7 militants killed in Lolab encounter: Army
Srinagar: Army on Monday claimed to have killed seven militants in an encounter at Lolab forests in north Kashmir’s Kupwara district, official sources told GNS Monday.Army’s 18 RR laid a cordon around the Madkulla Behak forests of Dardpora village in Lolab after receiving specific information over the presence of militants in the woods. When the joint team started coming operations, the militants hiding in the dense forests opened heavy fire upon them.“Army returned the fire triggering off a fierce gun-battle. In the encounter that continued till late evening, seven militants were killed,” sources said, adding “Additional reinforcements of 28 RR and SOG Takipora were sent to the forests after the encounter raged,”Meanwhile, Srinagar based defence spokesperson told GNS that army’s patrol was fired upon by a group of militants in the forest area; the fire was retaliated by effective firing resulting in killing of 7 unidenitified militants. “A huge cache of arms and other war like stores have been recovered from the site”, he said, adding the operation is still in progress as three more militants are still under trap. Khour to be brought up on tourist map: MirJammu: Underlining commitment of the government to provide responsive administration, Deputy Chief Minister Tara Chand said recent order to set up new administrative units all across the state is a step in the direction to decentralize power and establish an administrative set up that is transparent, responsive and pro-people in approach.According to a statement issued to KNS, he said the coalition government members along with support from Union government worked for accommodating demands of the people from Kashmir, Jammu and Ladakh region, adding that the report was accepted by the cabinet thus paving way for taking the government further closer to the people.“I congratulate people of three regions of the state whose long pending demand for new administrative units has been accepted by the coalition government”, he added. Tara Chand was addressing a massive public rally of over 20,000 people at Kharah, Khour today. The rally was organised by the people to express gratitude for declaration of 13 new administrative units in the area. Minister for Tourism Ghulam Ahmad Mir, MLA, Inderwal G.M. Saroori, Gulzar Ahmad Wani, Sarpanchs, Panchs and prominent public leaders of the area attended the rally.Listing various social sector schemes launched by the government, Tara Chand said with the active support of central government a number of welfare schemes have been launched in the state, adding that measures launched during the tenure of Jenab Ghulam Nabi Azad are being carried forward by the present government. “The government is committed to work for ameliorating the lot of the marginalized and all our efforts are afoot to take the development revolution to all nooks and corners of the state,” he added.He said first the government enacted reservation law and to further safeguard the interests of the down trodden sections of the society special provisions were made to provide reservation all across the state for the reserved categories. “Another landmark achievement of the government is to incorporate provisions of 73rd amendments in the Panchayati Raj Act of the state and now in our state also due representation would be given to women and reserved categories,” he emphasized.He said earlier government under Azad took initiative to bring issue of Refugees to logical conclusion and various strides were taken in the direction for amicable resolution, adding that the process is still under way and highest level efforts are being put in to address the issue.“Union Health Minister has been benevolent in sanctioning 4 new medical colleges and two Cancer hospitals in the state, earlier also health infrastructure was getting focused attention by way of new Super Specialty Hospitals and new medical facilities,” he added. Underlining commitment of the government to provide free education to children, Deputy Chief Minister said work on the draft for Right to Education is completed and with its implementation every child in the age of four to fourteen years will have a right to free and compulsory education till completion of elementary education.He said with in short span of time over 20,000 thousand promotions at different levels have been made in the department and over 6000 education volunteers have been regularized in the state. Calling for bringing the area up on tourism map of the state, Tara Chand said need of the hour is to exploit the religious and border tourism potential of the area by way of extending more tourism friendly schemes. Tourists visiting Buda Amarnath, Baba Amarnath and other religious places need to be attracted to the area, he added.Underlining all round development of the state as priority of the government, Deputy Chief Minister Tara Chand said work on equitable development of all three regions of the state is resolve of the government and addressing development aspirations of the people is high on the government agenda. He said all out efforts are on to provide basic facilities to the people living in every nook and corner of the state and mega projects have been launched to modernize infrastructure all across the state.Tourism Minister while appreciating the efforts of the CSC for new administrative units headed by Tara Chand