  • COVID-19: J-K records two more deaths

    Srinagar: Two more COVID-19 patients died at a hospital here, taking the number of fatalities due to the novel coronavirus in the Union Territory to 74, officials said on Friday.

    Both the deaths took place at SKIMS hospital in Soura area of the city here, the officials said.

    A 79-year-old man from Nowshera area of Srinagar, who had tested positive for COVID-19, died at 11:15 pm on Thursday night, the officials said.

    They said the patient was admitted to the hospital on June 8 and was suffering from hypertension, hypothyroidism, with bilateral chest infiltrate.

    He had contact history with a positive patient, they said.

    In another death at the hospital, an 80-year-old man from Sopore area of north Kashmir’s Baramulla district passed away at 9 am in Friday, the officials said.

    They said the patient suffering from hypertension and cardiac failure was admitted to the hospital on June 17.

    His sampling was done that day only and the report returned as positive the next day, they added.

  • India’s COVID-19 tally crosses 3.80 lakh with highest single-day spike of 13,586 cases

    New Delhi: India on Friday saw another record spike of 13,586 new COVID-19 cases in a single-day, pushing the tally to 3,80,532, while the death toll rose to 12,573 with 336 new fatalities, according to the Union Health Ministry data.

    In some positive news, the number of recoveries crossed the two lakh mark and stands at 2,04,710, while there are 1,63,248 total COVID-19 active cases, according to the updated official figure at 8 am.

    One patient had migrated.

    “Thus, around 53.79 per cent patients have recovered so far,” an official said. The total number of confirmed cases include foreigners.

    India registered over 10,000 cases for the eighth day in a row. The country has witnessed a surge of 1,89,997 infections from June 1 till 19 with Maharashtra, Tamil Nadu, Delhi, Gujarat and Uttar Pradesh among the top five states that have seen a sharp rise in COVID-19 cases.

    According to ICMR, a cumulative total of 64,26,627 samples have been tested up to June 18. A total of 1,76,959 samples have been tested on Thursday, the highest number of tests done on a day so far.

    Of the 336 new deaths reported till Friday morning, 100 were in Maharashtra, 65 in Delhi, 49 in Tamil Nadu, 31 in Gujarat, 30 in Uttar Pradesh, 12 each in Karnataka and West Bengal, 10 in Rajasthan, six in Jammu and Kashmir, five in Punjab, four each in Haryana and Madhya Pradesh, three in Telangana, two in Andhra Pradesh and one each in Assam, Jharkhand and Kerala.

    India is the fourth worst-hit nation by the pandemic after the US, Brazil and Russia. According to the Johns Hopkins University, which has been compiling COVID-19 data from all over the world, India is at the eighth position in terms of the death toll.

    Of the total 12,573 deaths, Maharashtra accounted for the highest 5,751 fatalities followed by Delhi with 1,969 deaths, Gujarat with 1,591, Tamil Nadu with 625, West Bengal with 518, Madhya Pradesh with 486, Uttar Pradesh with 465, Rajasthan with 323 and Telangana with 195 deaths.

    The COVID-19 death toll reached 134 in Haryana, 114 in Karnataka, 92 in Andhra Pradesh, 83 in Punjab, 71 in Jammu and Kashmir, 44 in Bihar, 26 in Uttarakhand, 21 in Kerala and 11 in Odisha. Jharkhand has registered 11 deaths, Chhattisgarh 10, Assam 9, Himachal Pradesh 8, Puducherry 7, Chandigarh 6 while Meghalaya, Tripura and Ladakh have reported 1 fatality each, according to the Health Ministry.

    More than 70 per cent deaths took place due to comorbidities, the ministry said.

    Maharashtra has reported maximum number of cases at 1,20,504 followed by Tamil Nadu at 52,334, Delhi at 49,979, Gujarat at 25,601, Uttar Pradesh at 15,181, Rajasthan at 13,857 and West Bengal at 12,735, according to the Health Ministry’s data.

    The number of COVID-19 cases has gone up to 11,426 in Madhya Pradesh, 9,218 in Haryana, 7,944 in Karnataka, 7,518 in Andhra Pradesh and 7,025 in Bihar.

