  • Saudi Arabia to bar arrivals from abroad to attend the haj

    The number of coronavirus cases in Saudi Arabia has exceeded 1,60,000, with 1,307 deaths

    Saudi Arabia said on Monday it will bar arrivals from abroad to attend the haj this year due to the coronavirus, allowing only a limited number of Saudi citizens and residents to make the pilgrimage with social distancing measures enforced.

    The announcement means this will be the first year in modern times that Muslims from around the world have not been allowed to make the annual pilgrimage to Mecca, which all Muslims aim to perform at least once in a lifetime.

    “This decision is taken to ensure Hajj is performed in a safe manner from a public health perspective while observing all preventative measures and the necessary social distancing protocols to protect human beings from the risks associated with this pandemic and in accordance with the teachings of Islam in preserving the lives of human beings,” the Ministry that oversees pilgrimages said in a statement.

    The number of coronavirus cases in Saudi Arabia has exceeded 1,60,000, with 1,307 deaths, following a rise in new infections over the past two weeks.

    Some 2.5 million pilgrims typically visit the holiest sites of Islam in Mecca and Medina for the week-long haj. Official data show Saudi Arabia earns around $12 billion a year from the haj and the lesser, year-round pilgrimage known as umrah.

    The kingdom halted international passenger flights in March and asked Muslims in March to put haj plans on hold until further notice. International arrivals for umrah pilgrimages have also been suspended until further notice.

    Earlier this month, Malaysia and Indonesia both barred their citizens from travelling to Saudi Arabia for the pilgrimage, citing fears of the coronavirus.

  • WHO Director Warns World Leaders Not to ‘Politicize’ Coronavirus Pandemic

    Dubai, United Arab Emirates: World leaders must not politicize the coronavirus pandemic but unite to fight it, the head of the World Health Organization warned Monday, reminding all that the pandemic is still accelerating and producing record daily increases in infections.

    The comments by Tedros Adhanom Ghebreyesus, who has faced criticism from U.S. President Donald Trump, came as the number of reported infections soared in Brazil, Iraq, India and southern and western U.S. states, straining local hospitals.

    It took over three months for the world to see 1 million virus infections, but the last 1 million cases have come in just eight days, Tedros said during a videoconference for the Dubai-based World Government Summit.

    Tedros never mentioned Trump’s name or the fact that he is determined to pull the United States out of the U.N. health agency but warned against “politicizing” the pandemic.

    “The greatest threat we face now is not the virus itself, it’s the lack of global solidarity and global leadership,” he said. “We cannot defeat this pandemic with a divided world.”

    Trump has criticized the WHO for its early response to the outbreak and what he considers its excessive praise of China, where the outbreak began, as his administration’s response in the U.S. has come under scrutiny. In response, Trump has threatened to end all U.S. funding for the WHO.

    Nearly 9 million people have been infected by the virus worldwide and more than 468,000 have died, according to figures compiled by Johns Hopkins University. Experts say the actual numbers are much higher, due to limited testing and asymptomatic cases.

    “The COVID-19 pandemic has demonstrated that, indeed, the world was not prepared,” Tedros said. “Globally, the pandemic is still accelerating.”

    Companies around the world are racing to find a vaccine to counter COVID-19 and there is a fierce debate about how to make sure that vaccine is distributed fairly.

    Speaking later in the conference, WHO’s special envoy on COVID-19, Dr. David Nabarro, said he believed it would be “2 1/2 years until there will be vaccine for everybody in the world.”

    “Even if there’s a candidate by the end of the year, the safety and efficacy tests will take some time,” the British physician said. “And then the effort has to be put into producing large amounts of vaccine so everyone in the world can get it and then organizing the vaccination programs.”

    He added: “I would love it to be proved wrong.”

