  • Panic grips at J&K Bank’s Corporate headquarters in Srinagar as 27 employees test positive for COVID-19

    Srinagar: Panic has gripped at Jammu and Kashmir Bank’s corporate headquarters in Srinagar after 27 staff members tested positive for coronavirus.

    An official confirmed to news agency Kashmir Indepth News Service (KINS) that 27 employees have been tested positive at J&K Bank’s corporate headquarters in Srinagar.

    The J&K Bank management has also decided that all offices at corporate headquarters will remain closed on Friday except the offices of the vice presidents.

    While on Thursday, the J&K Bank management has closed ground floor-general department CHQ, ground floor-enquiry department CHQ, 1st floor-vigilance department, Ist floor-S&C Department, Ist floor-IS Audit, 2nd floor-Estate and Engineering, 3rd floor-all departments, annexy building-payment and settlement, annexy building-risk management, air India buiding-ATM help desk section.

    The J&K management however said I/C service operations, I/C Payment and settlement, I/C Govt business, I/C Treasury Operations, should ensure that staff in their departments should work from home for continuity of business operations.(KINS)

  • Rajnath Singh inaugurates 6 bridges in J-K

    New Delhi: Defence Minister Rajnath Singh on Thursday inaugurated six bridges in border areas of Jammu and Kashmir, and asserted that development of remote areas in the region will continue to be a key priority for the NDA government.

    The defence minister dedicated the bridges through video conferencing in presence of Chief of the Army Staff Gen MM Naravane, Defence Secretary Ajay Kumar, Director General of Border Roads Organisation Lt Gen Harpal Singh among others.

    Four bridges were constructed on the Akhnoor-Pallanwala road in Akhnoor, while two bridges were built on the Tarnah Nallah in Kathua district, the Defence Ministry said in a statement.

    The total cost of construction of the bridges was Rs 43 crore.

    The inauguration of the bridges, built by the Border Roads Organisation (BRO) comes at a time when India and China are engaged in a border row in eastern Ladakh.

    Officials said the dedication of the bridges to the people of Jammu and Kashmir carries a bigger message that India will continue to develop key infrastructure in border areas notwithstanding hostilities by any adversary.

    Our government is committed to promoting infrastructure on our borders and necessary resources will be provided for this. Our government has a keen interest in the development of Jammu and Kashmir,” Singh said in his brief address.

    “Keeping in mind the needs of the people of Jammu and Kashmir and Armed Forces, many other development works are also in the pipeline, which will be announced in due time. About 1,000 kilometre long roads are currently under construction in Jammu region, he said.

    The defence minister said the government has ensured that sufficient resources are provided to the BRO for the construction of strategic roads.

    Despite the COVID-19 epidemic, the government will not let the resources of the BRO fall short, he added.

    According to the ministry, the annual budget of the BRO ranged from Rs 3,300 crores to Rs 4,600 crores during 2008 to 2016. However, the allocation was hiked to Rs 8,050 crore in 2019-2020.

    The budget for the BRO for 2020-2021 is likely to be Rs 11,800 crore, the ministry said, adding the higher allocation will expedite the construction of strategic roads, bridges and tunnels along our northern borders.

    In his remarks, Singh congratulated the BRO for construction of the bridges in “record time”.

    He said that roads and bridges are the lifeline of any nation and play a vital role in the socio-economic development of far-flung regions.

    Prime Minister Narendra Modi is regularly monitoring the progress of these projects and adequate funds are being provided for their timely execution, he added.

  • No pullback by Chinese troops in Pangong Tso area, only slight reduction in PLA troops

    The PLA reduced its troops in Pangong Tso area of eastern Ladakh but there has been no pullback like the one which took place in Galwan Valley and Gogra-Hot Springs.

    New Delhi: China’s People Liberation Army (PLA) has reduced its troops in the Pangong Tso area of eastern Ladakh but there has been pullback similar to the ones which took place in Galwan Valley and Gogra-Hot Springs.