    It has risen to 6,027 in Telangana, 5,555 in Jammu and Kashmir, 4,777 in Assam and 4,512 in Odisha. Punjab has reported 3,615 novel coronavirus cases so far, while Kerala has 2,794 cases.

    A total of 2,102 people have been infected by the virus in Uttarakhand, 1,946 in Chhattisgarh, 1,920 in Jharkhand, 1,155 in Tripura, 705 in Goa, 687 in Ladakh, 606 in Manipur and 595 in Himachal Pradesh.

    Chandigarh has registered 374 COVID-19 cases, Puducherry has 271 cases, Nagaland has 193, Mizoram has 130, Arunachal Pradesh has 103, Sikkim has 70,

    Dadra and Nagar Haveli and Daman and Diu together have reported 58 COVID-19 cases.

    Meghalaya and Andaman and Nicobar Islands have registered 44 infections each so far.

    “Our figures are being reconciled with the ICMR,” the ministry said, adding 8,927 cases are being reassigned to states.

    State-wise distribution is subject to further verification and reconciliation, it added.

    Petrol price on June 19 was hiked by 56 paise per litre and diesel by 63 paise a litre, taking the cumulative increase in rates to ₹7.11 and ₹7.67 per litre respectively in less than two weeks.

    Petrol price in Delhi was hiked to ₹78.37 per litre from ₹77.81, while diesel rates were increased to ₹77.06 a litre from ₹76.43, according to a price notification of State oil marketing companies.

    Rates have been increased across the country and vary from State to State depending on the incidence of local sales tax or VAT.

    This is the 13th daily increase in rates in a row since oil companies on June 7 restarted revising prices in line with costs, after ending an 82-day hiatus in rate revision.

    In 13 hikes, petrol price has gone up by ₹7.11 per litre and diesel by ₹7.67 a litre.

    The freeze in rates was imposed in mid-March, soon after the government hiked excise duty on petrol and diesel to shore up additional finances.

    Oil PSUs Indian Oil Corp. (IOC), Bharat Petroleum Corp. Ltd. (BPCL) and Hindustan Petroleum Corp. Ltd. (HPCL), instead of passing on the excise duty hikes to customers, adjusted them against the fall in retail rates owing to the fall in international oil prices to a two-decade low.

    International oil prices have since rebounded and oil firms are now adjusting retail rates in line with them.

    Shopian: Eight militants were killed in two separate encounters in Southern districts of Pulwama and Shopian in the past 24 hours. The slain include two militants who had taken refuge inside a mosque in Meej area of Pampore in Pulwama district.

    Earlier in the day yesterday, one unidentified militant was killed in an encounter that broke out in the village Bandpawa in Chitragam Tehsil of Shopian district.

    Officials said that with the first light of the day, four more militants were killed taking the total number of slain militants in Bandpawa gunfight to five.

    A security official told news agency—Kashmir News Observer (KNO), that as the operation progressed, amid heavy exchange of firing from both sides, four more militants were killed in the gunfight taking the total number of militants killed to five. “The bodies of five slain have been retrieved and their identity and affiliation is being ascertained,” the official said, adding that the arms and ammunition have been recovered from the slain militants.

    Defence spokesman in Srinagar Colonel Rajesh Kalia, however, confirmed the killing of four militants stating that the Ops was on.

    About the Meej encounter in Pampore area of Pulwama, Inspector General of Police Kashmir zone, Vijay Kumar said that “patience and professionalism worked.”

    “No use of firing and IED. Used tear smoke shells only. Maintained sanctity of the mosque. Both militants hiding inside the mosque neutralized,” he said. With the killing of two more militants, the total number of slain militants in Meej gunfight has reached to three as of early morning yesterday, one unidentified militant was killed while two had entered into a local mosque.

    In two separate encounters, the number of militants killed has reached to eight in the past 24 hours.

    Defence spokesman in Srinagar Rajesh Kalia said that maintaining the sanctity of the mosque, two militants hiding inside the mosque have been killed. “Total three militants killed. It was a precise operation with no collateral damage ensured,” he said.

    Pertinently, Inspector General of Police, Kashmir, Vijay Kumar recently said that militancy stands almost wiped out from South Kashmir and the police would now shift its focus on north Kashmir from next month.