    In Germany, Chancellor Angela Merkel’s spokesman said “everything needs to be done” to control an outbreak linked to a large slaughterhouse has infected over 1,300 people. Authorities started mass testing of all workers at the Toennies meat plant in the western Guetersloh region and have put thousands of people into quarantine. Authorities have dispatched virologists, contact tracing teams and the German army to help.

    “This is an outbreak that needs to be taken very seriously,” Merkel spokesman Steffen Seibert said.

    India’s health care system has been slammed by the virus. The country’s caseload climbed by nearly 15,000 Monday to 425,282, with more than 13,000 deaths.

    After easing a nationwide lockdown, the Indian government ran special trains to return thousands of migrant workers to their villages in recent weeks. Nearly 90% of India’s poorest districts have cases, although the outbreak remains centered in Delhi, Maharashtra and Tamil Nadu states, which are home to major cities.

    In Pakistan, infections are accelerating and hospitals are having to turn away patients, with new cases up to 6,800 a day. The government has relaxed pandemic restrictions, hoping to salvage a near-collapsed economy as the number of people living in poverty has risen to 40% of the population of 220 million people.

    In Iraq, masked workers were setting up makeshift coronavirus wards in Baghdad’s vast exhibition grounds as a long-dreaded spike in infections strained its overstretched hospitals.

    More than two-thirds of the new deaths of late have been reported in the Americas. The coronavirus has killed about 120,000 people across the U.S., over 50,000 in Brazil and nearly 22,000 in Mexico.

    U.S. authorities have reported more than 30,000 new infections a day recently but in New York City, once the epicenter of the U.S. outbreak, Monday was a key day for lifting many coronavirus lockdown restrictions.

    Yet Eve Gonzalez, a food industry worker in New York whose job hasn’t yet resumed, feels it’s too soon to relax restrictions.

    “I’m dying to go out, but people’s health is more important,” said Gonzalez, 27.

    Infections have slowed in China and South Korea, suggesting some progress in stemming their newest outbreaks. South Korea reported 17 new cases, the first time its daily increase fell to under 20 in nearly a month and Beijing’s increase was in single digits for the first time in eight days.

    The U.N. AIDS agency, meanwhile, warned that the pandemic could jeopardize the supply of AIDS drugs in developing countries.

    UNAIDS said lockdowns and border closures adopted to stop the spread of COVID-19 were affecting both the production and distribution of the medicines, which could result in higher costs and deadly shortages in the next two months. As of last year, UNAIDS estimated more than 24 million people were on life-saving anti-retroviral drugs.

  • Reports of Chinese Army build-up at Pangong Tso, Ladakh

    Corps Commanders hold talks again.

    As the second round of Corps Commander level talks was held on Monday to resolve differences on the disputed India-China boundary, there were reports of a Chinese troop build-up at Pangong Tso in Eastern Ladakh.

    The first round of Corps Commander talks on June 6 resulted in an important understanding for limited disengagement but the consensus was breached after Indian troops were attacked on June 15 during the “de-escalation” process, resulting in the death of 20 Indian soldiers, including a Colonel.

    The Monday meeting was held at Moldo on the Chinese side opposite Chushul, a defence source said. The Indian side was led by Lieutenant General Harinder Singh, General Officer Commanding of the Leh based 14 Corps and the Chinese side by Major General Liu Lin, Commander of the South Xinjiang Military District.

    However, details of the talks were not known as they went on for several hours till late evening. They are aimed at reducing tensions, continuing the disengagement agreed earlier and restoring the status quo ante prior to May 5 along the Line of Actual Control (LAC). On June 6, both sides mutually identified five locations of conflict- Patrolling Point(PP) 14, 15, 17A, North bank of Pangong Tso and Chushul.

    Though tensions escalated at Galwan last week, Pangong Tso area remains the most contentious issue. According to satellite images made available on Twitter by Nathan Ruser, researcher at the Australian Strategic Policy Institute, an independent think tank based in Canberra, China, which has moved up to Finger 4 since the beginning of the stand-off in May, has now undertaken a major build-up between Finger 4 and Finger 8 and also on the ridge lines overlooking Finger 4.

