’s Northern Command headquarters made these assertions reacting to China’s official media reports that India’s operational logistics is not geared up adequately and it will not be able to fight through winters effectively.

    PTI

Asserting that it is fully prepared to fight a full-fledged war even in winters in eastern Ladakh, the Indian Army on Wednesday said if China created conditions for war, they will face a better trained, better prepared, fully rested and psychologically hardened Indian troops.

In a statement, it said compared to physically and psychologically battle-hardened Indian troops, Chinese troops are mostly from urban areas and not used to hardships or prolonged deployment under field conditions.

The Army’s Northern Command headquarters made these assertions reacting to China’s official media Global Times’ reports that India’s operational logistics is not geared up adequately and it will not be able to fight through winters effectively.

“This can best be attributed to ignorance. Indian Army is fully prepared and more than capable of fighting a full-fledged war even in winters in eastern Ladakh,” a Northern Command spokesperson said.

“India is a peace-loving country and wishes to have good relations with its neighbours. India always prefers to resolve issues through dialogue. While talks are in progress to resolve the border issues with China in eastern Ladakh, at the military level it is well prepared for the prolonged stand-off,” he said.

He said altitudes in Ladakh range from high to super-high altitude and there is a lot of snowfall – up to 40ft after November.

“Coupled with this, the temperature dipping down to minus 30 to 40 degree Celsius is a usual phenomenon. Wind chill factor makes matters even worse for the troops. The roads also get closed due to the snow. But despite all this, the most encouraging part for India is that the Indian soldiers have a huge experience of winter warfare and are psychologically tuned to operate at short notice,” the spokesperson said.

While these facts are known to the world, he said, adding the operational logistics capabilities, however, are hardly known.

“Logistic capability relates to mobility, habitat and billeting, quality services for health, special rations, repair and recovery, heating systems, high-quality weapons, ammunition, quality clothing, and so on. While much of these capabilities existed earlier and troops could simply plug and play, a lot has also been boosted since May this year when China showed first signs of aggression,” he said.

The spokesperson said it is important to understand that the Army has the experience of Siachen, the highest battleground in the world, where conditions are much more demanding than the frontiers with China.

“Traditionally there were two routes for moving into Ladakh, that is through Zojila (Srinagar-Leh Highway) and Rohtang Passes (Manali-Leh). Recently India commissioned a third road from Darcha to Leh which is much shorter distance-wise and less prone to closure,” he said.

The spokesperson said completion of Atal tunnel on the Rohtang route has multiplied the logistic capacities.

“In addition, we have a large number of airbases with the help of which we can maintain the Army well. Modern snow clearing equipment has also been placed on these routes to keep them open beyond November, thus giving us more time for daily maintenance of the troops,” he said.

The spokesperson said special fuel and lubricants for tanks and armoured personnel carriers have also been stocked adequately, including spares for their maintenance.

“Water points and tube wells have been established for the troops and animals such as mules and yaks. The living barracks have also been prepared which are comfortable and warm,” he said.

He said facilities such as the central heating system are some of the high points of these facilities. “Ammunition of various types including small arms, missiles and tank and artillery ammunition have also been adequately stocked. The medical system is also in place for any eventuality,” he said.

The spokesperson said China’s concept has always been to win the wars without fighting, hence, if they create conditions for war, they will come across better trained, better prepared, fully rested and psychologically hardened Indian troops.

“These worries have been percolating in the minds of Chinese troops and are visible in Chinese media,” he said.