    This year so far, 102 militants including top commanders of Hizbul Mujahideen, Jaish-e-Muhammad and Lashkar-e-Taiba were killed that include Reyaz Naikoo, the chief operational commander of Hizbul, Bashir Koka of Lashkar and Abdur Rehman alias Fouji Bhai of Pakistan, who was an IED expert of Jaish.

  • One more arrested for woman’s rape in moving bus in UP

    Noida (UP): The Gautam Buddh Nagar police on Thursday arrested one more person in connection with the rape of a woman in a moving passenger bus, officials said.

    The police had on Wednesday arrested one of the two accused drivers, while a search is on for two more persons in connection with the case, the officials said.

    A 25-year-old woman who was travelling from Pratapgarh to Noida was allegedly raped at around 2 am on Wednesday in a privately-operated AC sleeper bus, according to the police.

    “One more accused, identified as Amit alias Mayuri who is a native of Bijnore district, has been arrested by Sector 20 police team. Search is on for two more persons in connection with the case,” a police spokesperson said on Thursday night.

    More details about the arrested person or the other accused could not be gathered immediately.

    The woman, who was travelling with her two children to Noida where her husband works as a vegetable vendor, was allegedly raped by one of the two drivers of the long-route bus on a road stretch between Lucknow and Mathura, the police said.

    There were around a dozen more passengers on board the bus at the time of the incident when the woman was allegedly raped on the last seat and threatened with dire consequences if she tried to raise an alarm, according to officials.

    An FIR was registered at the Sector 20 police station in Noida under IPC sections 376 (rape), 506 (criminal intimidation), 201 (causing disappearance of evidence of offence, or giving false information to screen offender) and 212 (harbouring offender), it said.

  • “Why majority of victims of alleged police excesses are from a particular community”: Telangana HC

    Hyderabad: The Telangana High Court has asked why majority of the victims of alleged police excesses during the lockdown were from a particular community, even as it observed that the counter affidavit filed by police in one of the pleas on their high-handedness lacked all relevant details.

    A bench, comprising Chief Justice Raghvendra Singh Chauhan and Justice B Vijaysen Reddy,asked in its observations whether a minority community was targeted.

    It was hearing a batch of public interest litigation petitions on the alleged police excesses on Wednesday.

    The bench asked the city police and other respondents to submit a detailed report by June 29 in the particular petition.

    In its order in the petition, the court said the counter-affidavit filed by the city police commissioner lacked the relevant details.

    In one instance, according to the counter-affidavit, a departmental inquiry has been initiated against a sub- inspector of police, a SHO and an ACP, calling for explanation for failure to discharge their duties responsibly.

    The order said the subsequent development or progress in the departmental inquiries need to be informed to the court.

    The counter filed by the police said a person, who was allegedly assaulted by police, was not in fact assaulted by them.

    According to the police, he fell down while he was running away after noticing the police personnel approaching his area.

    But surprisingly, his injury report has not been submitted along with thecounter affidavit, the order said.

    In another incident, the petitioner alleged that the police personnel of a particular police station damaged vehicles parked outside homes in a residential area.

    The police affidavit claimsthe police had checked the vehicles “using police lathis in order to seewhether coronavirus was present or not.”

    Expressing surprise over the police explanation, the court sought a complete report on the issue.

  • Chinese PLA patrolling in Arunachal, time for action on the border: BJP MP Tapir Gao

    Arunachal East MP Tapir Gao says India should be ready for any kind of eventualities, not only in Arunachal Pradesh but even in Sikkim.

    New Delhi: BJP MP from Arunachal East, Tapir Gao, has claimed that China’s People’s Liberation Army (PLA) has been regularly patrolling inside Arunachal Pradesh, posing a great threat to India.

    Gao said it is time for action on the border for the integrity and security of the country. “The Chinese are still active along the international border and the government of India should be ready for any kind of eventualities not only in Arunachal Pradesh but even in Sikkim, Himachal Pradesh and Uttarakhand,” Gao told ThePrint Wednesday.

    Gao also expressed concern over Monday’s Galwan Valley incident, which resulted in at least 20 deaths on the Indian side, including the commanding officer of the 16 Bihar unit.

