    Srinagar: Two militants have been killed in an encounter between government forces and militants in Rambagh area of Central Kashmir’s Srinagar on Monday.

    A senior police officer told news agency—Kashmir News Observer (KNO) that two unidentified militant have been killed while as search is on in the area.

    Earlier an official said that a joint team of Police and CRPF launched a cordon and search operation on specific information about the presence of militants in the area.

    He said that as the joint teams of forces approached towards the suspected spot, the hiding militants fired upon them which was retaliated, triggering an encounter—(KNO)

    An official told News agency—Kashmir News Observer (KNO), that a joint team of Police and CRPF launched a cordon and search operation on specific information about the presence of militants in the area.

    He said that as the joint teams of forces approached towards the suspected spot, the hiding militants fired upon them which was retaliated, triggering an encounter.

    A senior police officer also confirmed the exchange of fire between forces and militants.

    Lt Governor takes a comprehensive review of the various NHPC projects in J&K

    Modalities for expediting the upcoming Pakal Dul, Kiru, Kwar projects finalized

    Srinagar: Lieutenant Governor, Manoj Sinha took a comprehensive review of the status of various projects of National Hydroelectric Power Corporation (NHPC) in the Union Territory of Jammu and Kashmir in a meeting at the Raj Bhavan here today.

    With the intervention of Lt Governor, modalities have been finalized for the upcoming 850MW, new joint venture Ratle project which will augment the existing generation capacity in the region. The meeting also decided that the supplementary MOU will be finalized through joint discussions between MOP(GOI), GoJK (JKSPDC) and NHPC.

    Threadbare discussions were also held to fast-track the execution of the upcoming Pakal Dul, Kiru, and Kwar projects. Cumulatively, the upcoming power projects will generate 6298MW at the cost of Rs 54593 crores substantially enhancing the generation capacity in the region.

    Chairman & Managing Director (CMD), NHPC Limited, AK Singh briefed the Lt Governor regarding the details of commissioned and generation capacity of NHPC’s Power Stations across J&K, besides the present status of the NHPC projects under execution in the UT.

    The Lieutenant Governor was briefed about the completed Projects of NHPC in J&K and their generation capacity included – Power Stations- Salal (Stage I & II), MW 690 ; URI-I , MW 480; Dulhasti- MW 390; Sewa II, MW 120; Uri II, MW, 240 and Kishanganga, MW 330; collectively generating 2250 MW.

    The Lt Governor issued on-spot directions for completion of ongoing projects and called for better synergy between agencies for making J&K a power surplus region in the country. Remove bottlenecks, if any, hampering the completion of the projects, he added.

    Stressing on speedy completion of the projects, the Lt Governor directed the concerned officers for completion of all projects within the set timelines. He also asked the NHPC functionaries to take innovative measures and explore various conventional and non-conventional sources for the development of hydropower sector in Jammu and Kashmir.

    The Lt Governor enquired about the CSR works being carried out by the NHPC in the field of Healthcare, Education, Swachh Bharat and Vocational Training. He also sought details of the Direct & Indirect Employment generated through NHPC projects to residents of J&K.

    It was also informed that NHPC has played a significant role in Rural Electrification in 5 Districts – Kathua, Udhampur, Jammu, Srinagar, and Budgam.

  • Hope Article 370 will be restored in J&K with China’s support: Farooq Abdullah

    Srinagar: Former Jammu and Kashmir Chief Minister Farooq Abdullah on Sunday held the Centre’s decision to abrogate Article 370 responsible for the Chinese aggression at the Line of Actual Control (LAC) in Ladakh.

    Speaking exclusively to India Today TV, Farooq Abdullah said that China “never accepted” the Abrogation of Article 370, and hoped that it will be restored with China’s support.

    “Whatever they are doing at LAC in Ladakh all because of the abrogation of Article 370, which they never accepted. I am hopeful that with their support, Article 370 will be restored in J&K,” Farooq Abdullah said.

    “I never invited the Chinese President, it was [PM] Modi who not only invited him, but did jhoola sawari with him. He [PM Modi] even took him to Chennai and had food with him,” Farooq Abdullah said.

    Further speaking on the Centre’s decision on Jammu and Kashmir, Farooq Abdullah said that “what the government had done on August 5 [in 2019] was unacceptable”.

    Farooq Abdullah further said that he was not even allowed to speak on the problems of Jammu and Kashmir in Parliament.

    Article 370, combined with Article 35A, accorded Jammu and Kashmir special status under the Constitution of India, allowing it to have a separate constitution and a separate penal code among other legal distinctions.

    Parliament had passed two resolutions on August 5 last year. The first rendered Article 370 inoperative in Jammu and Kashmir by applying the power granted under the same Article of the Constitution. The second resolution was for bifurcation of the state of Jammu and Kashmir into two Union Territories — Jammu and Kashmir, and Ladakh.

