  • PM Launches New Scheme Worth Rs 50,000 Crore To Create Jobs For Migrants

    New Delhi: Prime Minister Narendra Modi launched the “Garib Kalyan Rojgar Abhiyaan” – a programme to generate employment opportunities for migrant workers in rural India – on Saturday morning via a video conference from poll-bound Bihar.

    The Prime Minister, who said the programme had been inspired by (the) migrant workers” whose heart-breaking attempts to return home during the lockdown made headlines, said labourers who had earlier contributed to the development of cities would now be provided jobs nearer to their hometowns and villages.

    “My labourer friends, the country understands your emotions and your needs. ‘Garib Kalyan Rojgar Abhiyaan’, starting from Bihar, is a major tool to fulfil this need and emotion,” PM Modi was quoted by news agency ANI.

    “Migrants will be provided jobs near their homes. So far, you were using your talents for the progress of cities. Now you help in the development of your villages, your neighbourhoods,” he said, adding, “This scheme has been inspired by migrant workers”.

    The ‘Garib Kalyan Rojgar Abhiyaan’ will run for 125 days in 116 districts across six states – Bihar, Uttar Pradesh, Madhya Pradesh, Jharkhand, Odisha and Rajasthan. Each of these states has a large number of labourers returning home after being left unemployed by the coronavirus lockdown.

    The programme seeks to create infrastructure worth Rs 50,000 crore through public works that support job creation in the rural parts of the country.

  • China claims Galwan Valley, hits out at India for allegedly changing status quo

    The foreign ministry accused India of ‘unilaterally’ building roads, bridges and other facilities in the Galwan Valley region.

    China on Friday claimed the entire Galwan Valley in Ladakh, the site of the violent June 15 clashes, including areas that are currently on India’s side of the Line of Actual Control. A statement by Chinese foreign ministry spokesperson Zhao Lijian was issued hours after Prime Minister Narendra Modi said at an all-party meet that no outsider was inside Indian territory in Ladakh nor had any border post of the Indian Army been captured by outside forces during the face-off with Chinese troops.

    “The Galwan Valley is located on the Chinese side of the Line of Actual Control in the west section of the China-India boundary,” Zhao said. “For many years, the Chinese border troops have been patrolling and on duty in this region. Since April this year, the Indian border troops have unilaterally and continuously built roads, bridges and other facilities at the LAC in the Galwan Valley. China has lodged representations and protests on multiple occasions but India has gone even further to cross the LAC and make provocations.”

    However, the Galwan Valley has always been under India’s control. It has not figured in China’s map since 1962.

    India has not yet responded to China’s claim.

    The Chinese spokesperson also gave a detailed account of Monday’s clashes, which claimed the lives of at least 20 Indian personnel in the worst violence on the border since 1975. Zhao blamed India for the incident, saying New Delhi “deliberately made provocations” to unilaterally change the status quo of control and management of the area.

    “By the early morning of May 6, the Indian border troops, who have crossed the LAC by night and trespassed into China’s territory, have built fortification and barricades, which impeded the patrol of Chinese border troops,” the statement said. “The Chinese border troops have been forced to take necessary measures to respond to the situation on the ground and strengthen management and control in the border areas.”

    Zhao claimed Indian troops had violated the agreement reached during commander-level talks between both sides and crossed the Line of Actual Control. “They even violently attacked the Chinese officers and soldiers who went there for negotiation, thus triggering fierce physical conflicts and causing casualties,” he alleged. “The adventurous acts of the Indian army have seriously undermined the stability of the border areas, threatened the lives of Chinese personnel, violated the agreements reached between the two countries on the border issue, and breached the basic norms governing international relations.”

    On Wednesday, India’s Minister of External Affairs S Jaishankar had held the Chinese forces responsible for the killing of Indian soldiers. He made the comments when he spoke to his Chinese counterpart Wang Yi on Wednesday over phone for the first time since the month-long standoff between troops at several points along the Line of Actual Control in Ladakh and Sikkim began.

    Jaishankar had said the incident in Galwan was a “pre-meditated and planned action” by China, which led to the violence. He said the incident was an “unprecedented development” that will also “have a serious impact on the bilateral relationship” with China. Jaishankar had told Wang that Chinese troops had sought to erect a structure in Galwan valley on the Indian side of the LAC, leading to violence.

    Both India’s Ministry of External Affairs and Modi have said that they are strongly committed to protecting India’s territorial integrity and sovereignty.

  • Diesel price hits record high after rates hiked for 14th day in a row; petrol up 51 paise

    New Delhi
    : Diesel price on Saturday hit a record high after rates were hiked by 61 paise per litre while petrol price was up 51 paise, taking the cumulative increase in rates in two weeks to Rs 8.28 and Rs 7.62 respectively.

    Petrol price in Delhi was hiked to Rs 78.88 per litre from Rs 78.37, while diesel rates were increased to Rs 77.67 a litre from Rs 77.06, according to a price notification of state oil marketing companies.

    Rates have been increased across the country and vary from state to state depending on the incidence of local sales tax or VAT.