said the committee not only paved way for the new units but it went steps ahead and gave its suggestions on need to create new districts as projected by the public representatives. He said the day of cabinet approval to the CSC report would be long remembered in the state’s history; as golden day for fulfilling long pending demands of people from all over the state in one go.He assured for creation of tourism infrastructure in the area and efforts would be redoubled to bring it up on the tourism map of the state. Instructions would be given to the concerned tourism authorities to exploit the potential of the area in the field of religious and border tourism, he added.Addressing the rally, Saroori highlighted the development initiatives undertaken by the coalition government to upgrade infrastructure in the rural, border and far-flung areas of the state. He said Khour is among top by way of inter-connectivity of road network and aspirations of the people for better infrastructure, new administrative units and mega rural projects has been addressed in a very befitting manner. He said in the last ten years of the UPA lead government the country on the whole and state in particular has achieved various landmarks in the field of overall development and further also the nation is looking up to the able and young leadership of Rahul Gandhi. He said the nefarious design of communal forces to divide society would be defeated by the people.Taking a dig at development model of Gujarat, Saroori said the development indices of the J&K state keeping in view the tough terrain are far better than Gujarat and people are mature enough to understand the politicking being played under the garb of development. PDP fields Baig for Baramulla Lok Sabha seat
Jammu: Peoples Democratic Party (PDP) today decided to field senior leader Muzaffer Hussein Baig as it candidate for upcoming Lok Sabha seat from North Kashmir, Baramulla.According to a statement issued to KNS, the announcement to this effect was made by its president Mehbooba Mufti after consultations with the members of the political affairs committee, party legislators from the constituency and other senior leaders.According to the spokesperson this is the fifth seat for which the party has announced its candidate so far. It President Mehbooba Mufti would fight from Anantnag whereas Yashpal Sharma has been fielded from Jammu-Poonch-Rajouri constituency. Former minister Tariq Hameed Qarra has been given the party mandate from Srinagar and Arshad Malik from Doda-Udhampur-Kathua constituency. The announcement for Ladakh constituency will be made soon, the spokesman said.Baig, a celebrity lawyer highly respected for his legal acumen and an authority on constitutional matters and corporate law, has served as the deputy chief minister of the state in the previous PDP Congress coalition. Having also served as minister for finance and planning Baig oversaw a number of financial and economic initiatives that culminated in game changing programs like the Prime Minister’s economic package and the Asian Development funding for reconstruction of core infrastructure in the state. He introduced zero budgeting, abolished toll tax on fruit and was instrumental in setting up the Economic Reconstruction Agency (ERA) for implementation of the ADB funded projects. (KNS)

He said the friendly approach by the police towards civilian and helping them in the hour of need would propagate and inculcate the dignity and love for personnel in the hearts of general people.Omar Abdullah asked the police force to always exhibit human face while dealing with challenges on the security and law and order maintenance fronts. “You have to deal with different situations including militancy related incidents. You should always render your service keeping in mind the safety and security of innocent civilian”, he said and added that every step should be ensured to evade collateral damage to life and property while combating militancy related incidents.The Chief Minister said that with the rooting of peace and restoration of complete tranquillity in the State, the police force’s attention would shift from militancy related violence to the normal policing. He expressed the hope that the cadets will render commendable service to the State and will live up to the oath they have taken to serve the people and the State.The Chief Minister said that government would provide all help for strengthening the State police force and ensuring the welfare of its personnel besides taking care of the families of police martyrs. He said whatever facilities required to be upgraded in various Police Training Centres in the State would improved.Director General Police, Ashok Prasad also spoke on the occasion while the Principal of the STC Sheeri, Fareed Ahmad Khan presented the status of functioning of the training centre. Additional Director General Police, S. M. Sahai was present on the occasion besides other top rank Police Officers.The 12h batch-BRTC of STC Sheeri comprising 789 recruits deputed from various districts and having taken their final examination, are ready to serve the society. During the training the trainees were imparted physical training for drill with arms and without arms, right control, counter insurgency, use of different weapons, jungle trainings, and mountaineering etc. they have also been imparted legal knowledge of Ranbir Panel Code, Criminal Procedure Code, LSL, Police Rules etc.In addition the trainees have been given training in computer application, disaster management, AIDs awareness programme and human rights.The Chief Minister on the occasion presented awards to the best cadets showing outstanding performance in different categories. Pahalgam Land Scam High Court Seeks Objections from the Govt