    The MP said he had been raising the issue of PLA patrols in Arunachal Pradesh in Parliament too. “They have been patrolling inside Arunachal Pradesh daily. Last year, the Chinese army had intruded into Arunachal Pradesh’s Anjaw district too. This is a cause of concern for the security of the country,” he added.

    China’s claim on Arunachal

    China has claimed Arunachal Pradesh as part of its territory for decades, refusing to recognise what New Delhi has repeated asserted is an “integral and inalienable part” of India.

    The BJP MP said after 1962, China had indulged in its “expansion policy”, and had established infrastructure and roads by occupying many areas.

    “In 2017, China constructed a road inside the Indian territory in the Upper Siang district. It was later blocked by the Indian Army. Over a period of time since 1962, China has been following its policy of expanding its territory and has occupied a number of areas and even today they continue to patrol in several others,” Gao claimed.

    In September last year too, Gao had raised issues related to Chinese intrusions, claiming that the PLA entered Arunachal Pradesh’s remote Anjaw district and constructed a bridge over a stream.

    Three days after clashes in the Galwan Valley of Ladakh left 20 Indian soldiers dead, the Chinese on Thursday evening released 10 Indian Army personnel, including a Lieutenant Colonel and three Majors, from their custody.

    A security source told The Hindu that all 10 persons were released around 5 p.m. after an agreement was reached at the Major General-level talks on Wednesday evening and they were returned unharmed.

    Separately, the Army clarified in a statement that there were “no Indian troops missing in action”.

    ‘Soldiers were armed’

    In another development, External Affairs Minister S. Jaishankar said the Indian troops, who were outnumbered and attacked by the Chinese side, carried arms.

    “All troops on border duty always carry arms, especially when leaving post. Those at Galwan on June 15 did so. Long-standing practice (as per 1996 & 2005 agreements) not to use firearms during faceoffs,” Dr. Jaishankar said on Twitter, in response to a tweet from Congress leader Rahul Gandhi.

    Article VI of the 1996 agreement between India and China on “Confidence-Building Measures (CBMs) in the military field along the Line of Actual Control in the India-China border areas” says, “Neither side shall open fire, cause bio-degradation, use hazardous chemicals, conduct blast operations or hunt with guns or explosives within two kilometers from the line of actual control. This prohibition shall not apply to routine firing activities in small arms firing ranges.”

    Commenting on the 1996 agreement, former Northern Army Commander Lt. Gen. H.S. Panag said these agreements apply to border management and not while dealing with a tactical military situation. “Lastly when lives of soldiers or security of post/territory threatened, Commander on the spot can use all weapons at his disposal including artillery,” he said on Twitter.

    The third round of talks at the Major General-level were held in the Galwan area. Specific outcomes from Thursday’s meeting were not immediately known, but a source said the talks were positive and there would be more meetings in the coming days. The effort was to reduce tensions on the ground and implement the consensus agreed on June 6 for de-escalation, the source added.

    The Army had stated that both sides had disengaged from the site of the clash. However, both sides continue to retain a large number of troops in the general Galwan area following the build-up along the Line of Actual Control (LAC) after the violent scuffle at Pangong Tso on May 5 and the standoff since.

    In the first combat fatalities in 45 years along the LAC, 20 Indian soldiers were killed in a clash after they were attacked by Chinese troops. About 80 Indian troops were also injured and all of them are said to be stable.

    The Chinese PLA Western Theatre Command spokesman Senior Colonel Zhang Shuili said on Tuesday that the clash in the Galwan Valley had led to casualties on both sides, but so far China has not revealed the number of any dead or wounded.

    The Foreign Ministers of the two countries held a telephone conversation on Wednesday in an effort to reduce tensions following the killing of the Indian soldiers.

    Seventy-six soldiers of the army, who were injured during the clash with Chinese troops at Ladakh’s Galwan Valley on Monday evening are at various hospitals, army offcials shave told NDTV. None of them are critical at the moment and all of them should be able to get back on duty, the officials said.

    Of the injured soldiers, 18 are at the hospital in Leh who are expected at their posts within 15 days. The remaining 56 are spread across other hospitals, who can join work in a week, the officials said.