    The special status of Jammu and Kashmir, and its reorganisation came into effect on October 31.

    After the abrogation, top Jammu and Kashmir political leaders including Farooq Abdullah, his son and former CM Omar Abdullah and PDP chief and former CM Mehbooba Mufti were put under house arrest. The Abdullahs have been released since.

    Currently, India and China are locked in a tense border standoff in Ladakh. Both sides have held a series of high-level diplomatic and military talks to resolve the border row.

  • Workers Party President concludes five day long visit to Handwar, Langate

    Handwara: The president of Jammu Kashmir Workers Party Mir Junaid concluded a five day visit to Handwara and Langate in which he visited 41 villages where he visited various block offices and municipalities.

    A party spokesperson in a statement to news agency KINS says Mir also visited various hospitals to check on the facilities that were available to common people.

    “During his visit to Handwara and Langate constituencies, Mir met 56 delegations belonging to various areas of these constituencies. During the meetings, people expressed their problems in front of the JKWP president who assured them that their grievances would reach the ears of the higher ups in the government,” the statement reads.

    Mir as per the statement promised the delegations that his party would materialise the solutions to all the problems that they were facing and would not stop until each problem is solved. Mir then asked the people to come up and voice their problems to him whenever they are in need.

    Mir said that he will always be available for his people and his every effort will be guided by their welfare and prosperity. Mir also told the delegations that his office will be open 24/7 for listening to the problems of the common people and his services will always be at their disposal.

    Mir took notes of the various shortcomings the area was facing and will be compiling a report for their fast track solution soon. Mir advised the delegations to become part of local self governance machinery for proper planning and development of their areas.

    Srinagar: High returns of Integrated Farming have become another attraction for the cultivators of high end Saffron crop in this mountainous district of Kishtwar.

    Together with the Saffron, a high-value commercial/export crop being grown in a few pockets, the farmers are undertaking mushroom cultivation, Bee Keeping, Protected Vegetable growing with special focus on local specialties for doubling the farm income.

    The Agriculture Department is ensuring involvement of PRI members in selection of beneficiaries for better implementation of schemes and programmes at the gross root level.

    The Department, with the help of field functionaries is also endeavoring to achieve 100% targets set for implementation of Kissan Credit Card Scheme (KCCS) and Pradhan Mantri Kisan Samman Nidhi Yojna (PM-KISAN).
    The department is motivating the farmers to follow integrated farming system. The farmers are being offered incentives and knowhow for mushroom cultivation, Bee Keeping, Protected Vegetable growing. A special focus is being laid on local specialties for doubling the farm income.

    Agriculture is the main source of livelihood in Kishtwar District as in the rest of Jammu and Kashmir Union Territory.

    The major crops grown in the district are maize, wheat, paddy and grain. A total of 25872 Hectares area of the District is under food and non food crops out of which 15186 Hectares area is under HYVS (High yielding variety seeds).

    The cold climatic conditions suit the horticulture sector. The main fresh fruit produced in the district includes Apple, Apricot, Plum Pear and Peach and dry fruits produced include Walnut, Almond and Peanut. Kishtwar is also known as unique land of saffron.

    While attending a meeting of Back to village-3, Abdul Qyoom, a resident of Block Marwah said that the farmers are pinning high hopes from the Saffron farm being developed by the Agriculture department in the district. He said the modern technique and research based interventions being used there is capable of producing high quality saffron. The success of technique would also benefit the private growers when it is taken to their farms, he hoped. Kishtwar is the only district of saffron producing district in Jammu region.

    Kishtwar saffron is very famous owing to its fine flavour, colour and medicinal value. For being a low volume and lucrative cash crop, Saffron is a very popular crop in the region. The main marketing channels are brokers/local traders/cooperative societies etc.

    Villages namely Thakraie, Kuchhal, Kuchhan, Bunjwah, Inderwal/Chatru, Palmar, Trigam, Poochal, Dool, Padyarna, Na-gseni, Paddar (Ligri &Tata Pani) and some villages of Drabshala and Dachhan blocks are known for commercial cultivation of saffron in the district. About 202 hectares of land in the district is under the saffron cultivation, producing 5-6 quintals of saffron annually. It takes about 4, 50,000 stigmas or 1, 50,000 flowers to produce 1 Kg of saffron spice.(KINS)

    Srinagar: Depression is a major talking point in today’s world, but we wouldn’t be wrong to say that there is still a lack of awareness about mental health-related issues in India. On World Mental Health Day, today, we share two real-life testimonials — of a person who’s recovered from depression and another who has been battling depression for long — and how they hope to make people understand the importance of mental health.