    The Phase-1 of the de-escalation plan will be completed only after the Chinese soldiers withdraw from Finger-4 to Finger-5 area on the north bank of Pangong Tso

    This comes ahead of the joint verification expected to be carried by the Indian and Chinese armies in eastern Ladakh to assess the implementation of the disengagement process.

    PLA yet to vacate the area

    The two militaries are set to hold extensive talks on finalising modalities for restoring normalcy and bringing back peace and tranquillity in the region after the verification of the disengagement exercise is completed, sources told PTI. 

    According to a report by TOI, while the PLA has pulled down few tents, moved some vehicles back and slightly reduced its troop at Finger-4 but is yet to vacate the area.

    However, Chinese heavy armoured vehicles are still present in the depth areas in the Galwan river area.

    Sources aware of the development told TOI that troop confrontation in the lake area is “proving to be the toughest to resolve with over 3,000 PLA soldiers occupying the 8-km stretch from Finger-4 to 8 since early May.”

    PLA claims territory till Finger-2

    The Chinese military has already withdrawn troops from Galwan Valley and Hot Springs, while the pullback is likely to be over in Gogra on Thursday.

    While India wants China to pull back to their post at Finger 8 and permanent bases at Sirijap-I and II further beyond, PLA has claimed territory till Finger-2 after building fortifications and occupying heights from Finger-4 to 8.

    India has a post between Finger-2 and 3 and maintains an administrative base between Finger-3 and 4.

  • UN makes its third communication on Jammu and Kashmir public

    Four Special Rapporteurs express ‘grave concern over alleged excessive use of force, ill treatment during arrests and detentions’

    United Nations (UN) Special Rapporteurs have made public their third communication forwarded to India since the August 5, 2019 decision to revoke Jammu and Kashmir’s special status, expressing “grave concern over alleged excessive use of force, ill treatment during arrests and detentions”.

    Four UN Special Rapporteurs on torture and other cruel, inhuman or degrading treatment or punishment; on extra-judicial, summary or arbitrary executions; on minority issues; and on freedom of religion or belief — had forwarded a joint communication to India on May 4, 2010, and made it public recently, after 60 days of response time.

    “We would like to bring to the attention of Your Excellency’s Government information we have received concerning the continued deterioration of human rights conditions in J&K following severe restrictions imposed after 5 August 2019, in particular citing arbitrary detentions, violations to the prohibition of torture and ill-treatment and rights of persons belonging to minorities,” the communication reads.

    The first communication was forwarded to India by the UN on August 16, 2019 on “restrictions on freedom of expression and freedom of peaceful assembly”. The second was communicated on February 27 on alleged “mass crackdown targeting those expressing dissent against the decision taken” by the Central government.

    ‘No response received’

    “We regret that no response has been received to either communication, in particular the former. We remain deeply concerned about the ongoing human rights violations,” it added.

    The UN urged the Indian government “to conduct a prompt and impartial investigation, if it has not done so already, into the allegations of arbitrary killings, torture and ill-treatment and to prosecute suspected perpetrators under articles 6 and of the International Covenant of Civil and Political Rights (ICCPR), and articles 7 and 12 of the Committee Against Torture (CAT)”.

  • US notifies UN of withdrawal from World Health Organization

    Washington: The Trump administration has formally notified the United Nations of its withdrawal from the World Health Organization, although the pullout won’t take effect until next year, meaning it could be rescinded under a new administration or if circumstances change. Former Vice President Joe Biden, the presumptive Democratic presidential nominee, said he would reverse the decision on his first day in office if elected.

    The withdrawal notification makes good on President Donald Trump’s vow in late May to terminate U.S. participation in the WHO, which he has harshly criticized for its response to the coronavirus pandemic and accused of bowing to Chinese influence.

    The move was immediately assailed by health officials and critics of the administration, including numerous Democrats who said it would cost the U.S. influence in the global arena.