    The 14th daily increase in rates since oil companies on June 7 restarted revising prices in line with costs after ending an 82-day hiatus in rate revision, has taken diesel prices to new high. Petrol price too is at a two-year high.

    Prior to the current rally, diesel rate had touched a peak of Rs 75.69 per litre in Delhi on October 16, 2018.

    The highest-ever petrol price was on October 4, 2018, when rates soared to Rs 84 a litre in Delhi.

    When rates had peaked in October 2018, the government had cut excise duty on petrol and diesel by Rs 1.50 per litre each. State-owned oil companies were asked to absorb another Re 1 a litre to help cut retail rates by Rs 2.50 a litre.

    Oil companies had quickly recouped the Re 1 and the government in July 2019 raised excise duty by Rs 2 a litre.

    The 82-day freeze in rates this year was imposed in mid-March soon after the government hiked excise duty on petrol and diesel to shore up additional finances.

    The government on March 14 hiked excise duty on petrol and diesel by Rs 3 per litre each and then again on May 5 by a record Rs 10 per litre in case of petrol and Rs 13 on diesel. The two hikes gave the government Rs 2 lakh crore in additional tax revenues.

    Oil PSUs Indian Oil Corp (IOC), Bharat Petroleum Corp Ltd (BPCL) and Hindustan Petroleum Corp Ltd (HPCL), instead of passing on the excise duty hikes to customers, adjusted them against the fall in retail rates that was warranted because of a decline in international oil prices to two-decade lows.

    International oil prices have since rebounded and oil firms are now adjusting retail rates in line with them.

    In 14 hikes, petrol price has gone up by Rs 7.62 per litre and diesel by Rs 8.28 a litre.

  • With Swiggy and Zomato already delivering alcohol, Amazon too signals entry into alcohol delivery in West Bengal

    Amazon.com Inc has secured clearance to deliver alcohol in India’s eastern state of West Bengal, according to a document seen by Reuters, signalling the U.S. e-commerce giant’s first foray into the country’s multi-billion-dollar sector.

    In a notice on Friday, West Bengal State Beverages Corp, the authorised agency to carry out online retail of liquor trade in the state, said Amazon was among the companies found to be eligible for registration with authorities.

    Alibaba-backed Indian grocery venture BigBasket has also won approval to deliver alcohol in the state, the notice said.

    West Bengal is India’s fourth most populous state, with a population of more than 90 million people.

    Amazon has been invited to sign a memorandum of understanding with the state, said the notice, which has not previously been reported.

    Amazon did not respond to a request for comment. BigBasket also did not respond to a request for comment.

    Amazon’s interest in delivering alcohol in West Bengal marks a bold move to make inroads into a market that is worth $27.2 billion, according to estimates by IWSR Drinks Market Analysis.

    Over the years, Amazon has expanded its e-commere operations in India as more and more people go online to shop for everything from groceries to electronics. The company has committed $6.5 billion in investments in India, one of its key growth markets.

    India’s top two food-delivery startups, Swiggy and Zomato, started delivering alcohol in some cities last month, as they looked to cash in on the high demand for booze as many states come out of a lockdown aimed at tackling the coronavirus.

    India restricted liquor sales when it announced a nationwide lockdown in March. Hundreds of people queued up at liquor stores in May when some restrictions were eased, and the liquor industry had been lobbying with many states to allow online deliveries.

    Each state sets its own alcohol sales policy. West Bengal last month invited companies to express interest for “handling electronic ordering, purchase, sale and home delivery of alcoholic liquors from licensed retail outlets” to eligible legal-age consumers in the state.

    A day after an all-party meeting on the India-China conflict, in which Prime Minister Narendra Modi denied any intrusion by the Chinese army, former Congress president Rahul Gandhi accused him of surrendering territory to China.

    Mr. Modi had said, “Neither anyone has intruded into our territory nor took over any post.”

    Quoting these words, Mr. Gandhi, in a tweet, questioned the claim. “PM has surrendered Indian territory to Chinese aggression. If the land was Chinese: Why were our soldiers killed? Where were they killed?” he asked.

  • Pak drone shot down by BSF along IB in J&K

    Jammu: A Pakistani drone was shot down by the Border Security Force along the International Border in Kathua district of Jammu and Kashmir on Saturday, officials said.

    The drone was spotted hovering in the skies by a BSF party on patrol duty in the vicinity of Border Out Post Pansar around 5.10 am, the officials said.

    They said the BSF personnel fired about nine rounds and shot down the flying object 250 metres inside Indian territory.

    Senior BSF and police officers have rushed to the spot and further investigation is on.

    Meanwhile, the officials said Pakistani rangers fired a few rounds on Babiya post in Hiranagar sector around 8.50 am. There was no retaliation by the BSF guarding the IB, they said, adding the situation is being monitored closely.

  • MMR vaccine might offer protection against worst COVID-19 complications: Scientists

    Washington: The administration of a vaccine unrelated to the novel coronavirus, such as the one used for measles, mumps, rubella, or MMR, may serve as a preventive measure against the worst disease complications of COVID-19, scientists say.

