{"id":24355,"date":"2020-04-23T21:13:30","date_gmt":"2020-04-23T15:43:30","guid":{"rendered":"https:\/\/kashmir.today\/jk-govt-to-come-up-with-rules-for-domicile-law-on-jobs\/"},"modified":"2020-04-23T21:13:30","modified_gmt":"2020-04-23T15:43:30","slug":"jk-govt-to-come-up-with-rules-for-domicile-law-on-jobs","status":"publish","type":"post","link":"https:\/\/kashmir.watch\/?p=24355","title":{"rendered":"J&amp;K Govt to come up with rules for domicile law on jobs"},"content":{"rendered":"\n<p><strong>Srinagar:<\/strong> The government will soon come up with rules for implementation of the domicile law on jobs in Jammu &amp; Kashmir, sources told news agency \u2014 Kashmir News Observer (KNO)<\/p>\n\n\n\n<p>Highly placed sources disclosed that General Administration Department (GAD) will come up with detailed\u00a0 guidelines\u00a0 for implementation of the changes made by the Centre in \u201cThe Jammu and Kashmir Civil Services, Decentralization\u00a0and Recruitment Act-2010\u201d to reserve all jobs for J&amp;K domiciles.<\/p>\n\n\n\n<p>\u201cThe rules would be notified shortly,\u201d the sources said, adding that discussions have taken place between different departments over the matter.<\/p>\n\n\n\n<p>According to sources, the rules will define procedure for obtaining domicile certificate and competent authorities which will certify whether a person seeking domicile certificate has remained in J&amp;K for the requisite period prescribed under the law.\u201cThe rules would be in consonance with the law,\u201d they told KNO.<\/p>\n\n\n\n<p>On April 3, the Central government notified changes in the Jammu &amp; Kashmir Civil Services (Decentralization and Recruitment) Act to reserve all jobs for J&amp;K domiciles.<\/p>\n\n\n\n<p>The law defines domiciles as those who are living in the Union Territory for 15 years.&nbsp;It also includes those who have studied for seven years in the UT and appeared in 10th or 12th class in J&amp;K.&nbsp;All the migrants registered by the Relief and Rehabilitation Commissioner would also be eligible for the reservation.<\/p>\n\n\n\n<p>The children of central government employees, All India Service officers, public sector undertakings, statutory bodies, central universities and recognized central research institutes who have served in J&amp;K for 10 years would also fall in the category of domiciles.<\/p>\n\n\n\n<p>Under section 15 of the law, the Government may, by notification in the Government Gazette, make rules for carrying out the purposes of the Act.<\/p>\n\n\n\n<p>\u201cAny rule made under this Act shall as soon as may be after it is made, laid before each House of the State Legislature,\u201d reads sub-section (2) of section 15.&nbsp;Before abrogation of Article 370 by BJP-led Central government, all jobs in J&amp;K were reserved for its permanent residents\u2014(KNO)<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Srinagar: The government will soon come up with rules for implementation of the domicile law on jobs in Jammu &amp; Kashmir, sources told news agency \u2014 Kashmir News Observer (KNO) Highly placed sources disclosed that General Administration Department (GAD) will come up with detailed\u00a0 guidelines\u00a0 for implementation of the changes made by the Centre in [&hellip;]<\/p>\n","protected":false},"author":1,"featured_media":21253,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[22],"tags":[],"class_list":["post-24355","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-union-territory"],"_links":{"self":[{"href":"https:\/\/kashmir.watch\/index.php?rest_route=\/wp\/v2\/posts\/24355","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/kashmir.watch\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/kashmir.watch\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/kashmir.watch\/index.php?rest_route=\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/kashmir.watch\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=24355"}],"version-history":[{"count":0,"href":"https:\/\/kashmir.watch\/index.php?rest_route=\/wp\/v2\/posts\/24355\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/kashmir.watch\/index.php?rest_route=\/"}],"wp:attachment":[{"href":"https:\/\/kashmir.watch\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=24355"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/kashmir.watch\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=24355"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/kashmir.watch\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=24355"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