Srinagar: State High Court has asked Government to file its objections in a matter related to the misappropriation of funds and illegal sale of land by revenue officials in famous tourist resort Pahalgam within two weeks.A petition with regard to Pahalgam land scam was filed by one Ghulam Mohi-ud-Din Mir son of Abdul Gani Mir resident of Laripora Pahalgam in State High Court through his council Parvez Imroz.Talking to CNS, Advocate Parvez Imroz said that the petitioner had been wronged by the revenue officials like other people of Pahalgam that his land which is mortgaged to the Bank has been alienated through fraudulent revenue records.He said that the petitioner in his petition had stated that in 13 villages in Pahalgam huge land mafia is operating in connivance with the revenue officials are alienating the land of the people by fraudulent power of attorneys, sale-deeds and mutation without their knowledge and approval.The petitioner on behalf of common people of Pahalgam through his council informed the court that the entire land record has been changed fraudulently after revenue records were gutted in 1970 and 1983. “The revenue officials in connivance with the land mafia are alienating the propertied and even non-propertied land and forest land to the outsiders particularly to people from Srinagar though the actual owners are living on such land and the land alienated on changed khasra numbers are being shown on other places,” the counsel for the petitioner told the Court.Informing the Court that no action is being taken against the guilty and the practice continues, the Counsel said that even in one case the Crime Branch has filed FIR number 10/2010 under section 420, 468, 471, 120 B of RPC against this fraudulent sale deeds but the accused persons have not been punished and nobody knows what happened to that case.The Counsel informed the Court that the petitioner who is also a victim, as his land mortgaged to State Bank of India has also been sold through fraudulent sale-deeds.Taking cognizance of the serious allegations, the State High Court directed the government to file its objections within two weeks time. Father and son die in road accident
Kishtwar: Two members of a family died in a road accident near Phugumar on Kishtwar-Jammu National Highway at last night. Police sources told CNS that a truck (JK02W- 2137) loaded with sand was on way from Thatri to Kishtwar when near Phugumar area it skidded off the road and fell into the River Chenab. Muhammad Iqbal Shiekh and his ten year old son Altaf Hussain residents of Kuchal Chatroo died in the accident. Meanwhile, MLA Inderwal G.M.Saroori while expressing shock over the death of father and son, demanded ex-gratia relief of rupees one lakh each to the next of kins of deceased. (CNS) -
We will never forget the horrific night when we lost everything; say Kunan-Poshpora victims
Ex-DC Kupwara breaks silence on ‘mass rape’ after 23 yearsSrinagar: Bringing tears into the eyes of many in the audience here at hotel Grand Mumtaz after victims of Kunan-Poshpora mass rape recounted the bone-chilling incident here today and sought support of people of Kashmir to bring the perpetrators to justice.
“We were ruthlessly raped by the soldiers. We have been stigmatized, left alone by our own people and denied justice by successive regimes for the past 23 years,” one of the victims of 1991 mass rape case narrated during a programme here leaving every eye moist.
Jammu and Kashmir Coalition of Civil Society (J&KCCS) Sunday organised a seminar ‘Kashmiri Women’s Resistance Day’ to remember the sacrifices laid down by Kashmiri women since 1947.
Speaking on the occasion members of Support Group for Justice for Kunan Poshpora Survivors (SGJKPS) on Sunday reminded the people of the atrocities, assaults, abductions, disappearances and human rights violations that women of Jammu and Kashmir have been subjected to, by security and para-military forces.“Rapes and sexual assaults, which are internationally recognized as a war crime, and a form of torture, have been extensively and routinely used as a weapon of war in Jammu and Kashmir,” said one of the members of SGJKPS.
One of the victims while speaking about that untoward incident recalled February 23, 1991 as the darkest day for them. “We don’t feel alive as if we don’t exist for outside world. But we will struggle till our last breath,” one of the victims said.
Adding to the aftermaths of that incident one of the survivors said they were being taunted for being the residents of Kunan – Poshpora as if they were the culprits. “Many of the school going children left education for being abused continuously. Because of the social stigma associated with it they preferred to stay indoors,” said one of the victims.
Meanwhile, Syed Mohammad Yasin, who was Deputy Commissioner Kupwara for the first time broke silence since the mass rape incident happened saying when he refused to give clean chit to the culprits and close the case, he was threatened and transferred from one place to another.