    India holds till Finger 4, the mountain spurs, while its claim is till Finger 8. Defence sources had stated that Pangong Tso will take time to resolve and would be taken up at the Corps Commander level.

    Spokesperson of China’s Ministry of Foreign Affairs Zhao Lijian declined to respond to Gen. V.K. Singh’s (retd.) comments that China has lost more than 40 soldiers in the Galwan incident.

    “I have no information to release on that,” Mr. Zhao said in response to questions. China and India were in communication with each other to resolve the situation on the ground through diplomatic and military channels, he added.

    ACC under way

    Separately, in the national capital, the Phase-II of the Army Commanders Conference (ACC) got under way. The biannual ACC was postponed in April due to the COVID-19 pandemic and subsequently the first phase was held from May 27 to 29. “ACC-20 is being conducted on June 22-23 to review the operational situation on both the Northern and Western Fronts,” the Army said on Twitter.

  • J&K residents stranded in Pakistan to return from Thursday

    402 persons have registered so far: Nodal officer; Officers deputed to Wagah border

    Srinagar: The government is set to evacuate the residents of Jammu & Kashmir who are stranded in Pakistan over due to lockdown imposed in both the countries to control spread of deadly COVID-19.

    Talking to news agency—Kashmir News Observer (KNO), Preeti Sharma, Manager J&K House, Amritsar, who is also nodal officer for evacuation of J&K residents stranded in Pakistan, said that all arrangements are being put in place to ensure safe evacuation of J&K residents.

    “As many 402 persons from J&K have registered for their return,” she said, adding that the number will go up as more people are registering themselves for return through Wagah Border.

    “The first batch will comprise of 250 persons while second batch will consist of 152 persons,” she said, adding that number is expected to increase as majority of those stranded belong to J&K

    “On first day only J & K residents will be evacuated and 90 percent of those who will return on second day are residents of J&K,” she told KNO

    To a question whether there would be a separate COVID-19 protocol for those being evacuated from Pakistan, she said they would have also to follow the protocol already unveiled by the administration of the Union Territory.

    Meanwhile, the authorities today ordered that two officers of Hospitality & Protocol Department are deputed to Attari ( Wagah Border), Amritsar, Punjab w.e.f.24.06.2020 for receiving the returnees coming from Pakistan by road through Wagah Border on 25.06.2020 onwards.

    Those deputed to Wagah border are Aamir Chowdhary (Asstt. Director, Directorate of Hospitality and Protocol ) and Muneeb Umar (Asstt. Director, Directorate of Hospital and Protcol .

    They have been directed to coordinate with Preeti Sharma, Nodal Officer for facilitating return of those stranded in Pakistan—(KNO)

  • Weatherman Predicts Rainfall, Warns Of Thunder Squalls

    Srinagar: Weatherman on Monday predicted scatted to widespread rains in Jammu and Kashmir this week.

    “There would be light rainfall on tomorrow but widespread rains on June 24 and 25 besides fairly widespread rains on June 26 and scattered rains for subsequent few days,” an official of the MeT department told GNS.

    The official said that Srinagar recorded maximum of 32.2 degree Celsius against 29.2 degree Celsius during this time of the year while Jammu recorded 37.1 against 38.1 degree Celsius normal.

    Meanwhile, the weatherman also issued a “yellow warning” for isolated thunder squalls with lightning and gusty winds (30-40 Kmph) in Jammu from tomorrow till June 26. For Valley, it issued similar warning from June 24 till June 26.