    Twenty soldiers had died in the clash on Monday evening that started after the Indian troops, led by Colonel BK Santosh Babu, tried to remove a tent belonging to Chinese troops.

    The Indian soldiers were attacked with iron rods, nail-studded clubs and rocks wrapped in barbed wire in the fight near Patrol Point 14 — a vantage point in Indian territory that overlooks Chinese positions on their side of the Line of Actual Control, which is the de-facto border between India and China.

    Though Beijing has given no official figure, army sources said at least 45 Chinese soldiers were killed or injured.

    Earlier today, after newspaper reports discussed the possibility of some Indian soldiers being in Chinese custody, the army said all the soldiers involved in the deadly clash have now been accounted for.

    Without commenting on the reports in The Hindu, the Army, said, ”It is clarified that there are no Indian troops missing in action”.

    Talks between the two armies, however, remained inconclusive for the second consecutive day today. A Major General of the Army started the second round of talks today.

    India has made it clear that it expects China to reassess its actions and take corrective steps. In a telephonic conversation yesterday, Foreign Minister S Jaishankar also told his China counterpart that the unprecedented development “will have a serious impact on the bilateral relationship”.

    High resolution satellite images in possession of NDTV indicate Chinese attempts to block or disturb the flow of the icy Galwan river — located 15,000 feet above the sea level — less than a kilometer from the site of the violent face-off.

    The images clearly show Chinese bulldozers operating on their side of the LAC, at a spot where the river’s flow appears to change.

    This afternoon, thousands attended the funeral of Colonel BK Santosh Babu, which was carried out with full military honours in in Telangana.

    High resolution satellite images procured by NDTV indicate Chinese efforts to block or disturb the flow of the Galwan river in Northeast Ladakh, less than a kilometer from the site of the deadly clash between Indian and Chinese soldiers on June 15 in which 20 Indian officers and men were killed.

    The details emerged as an Indian Major General and his Chinese counterpart met for the second consecutive day near Patrol Point 14 in the Galwan Valley, where the clash took place. The talks on Wednesday were inconclusive with the Chinese side showing no sides of disengaging from the area.

There were a significant number of casualties on the Chinese side. Though Beijing has given no official figure, army sources say at least 45 Chinese soldiers were killed or injured.

    The images acquired by NDTV clearly show Chinese bulldozers in operation on their side of the LAC. The flow of the river perceptibly changes at the spot where the bulldozers are seen – from flowing blue waters to a small, muddy stream which becomes imperceptible when it crosses over to the Indian side of the LAC a short distance away.

    Indian Army trucks deployed in the Galwan Valley within two kilometres of the LAC can be seen parked in a mostly dry Galwan river bed. These images are not included in this report for security reasons.

    NDTV has reached out to the Chinese Embassy for comment on this matter and will update this report if there is a reaction. Senior officers in the Indian Army have told NDTV that the river continues to flow within the Galwan Valley for the moment.

    The images also indicate the depth of both the Indian and Chinese build-up in the region.

    While NDTV is not showcasing the extent of the substantial Indian Army build up in the contested region, the images clearly show more than a hundred Chinese vehicles including trucks, military transports and bulldozers along the banks of the Galwan river on their side of the LAC. The Chinese motorcade stretches more than 5 kilometres.

    Two areas appear to show pre-fabricated huts for accommodation.

    It is believed that Chinese soldiers from these positions surged to the Line of Control on the evening of June 15 where both sides fought pitched battles. Reports suggest that some Indian soldiers were thrown off the cliffs in the area and either fell to their death or were exposed to the extreme cold weather. Reports have also suggested that some soldiers fell into the waters of the Galwan, though, as these images indicate, the river was barely flowing as it crosses the Line of Actual Control. The Indian Army could evacuate its soldiers only during the day of June 16 with the clashes ending only by midnight of June 15-16. Sources have told NDTV that hundreds of Chinese and Indian soldiers were involved in the clashes though there is no official account of the numbers. The clashes, in which an Indian Colonel was killed in action, are thought to be the most brutal clashes Indian and Chinese soldiers have ever been involved in.