    Biden has said in the past he supports the WHO and pledged Tuesday to rejoin the WHO if he defeats Trump in November. “Americans are safer when America is engaged in strengthening global health. On my first day as president, I will rejoin the WHO and restore our leadership on the world stage,” he said.

    Trump is trailing Biden in multiple polls and has sought to deflect criticism of his administration’s handling of the virus by aggressively attacking China and the WHO.

    The withdrawal notice was sent to U.N. Secretary-General Antonio Guterres on Monday and will take effect in a year, on July 6, 2021, the State Department and the United Nations said on Tuesday.

    The State Department said the U.S. would continue to seek reform of the WHO, but referred to Trump’s June 15 response when asked if the administration might change its mind. “I’m not reconsidering, unless they get their act together, and I’m not sure they can at this point,” Trump said.

    Guterres, in his capacity as depositary of the 1946 WHO constitution, “is in the process of verifying with the World Health Organization whether all the conditions for such withdrawal are met,” his spokesman, Stephane Dujarric, said.

    Under the terms of the withdrawal, the U.S. must meet its financial obligations to the WHO before it can be finalized. The U.S., which is the agency’s largest donor and provides it with more than $450 million per year, currently owes the WHO some $200 million in current and past dues.

    On May 29, less than two weeks after warning the WHO that it had 30 days to reform or lose U.S. support, Trump announced his administration was leaving the organization due to what he said was its inadequate response to the initial outbreak of the coronavirus in China’s Wuhan province late last year.

    The president said in a White House announcement that Chinese officials “ignored” their reporting obligations to the WHO and pressured the organization to mislead the public about an outbreak that has now killed more than 130,000 Americans.

    “We have detailed the reforms that it must make and engaged with them directly, but they have refused to act,” Trump said at the time. “Because they have failed to make the requested and greatly needed reforms, we will be today terminating the relationship.”

    The withdrawal notification was widely denounced as misguided, certain to undermine an important institution that is leading vaccine development efforts and drug trials to address the COVID-19 outbreak.

    The Republican chairman of Senate health committee, Lamar Alexander of Tennessee, said he disagreed with the decision.

    “Certainly there needs to be a good, hard look at mistakes the World Health Organization might have made in connection with coronavirus, but the time to do that is after the crisis has been dealt with, not in the middle of it,” he said.

    House Speaker Nancy Pelosi condemned the move.

    “The President’s official withdrawal of the U.S. from the World Health Organization is an act of true senselessness,” she said in a tweet. “With millions of lives at risk, the president is crippling the international effort to defeat the virus.”

    And the top the top Democrat on the Senate Foreign Relations Committee, New Jersey Sen. Bob Menendez, said calling Trump’s “response to COVID chaotic and incoherent doesn’t do it justice. This won’t protect American lives or interests — it leaves Americans sick and America alone.”

    UN Foundation President Elizabeth Cousens called the move “short-sighted, unnecessary, and unequivocally dangerous. WHO is the only body capable of leading and coordinating the global response to COVID-19. Terminating the U.S. relationship would undermine the global effort to beat this virus — putting all of us at risk.”

    The ONE Campaign, which supports international health projects, called it an “astounding action” that jeopardizes global health.

    “Withdrawing from the World Health Organization amidst an unprecedented global pandemic is an astounding action that puts the safety of all Americans and the world at risk. The U.S. should use its influence to strengthen and reform the WHO, not abandon it at a time when the world needs it most,” ONE president Gayle Smith said.

  • Gujarat minister tests positive for coronavirus

    Ahmedabad: A Gujarat minister has tested positive for coronavirus, state Deputy Chief Minister Nitin Patel said on Wednesday.

    “The minister has been admitted to a hospital in Ahmedabad after he tested positive for coronavirus,” Patel, who holds charge of the health department, said ahead of the state cabinet meeting in Gandhinagar.

    The BJP MLA from Valsad district is the first state minister to have contracted the viral infection.

    On Tuesday, a senior Congress leader from Gujarat battling COVID-19 was put on ventilator support.