Yasin at the time of the incident recalled his visit to the twin villages after receiving information from village chowkidar about the mass rape.
“I was shocked to see the plight of the women. The victims, including old and young, were weeping and crying. They narrated their ordeal. I must say I felt ashamed while recording their statements. A woman told me that she was kept under jackboots by the soldiers while her daughter and daughter-in-law were being raped before her eyes. A pregnant woman was not spared either; she gave birth to a deformed baby four days after the incident,” Yasin said.
“I collected bloodstained clothes of victims and empty wine bottles from the village and handed them over to the police for investigations. The men too were interrogated so that they don’t take up the issue or disclose the tragic events to the masses,” Yasin said while addressing a gathering at a hotel here on the ‘Kashmiri Women’s Resistance Day’ organized by J&K Coalition of Civil Society, the support group for ‘Justice for Kunan-Poshpora Survivors’ to mark 23rd anniversary of the ‘mass rape’.
Yasin reiterated what he had mentioned in his report about the February 23, 1991 incident—“the soldiers from 4 Rajputana Rifles behaved like wild beasts and allegedly gang raped up to 32 women without any consideration of their age, marital status or pregnancy. The victims ranged in age from 13 to 60.”
Yasin said the Press Council of India team led by senior journalist B G Varghese, which later gave a clean chit to the Army, had asked him to “save the soldiers in the national interest.”“I told him (Varghese) ‘are you not ashamed of what your Army has done in Kunan-Poshpora?’ However, he started threatening me and my family. Even the Special Secretary tried to persuade me to close the case. However, I refused to do so. Later, I was transferred from one place to another but I never comprised over my report.”
Yasin said the then Governor had summoned him and asked what made him to write that Army soldiers had acted like beasts. “I replied that they were worse than beasts.” He also said the then Special Secretary, SS Kapur, had direct involvement in trying to shelve the case and shield the perpetrators.
“What kind of democracy is India? How do they claim that their Army is disciplined? They have the worst Army. The Kunan-Poshpora mass rape is a blot on the face of Indian democracy,” Yasin said.
Twin Kunan and Poshpora villages in north Kashmir’s Kupwara district witnessed mass rape of over 40 women allegedly by the soldiers of the Army’s 4 Rajputana Rifles of 68 Brigade during the intervening night of February 23 and 24 in 1991.
“We can never forget the horrific night when we lost everything – our chastity, dignity and self-respect. Army personnel cordoned our village and ordered all men out of homes. They barged into our homes…we resisted, cried for help but to no avail. That night seemed too long and unending and they raped us one by one brutally,” recounted one of the victims.
“For many days we were lying in the same condition as Army continued the cordon around our village. Many young girls were bleeding profusely, some were crying and others left shell shocked. It was like a hell all around.”
For some minutes there was complete silence in the audience at a local hotel here. After some moments only sobs could be heard. “Due to gang-rape uterus of 18 young victims were damaged and had to be surgically removed. We faced social boycott for no fault of ours. Successive regimes left no stone unturned to hush up the case by changing our statements. Since 1991 no one came to our rescue. We have been fighting a lone battle,” the victims said.
The audience stood up and gave a standing ovation as a mark of tribute to resilience and courage of these victims.
“When a girl was gang-raped in Delhi whole country rose against it. But in our case there was total silence. We don’t want any women to suffer like us. We don’t want money or jobs but justice. We were raped but through our struggle we will expose and dishonor the accused. It is our last wish to get the accused punished,” the victims said.
Even though we may confront more challenges in the journey of justice, but we will never allow the perpetrators to get away, or bury their injustices under the castles of fake promises and development. We will neither forget nor forgive. We shall continue to endorse, support, recognize and remember the sacrifices of women of Jammu and Kashmir. We shall continue to fight and resist against all forms of structural violence perpetrated against women in Jammu and Kashmir, the victims said.(GNS)

Army creating state within state in Kashmir: Mirwaiz
‘Attempts being made to run parallel government by army’
Srinagar: Claiming that the Army is hell bent in creating state within the state in Jammu and Kashmir, Chairman Mirwaiz Umar Farooq Sunday stated that now army is striving to become party to the Kashmir issue by issuing the statements of political nature in the recent past.