    Researchers, including those from the Louisiana State University in the US, said live attenuated vaccines, which are made using weakened strains of a disease causing pathogen, provide nonspecific protection against lethal infections.

    They said these vaccines can induce “trained” innate immune cells for improved host responses against subsequent infections.

    In the study, published in the journal mBio, they said vaccination with MMR in immunocompetent individuals may be effective for health care workers who can easily be exposed to COVID-19.

    The researchers speculated that adults who had received the MMR vaccine in childhood likely still possess antibodies against the targeted viruses which at the very least would provide added protection against measles, mumps, and rubella for older adults.

    With the added induction of the immune system’s trained innate cells, they believe MMR vaccination could also provide protection against the “worst sequelae of COVID-19.”

    “In direct support of this concept, it was recently reported that the milder symptoms seen in the 955 sailors on the U.S.S. Roosevelt who tested positive for COVID-19 may have been a consequence of the fact that MMR vaccinations are given to all U.S. Navy recruits,” the scientists wrote in the study.

    The researchers have called for a clinical trial with MMR in high-risk populations, suggesting it may provide a “low-risk- high-reward” preventive measure in saving lives during the pandemic.

    Chinese prosecutors said on Friday they have charged two detained Canadians for suspected espionage, indictments that could result in life imprisonment, in a case that has driven a diplomatic wedge between Ottawa and Beijing.

    Former diplomat Michael Kovrig and businessman Michael Spavor were arrested in late 2018 on state security charges, soon after Canadian authorities arrested Huawei Technologies Co’s chief financial officer, Meng Wanzhou, in Vancouver on a U.S. warrant. While China maintains the detentions are not linked to Ms. Meng, former diplomats and experts have said they are being used to pressure Canada.

    China has repeatedly called for Ms. Meng’s release, and has warned Canada that it could face consequences for aiding the United States in her case.

    ‘Stealing state secrets’

    Foreign Ministry spokesman Zhao Lijian told a regular briefing on Friday that the indictments were “of particularly serious circumstances which violated Article 111 of the Criminal Law of the Peoples Republic of China,” which pertains to espionage and state secrets. Under that article, a conviction can carry a sentence of from 10 years to life imprisonment “when circumstances are particularly serious”. The charges mean a formal trial can begin.

    Canada has called the arrests “arbitrary”. The Canadian Embassy in Beijing did not immediately respond to a request for comment.

    The ruling Communist Party’s Central Political and Legal Affairs Commission said last year that Mr. Kovrig is accused of “stealing and spying on sensitive Chinese information and intelligence.” It said Mr. Spavor provided Mr. Kovrig with intelligence.

    Mr. Kovrig works for the International Crisis Group, a non-governmental organisation that focuses on conflict resolution. Mr. Spavor, 44, is a businessman with deep ties to North Korea.

    Last month, Huawei’s Ms. Meng, the daughter of the founder of the telecoms giant, lost a legal bid to avoid extradition to the United States to face bank fraud charges, dashing hopes for an end to her house arrest in Vancouver.

    Secretary of State Pompeo condoles death of Indian soldiers

    A top U.S. diplomat on Thursday said China’s actions along the Line of Actual Control (LAC) with India could be a negotiating tactic or a manoeuvre to demonstrate its superiority.

    David Stilwell, the U.S.’s top diplomat for East Asian and Pacific Affairs, also said the U.S. was following the India-China conflict “ very closely”.

    Later in the day, U.S. Secretary of State Mike Pompeo tweeted a message of condolence about the Indian soldiers who were killed in this week’s conflict.

    “We extend our deepest condolences to the people of India for the lives lost as a result of the recent confrontation with China. We will remember the soldiers’ families, loved ones, and communities as they grieve,” Mr. Pompeo said.

    Twenty Indian soldiers were killed in clashes with Chinese soldiers in the Galwan valley of Ladakh earlier this week.

    Past disputes

    “What we’re doing… we’re obviously watching the India-China border dispute very closely. It… this activity is similar to activity we’ve seen in the past on border disputes with the PRC [People’s Republic of China] and again, I would point you to those,” Mr. Stilwell said.

    He was speaking during a briefing with reporters on U.S. Secretary of State Mike Pompeo’s meeting with Chinese Communist Party Politburo member Yang Jiechi.

    “The PLA invaded this contested area deeper and longer, with more people, than ever before historically. Again, whether that was a negotiating tactic or a … just a punch in the nose to demonstrate their superiority, I don’t know. But then we saw the Doklam issue down near Bhutan, where we saw similar concerns. I wish I knew. Again, we don’t have a lot of visibility and we don’t have a lot of open dialogue with our Chinese counterparts, and honestly I’d like to see more of that if we can,” Mr Stilwell said.

    His comments were in response to a question on whether there was a coherent policy behind Chinese fighters approaching Taiwan recently, China’s legislative actions in Hong Kong and the India-China border clash.

    “The actions that we’ve seen out of the PRC of late … have been not really constructive as we look at India, the South China Sea, Hong Kong issues, and just go around the perimeter,” Mr. Stilwell added.