    A BJP MLA from Surat and a Congress legislator from Banaskantha district also tested positive for coronavirus on Tuesday.

  • Rupee slips 9 paise to close at 75.02 against US dollar

    Mumbai: The rupee depreciated 9 paise to settle at 75.02 (provisional) against the US dollar on Wednesday tracking volatile domestic equities, rising crude oil prices and strengthening American currency.

    While foreign fund inflows supported the rupee, factors like strong dollar, volatile domestic equities and rising COVID-19 cases dragged the local unit down, Forex traders said.

    The rupee opened on a positive note at 74.88 at the interbank forex market, but lost ground and settled for the day at 75.02 against US dollar, down 9 paise over its last close.

    It had settled at 74.93 against the US dollar on Tuesday.

    During the four-hour trading session, the domestic unit witnessed an intra-day high of 74.87 and a low of 75.05 against the US dollar.

    Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six currencies, rose 0.01 per cent to 96.89.

    On the domestic equity market front, the 30-share BSE benchmark Sensex was trading 78.64 points higher at 36,753.16 and broader NSE Nifty rose 20.90 points to 10,820.55.

    Foreign institutional investors were net buyers in the capital market as they purchased shares worth Rs 829.90 crore on Tuesday, according to provisional exchange data.

    Brent crude futures, the global oil benchmark, rose 0.32 per cent to USD 43.22 per barrel.

    Meanwhile, the number of cases around the world linked to COVID-19 has crossed 1.18 crore and the death toll has topped 5.44 lakh.

    In India, the death toll due the disease rose to 20,642 and the number of infections increased to 7,42,417, according to the health ministry.

  • SDRF, police teams rescue woman from drowning in Jammu

    Jammu: A 45-year-old woman was rescued from drowning in a three-hour-long joint operation by the teams of the State Disaster Management Force (SDRF) and the police here on Wednesday, police said.

    Bagu Begum was caught in the middle of Tawi river in the Billicharana area due to a sudden increase in the water level following heavy rains in its catchment area, Sub-Inspector Ranjit Singh said.

    Singh, who is in-charge of police post Billicharana, said the woman was crossing the river along with her cattle from Nikki Tawi to Billicharana side around 9 am.

    He said police teams immediately rushed to the scene after getting the information and launched a rescue operation but their efforts could not bore fruit due to increased water level.

    Accordingly, an SDRF team was called in and the woman was successfully rescued around 12.15 pm and handed over to her family, the officer said.

  • JE suspended for dereliction of duty in J-K’s Udhampur

    Jammu: The administration on Wednesday suspended a Junior Engineer (JE) for “poor” performance and alleged dereliction of duty in the implementation of MGNREGA scheme in Jammu and Kashmir’s Udhampur district, officials said.

    District Development Commissioner (DDC) Piyush Singla on Wednesday convened a meeting of officers and field functionaries of the Rural Development Department (RDD) to review physical and financial achievements of all the schemes being implemented in the district, they said.

    Singla reviewed the progress of Pradhan Mantri Awas Yojana (PMAY), Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 14th FC, Pradhan Mantri Adarsh Gram Yojana(PMAGY), Aadhaar seeding, status of strengthening of self-help groups (SHGs), convergence of water conservation works, registration of migrant labourers, job cards verification, providing of job cards to labourers from other states.

    While reviewing the scheme-wise estimates, the DDC placed Kulwanta block JE under suspension for “poor performance and dereliction of duties”, they said.

    The DDC directed Block Development Officers to complete all SOS works within one month. He asked officials to hold a meeting of the rate fixation committee to update the rates of construction materials.

    Singla stressed on water conversation and water harvesting structures and asked the RDD to take up water bodies existing in revenue record on priority. He further asked it to quantify the area put under water conservation and water harvesting.

    The DDC also asked the officials concerned to ensure that maximum area is irrigated through micro-irrigation channels.

    He instructed the field functionaries to ensure that they remain present in the area of their posting and are accessible to the public.
