{"id":29501,"date":"2020-07-09T10:46:47","date_gmt":"2020-07-09T05:16:47","guid":{"rendered":"https:\/\/kashmir.today\/?p=29501"},"modified":"2020-07-09T10:46:47","modified_gmt":"2020-07-09T05:16:47","slug":"un-makes-its-third-communication-on-jammu-and-kashmir-public","status":"publish","type":"post","link":"https:\/\/kashmir.watch\/?p=29501","title":{"rendered":"UN makes its third communication on Jammu and Kashmir public"},"content":{"rendered":"\n<h4 class=\"wp-block-heading\"><strong><em>Four Special Rapporteurs express \u2018grave concern over alleged excessive use of force, ill treatment during arrests and detentions\u2019<\/em><\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">United Nations (UN) Special Rapporteurs have made public their third communication forwarded to India since the August 5, 2019 decision to revoke Jammu and Kashmir\u2019s special status, expressing \u201cgrave concern over alleged excessive use of force, ill treatment during arrests and detentions\u201d.<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">Four UN Special Rapporteurs on torture and other cruel, inhuman or degrading treatment or punishment; on extra-judicial, summary or arbitrary executions; on minority issues; and on freedom of religion or belief \u2014 had forwarded a joint communication to India on May 4, 2010, and made it public recently, after 60 days of response time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe would like to bring to the attention of Your Excellency\u2019s Government information we have received concerning the continued deterioration of human rights conditions in J&amp;K following severe restrictions imposed after 5 August 2019, in particular citing arbitrary detentions, violations to the prohibition of torture and ill-treatment and rights of persons belonging to minorities,\u201d the communication reads.<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">The first communication was forwarded to India by the UN on August 16, 2019 on \u201crestrictions on freedom of expression and freedom of peaceful assembly\u201d. The second was communicated on February 27 on alleged \u201cmass crackdown targeting those expressing dissent against the decision taken\u201d by the Central government.<\/p>\n\n\n\n\n\n<h2 class=\"wp-block-heading\">\u2018No response received\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe regret that no response has been received to either communication, in particular the former.