    ‘If family and friends are there for you, it’s half the battle won’

    I used to work as an analyst with an MNC, and had a fairly busy life. I grew up in a joint family and when I got married, I moved in with my in-laws. They were supportive of my career.

    Everything was going great until nine years ago, when I quit my job to take care of my in-laws. Age had caught up with them, and they needed constant supervision. I didn’t realise when I cut myself off from my friends and gave up on sketching, which I was passionate about.

    Within two years, we lost both of them. Soon, I found myself holed up at home, with no job, no friends and a husband and son who had no time for me. I tried applying for other jobs, but nothing materialised. I had become a zombie; there were times when I wouldn’t even realise if someone was speaking to me or if someone had walked into my room. I started hearing my mother-in-law’s voice, would cry out of the blue and just take off on long walks all by myself.

    I felt empty from within. It was my mother, who had come to visit me from Erode, who realised something was wrong with me. She spoke to my husband and they took me to a psychiatrist. I attended therapy and on her insistence, picked up the paint brush again. My husband and son, too, started spending time with me. It’s been two years since I started volunteering for an old-age home and a rehabilitation centre for those suffering from depression and other mental disorders.

    People should treat mental illness like any other ailment; it needs immediate attention. You needn’t have gone through some major tragedy; even small things, like work pressure or having no one to talk to, can disturb you. If family and friends are patient with you, don’t get annoyed if you keep repeating things and, in all, be there for you, it’s half the battle won.

    It’s sad how people are clueless about mental disorders in India’

    The year was 2016. I had just moved to Pondicherry from Chennai for my first job. I was in a new city without friends and working for a bad boss. I had just broken up with my boyfriend as well. Everything went downhill from there. I started having these regular bouts of hopelessness, crying spells, apathy and sadness.

    I would question my existence and had absolutely no reaction to all that was happening around me. Once, I slept for almost two days straight and my hostel warden began panicking. I began having suicidal thoughts and one day, while returning to my hostel, I deliberately tried crossing the road on which a bus was speeding through.

    Though the bus didn’t hit me, the incident jolted me awake and I decided to seek help. I was put on medications. I was afraid to open up to a counsellor. But, I eventually did. During the lockdown, I tried discussing my mental health with my parents, but they thought I was just trying to avoid work. It’s so sad how people are clueless about mental disorders in India! I tried distracting myself by picking up a book to read. But, I wouldn’t be able to go past the first two lines.

    Neither was watching movies helping me as I couldn’t focus on anything. Though I am not completely out of the phase yet, I am feeling relatively better than what I did four years ago.

    ‘Lend people a patient ear’

    Since the lockdown, we’ve been receiving several calls pertaining to job losses and pay cuts. There is anxiety among people about their future. Women, especially, are emotionally, mentally and physically stressed as they are struggling with their work-life balance during lockdown. With everyone cooped up inside their homes for a long time, some relationships have strained.

    We have been advising people to identify symptoms like restlessness, sleeplessness and wanting to stay isolated. If you think you are going through an emotional turmoil, talk to someone who you think will not judge you. Lend such people a patient ear. Seek professional counselling, if needed. We have been advocating transactional analysis, Tai chi and breathing techniques.

  • Kansal reviews winter preparedness of PDD in J&K

    Srinagar: Principal Secretary Power Development Department, Rohit Kansal today chaired a meeting with senior officers to review the preparedness of Power Development Department (PDD) with regard to power supply for the upcoming winter season in Jammu and Kashmir.

    The meeting was attended by Managing Director KPDCL, Chief Engineer KPDCL, Chief Engineer Projects, SEs, EXENs and other concerned. MD JPDCL and other concerned from Jammu division participated in the meeting through video conferencing.

    At the outset, the Principal Secretary was briefed about the Action Plan and its implementation during the upcoming winter season in both the divisions of Kashmir and Jammu and other preparations for the upcoming winter season.

    The meeting discussed various issues with regard to branch cutting of trees along Transmission Lines and power supply lines, buffer stock of transformers, tendering of transformers and workshops’ upgradation, setting up of divisional control rooms etc.

    Speaking on the occasion, Kansal directed the concerned officers to maintain buffer stock of transformers for time-bound replacement of damaged equipment and subsequent reclaimable transformers and eventually adding them up to the buffer stock.

    He also set a deadline to repair and reclaim transformers so that buffer stock of such transformers would be added besides the repairing of transformers in the normal course of time.

    On establishing divisional control rooms in all divisions of distribution division, he directed the concerned to set up a dedicated 24X7 public grievance center with sufficient staff to cater to the consumers’ complaints.

    He told the meeting that for additional infrastructure under SAUBHAGYA, Rs 50 crore each have been sanctioned for Kashmir and Jammu divisions to replace wooden poles and barbed wires and directed to concerned officers to issue tenders for the work so that an entire village would be taken for the upgradation of power system.