    There are four types colour codes signifying the level of caution: green (which means no action), yellow (situation to be watched), amber (government agencies need to be prepared for severe weather), and red (action needed by the agencies). (GNS)

  • BJP leader says impose ‘ban’ on liquor in J&K

    The statement of Gupta comes at a time when the Jammu and Kashmir government is going to open liquor sale points at different places across the Valley

    “Opening of liquor shops is not good for society. Government wants to make revenue by opening new wine shops but does not mean it should become a problem for our youth. We should show our youth the right path. I don’t want to talk about wine shops which already exist but there should be a ban and new shops should not be opened here,” Gupta told news agency Kashmir Indepth News Service (KINS).

    The excise department, after a survey, identified 183 new locations, 116 in Jammu and 67 in the Kashmir valley for sale of liquor. The department has sought approval for e-auction of sale points from the finance department. A government order in this regard reads, “As per the survey… a total list of 183 locations including 116 in Jammu and 67 in the zones of Kashmir is enclosed.”

    At present, the Union Territory has 224 wine shops with 220 in Jammu and four in Kashmir.
    As per the documents, the excise department’s survey has identified spots and places in south Kashmir’s all four districts—Pulwama, Shopian, Kulgam and Anantnag. The survey also includes spots for sale points in Srinagar, Baramulla, Bandipora, Ganderbal and Budgam.

    In 2018, BJP leader and present president of the party Ravinder Raina had demanded that Jammu and Kashmir be declared a dry state, and alcohol and bars be banned immediately.

    Early this month, the J&K government also prohibited transporting of liquor in vehicles having press stickers from one place to another. The government issued the order after it found a trader using vehicles with press stickers for transporting liquor. (KINS)

  • Officials’ sound alarm as ‘Pig’ numbers reach to over 100 in Baramulla

    Srinagar: Officials of the Wild Life Department have sounded an alarm over the rising population of wild boar (Pig) with over 100 animals present in north Kashmir’s Baramulla district alone.
    On Sunday, a dead wild boar was found at a graveyard in the Boniyar area of Baramulla district.

    The presence of wild boar or pig, which is not a native animal of Kashmir, has created a scare among people.

    “This is scary to see pigs roaming in various parts of Uri. Locals from various parts of Uri have seen wild boars a number of times even in residential areas,” Mohammad Sharif, a resident of Uri, said.
    Range Officer Wildlife Department Baramulla, Altaf Koul claimed over 100 wild boars are present in Baramulla district alone.

    “They (wild boars) mostly reside near the Line of Control. They have tusk teeth and can attack people. The wild boar is a wild species of pig. If anyone found dead wild boar anywhere, this animal should be burnt immediately to contain the spread of disease,” Altaf told news agency Kashmir Indepth News Service.

    He said Kashmir being a Muslim dominated society won’t accept the presence of this animal. “People won’t allow these animals to go in their areas. These could be sighted in Kazinag National Park, Limber Wildlife Sanctuary, and Lachipora Wildlife Sanctuary. There has been a rapid increase in their population in north Kashmir,” he said.

    He said he will also write to District Development Commissioner Baramulla how to deal with the situation.

    “Before it becomes a nuisance for us, we have to think about what should be done. So far, the Wildlife Department has been chasing them to go to upper areas near the LoC,” he added.
    The Wildlife Department is clueless about their number in Kashmir as it has done no survey so far.

    Wild boar has also been sighted in the Dachigam National Park of Srinagar in recent years.
    In 2010, a dead wild pig was also sighted in Lachipora Wildlife Sanctuary of north Kashmir by a team of researchers when they were surveying for Markhor.

    The species was considered locally extinct even from the Dachigam National Park, and according to the State Wildlife Department, was not sighted from the park and its adjoining areas since 1984. The sighting of the wild pig in Dachigam after a gap of about 30 years however proves that it still survives in Dachigam, a 2018 research paper says.(KINS)

    Jammu: Lieutenant Governor, Girish Chandra Murmu today launched e-Application-cum-issuance of Domicile Certificate, developed by Jammu and Kashmir e-Governance Agency (JaKeGA), here at the Raj Bhavan.