According to the KNS correspondent, Mirwaiz while addressing the seminar titled ‘Denial of justice- Policy of the state’ at the Huriyat Headquarters here, stated that the army has started its interference into the subtle issues related to kashmir dispute and that it is trying to run an alternate government in the ‘troubled’ land. While slamming Omar Abdullah for his remarks about the revocation of Armed Forces Special Powers Act (AFSPA), Mirwaiz stated that the ‘apologetic’ attitude of the chief minister of the state vindicate his seriousness in the revocation of the ‘black laws’.
Mirwaiz while hailing the courage of the victims of Kunanposhpora rape case, stated that the women have turned out to be the most affected lot during the ongoing conflict. “We salute the morale and courage of the victims of the Kunanposhpora and the related incidents; they have bravely unmasked the culprits.”
Mirwaiz while stating further that New Delhi’s administration, army and judiciary is hell-bent upon crushing the ongoing struggle of the people of Kashmir, maintained that it is very unfortunate that even the intellectual class of India has ‘prejudiced’ opinion vis-a-vis its Kashmir and its people.
The Huriyat Chairman added further that Kashmir’s resolution is possible either through the implementation of UN resolution or through the tripartite dialogue but for the same it is vital that the human rights abuses in the region must end at the earliest. “Kashmir is not a geographical or regional issue but it is a political and the human issue and with it is associated the aspirations of the people of this land”
Mirwaiz said that the people of Kashmir have been denied their basic right and that even the judiciary has failed to bring culprits to the book who are involved in the gross human rights abuses. “Then it is the lot of the pro-India politicians here that legitimizes India’s every illegal action here.”
Other senior separatist leaders including Professor Abdul Gani Bhat, Abas Ansari, Aga Syed Hassan, Musadiq Adil, Zafar Akbar Bhat, Javaid Ahmad Mir, Hakeem Abdul Rashid, Abdul Manan Bukhari, Choudary Shaheen Iqbal, Syed Bashir Andrabi and Mushtaq Sofi also participated in the seminar. Kashmir police lodges case for ‘mischievous’ Facebook, Whatsapp message
SRINAGAR: Police in Kashmir Sunday lodged a case against unknown persons for circulating a message which claimed that the Jammu and Kashmir police was observing a strike on March 15.A special team of police has been formed to crack the case and track down the person(s) who created the message which was circulated on Whatsapp messenger on android mobile phones and social networking site Facebook in Kashmir.
“Some anti-social and mischievous elements have uploaded a frivolous message on Whatsapp messenger and Facebook regarding police strike being observed on March 15th. Police has taken cognizance of the mischief. An FIR number 17/2014 under section 505 RPC, 66 ‘A’ IT act has been lodged at Shergari police station and investigation has been taken up,” a statement mailed by the police to press noted.
A team has been constituted to crack the case immediately and arrest the culprit after tracking them, it said.

JCC hails Omar’s ‘employee friendly’ statement
‘No politically motivated person allowed to derail genuine employees struggle’
Srinagar: The Convener JCC Rauf Ahmad Bhat (President Civil Secretariat Non Gazetted Employees Union) has hailed the statement made by the Chief Minister on the floor of the House as optimistic and employees’ friendly.
The statement maintained that the JCC Convener stated that no politically motivated person shall be allowed to derail the genuine employees struggle for their ulterior motives.
The employees’ leadership of the state of Jammu and Kashmir is living its promise of employees’ representation. The JCC, an umbrella organization of all Trade Union outfits of the state under the visionary convener ship of Bhat through grounded and logic based argumentation has succeeded in breaking the ice regarding the age old employees demand for enhance of retirement age fro 58 to 60 years.
Rouf, Convener joint Consultative Committee, during his series of meetings with all the concerned in the established from top to bottom has preferred solid justifications in favour of the above said demand. The efforts are likely to yield results and a positive decision is expected in offering.
The last around six months Trade Union activities conducted under the young and well equipped convener ship has marked directions for further trade unionism in the state. The lines are clear. The employees being part of establishment cannot be anti establishment on whatsoever account.
Now, since the Trade Unionism in J&K is going through a curcial period of transformation and Rouf Ahmad Baht, appeals t all the employees in general and all employees’ leaders in particular to join hand with Jammu and Kashmir joining consultative Committee to make it vibrant and participatory trade union for all times to come for all issues to come.