    He said that during the upcoming winter season the priority is that the system must be up and running with minimum disruption in the power supply system.

    The meeting was also informed that in areas like Gurez, Machhil, Keran, Karnah etc which remain cut off during winters, sufficient amount of fuel (Diesel, Petrol and K-Oil) has been dumped for which funds have already been released to the concerned chief engineers.

    Srinagar: Advisor to Lieutenant Governor, KK Sharma, today visited the Mega Fruit Mandi Aglar Shopian and reviewed the development activities being executed there.

    District Development Commissioner Shopian, Chaudhry Mohammad Yasin, SSP Shopian, Amritpal, Director Industries, MD Sicop, Chief Agricultural Officer, Chief Horticulture Officer, Manager Industries, Police & other concerned officers accompanied the Advisor.

    During his visit to Mandi Fruit Growers Association, Traders and Civil Society members met the Advisor and apprised him of their issues.

    President Fruit Growers Association, Mohammad Ashraf, apprised the Advisor of several issues and demands which inter alia included protection Bund, mhacadamization of approach road, smooth plying of fruit trucks on National Highway and other hardships. Besides, civil society members and others also put forth their genuine demands for early settlement.

    Advisor listened to the issues raised during his interaction with the public and assured that all these would be looked into seriously and redressed in a time bound manner.

    Regarding de-congestion of traffic on national highway and Mughal road, the Advisor said that the matter would be taken up at the appropriate forum for an early redressal.

    Advisor also visited and reviewed the functioning of various units including Orchard Fresh Cold Chain Private Limited, Green Valley Estates and Firdous Cold Storage Aglar Shopian and other units.

    He asked for close scrutiny of the proposals being submitted by various aspiring entrepreneurs and big industrial units so that the viability of these can be ascertained.

    Advisor urged upon the Fruit Growers, Traders and other stakeholders of the Mega Fruit Mandi Aglar and Industrial Estates to ensure strict adherence to all necessary preventive protocols regarding COVID-19 to contain further spread of this dreaded virus.

    He directed the concerned officers to promote income generating activities and attract the young entrepreneurs towards Hi-tech farming ventures.

    During his visit to Industrial Estates Aglar, the Advisor emphasized upon quality of the apple production to make them more competitive.

    DDC briefed the Advisor about various development activities being taken up in the area like augmenting power supply and portable drinking water, better road connectivity and other development works going on in the Mandi. He said that Executing Agencies have geared up to fill up the gaps created due to COVID-19 and additional men and machinery has been pressed into service for timely completion of works.   • Panchayat & Municipal By-Elections 2020: CEO convenes meeting of political parties

    Srinagar: Chief Electoral Officer, J&K Hirdesh Kumar, conducted a meeting with the representatives of political parties regarding the conduct of Panchayat and Municipal By-Elections 2020 and several issues were deliberated in the meeting for the smooth conduct of the By-Elections.

    Chief Electoral Officer (CEO) J&K, apprised all the representatives of political parties about the conduct of By-Election 2020 by mentioning that all the preparations have been finalised including providing all logistics and procurement of election material.

    The Panchayat By-Election 2020 will be conducted through Ballot Boxes on non-party basis, whereas Municipal Election will be conducted on party basis through M2EVMs and accordingly a detailed scheduled in this regard is being issued shortly.

    He further said that the continuous updation of Panchayat Electoral rolls w.r.t 01-01-2020 is under process with the aim that no eligible voter to be left behind unregistered, as far the updation of Municipal Electoral Rolls a Special summary revision is being conducted with the qualifying date as 01-01-2020.

    Regarding the free, fair and transparent conduct of election, CEO J&K assured all the political parties that Panchayat By-Election and Urban Local Bodies By-elections 2020 will be conducted in free, fair, transparent, ethical, participative and COVID safe manner.

    Several issues were raised by the representative of political parties including the deferment of the election due to COVID-19 , provision of adequate security as per actual threat perception and need without any party affiliation, and conducive atmosphere for the conduct of elections.

    In response CEO, J&K informed that the said By-Elections can’t be indefinitely deferred as the Govt., has now decided to conduct By Elections on the analogy of Assembly Elections being conducted in the country after observing all COVID-19 SOPs. He further assured that all COVID-19 related arrangements shall be ensured at polling stations including the provision of face masks, sanitizers, thermal scanners etc and proper social distancing will be ensured during the entire election process.

    Among the prominent Dr. Rama Kant Khajuria representative of Indian National Congress, Shri Harsh Dev Singh, Chairman, J&K National Panthers Party, Shri Narender Singh Raina representative of PDP and other officers/officials of CEO Office J&K attended the meeting.(KINS)