    With the launch of this service, the count of the Government to Citizen (G2C) online services reached 27. It is an addition to the UT Government’s e-governance initiatives to speed up public delivery mechanism through minimal human intervention, besides ensuring efficiency, transparency and reliability of such services.

    Sh. BVR Subrahmanyam, Chief Secretary; Sh. Bipul Pathak, Principal Secretary to Lieutenant Governor & Administrative Secretary of Information Technology department; Sh. G N Ittoo, Deputy Commissioner, Baramulla and other senior officers were present, in person and through video conferencing.

    Aaliya Tariq D/o Tariq Ahmad Langoo from Sopore, Baramulla became the first recipient of domicile certificate through e-mode today. The PRC holders and other applicants can apply for issuance of domicile certificate online by providing Aadhaar number and receive the certificate through online mode. PRC holders will be able to receive their Domicile Certificate through this application without visiting any office.

    The Lt Governor observed that the UT Government has taken this people friendly initiative to provide Domicile Certificate through online mode across the Union Territory of Jammu and Kashmir. Domicile certificates must be issued within stipulated time frame and any laxity or malpractice on the part of the issuing authority shall invite strict administrative action, he added.

    He directed for upgradation of IT network connectivity in all Districts, particularly border and hilly Districts, for the hassle free issuance of Domicile Certificate in the UT.

    He advised for updation and customization of the application in future with services like SMS alert and further directed for utilizing services of Community Information Centres (CICs) and Common Service Centres (CSCs) across the UT to assist the applicants as a nodal point for filling up the e-application form and provide them with necessary technical support.

    The Lt Governor also called for opening of more Aadhaar Registration Counters in the underserviced areas and rural pockets to ensure hassle free Aadhaar generation and updation in these areas so that people without Aadhaar number get Aadhaar as well domicile certificate quickly.

    Principal Secretary to Lieutenant Governor, Bipul Pathak, briefed the Lt Governor about the salient features of the application and informed that the necessary training has been imparted to the officers concerned with the process of issuance of Domicile Certificate.

    Amid tensions with India, China offers Bangladesh tariff exemption for 97% of exports from Dhaka

    Dhaka: China has provided a huge trade boost to Bangladesh by announcing tariff exemption for 97 per cent of Bangladeshi products effective from July 1.

    The decision has come one month after Bangladesh Prime Minister Sheikh Hasina and Chinese President Xi Jinping held a discussion to upgrade their bilateral relations during Covid-19.

    The Ministry of Foreign Affairs of Bangladesh announced on Friday that 97 per cent of items would be exempted of Chinese tariffs.

    As part of the government’s economic diplomacy and the outcome of exchange of letters between Bangladesh and China, Tariff Commission of the Chinese State Council issued a notice recently on granting zero treatment to 97 per cent of tariff products of Bangladesh, a daily reported, quoting the ministry’s statement.

  • US invites China to arms control talks with Russia

    Washington and Moscow diplomats to meet in Austria on Monday and Tuesday

    Washington: U.S. Special Presidential Envoy Marshall Billingslea will travel to Austria on Monday and Tuesday to discuss “mutually agreed topics related to the future of arms control” with Russian Deputy Foreign Sergei Ryabkov, the U.S. State Department said on Friday.

    “The United States has extended an open invitation to the People’s Republic of China to join these discussions, and has made clear the need for all three countries to pursue arms control negotiations in good faith,” the State Department said.

    U.S. President Donald Trump has repeatedly called for China to join the United States and Russia in talks on a nuclear arms control agreement to replace the 2010 New START accord.

    New START, which imposes the last remaining limits on U.S. and Russian deployments of strategic nuclear arms to no more than 1,550 each, expires in February.

    China, estimated to have about 300 nuclear weapons, has repeatedly rejected Trump’s proposal.

    Billingslea had said last week that he had agreed with Ryabkov on a time and place for the negotiations in June.
