  • A China-Iran deal could provide Pakistan with windows of opportunity

    Iran is also discussing a Liquefied Natural Gas (LNG) pipeline to China along the CPEC via Pakistan Administrated Kashmir

    It is no secret that despite international sanctions, Iran is known for leaving Western powers at a loss, sometimes by making what are considered to be outrageous statements, on other occasions with similarly outrageous actions. In July, the New York Times ran a story on its front page about a leaked document underlining a strategic partnership between China and Iran. According to the document in question, the $400 billion deal will encompass investments in energy, infrastructure and telecommunications, as well as deepening military cooperation which would include joint research and weapons development, and intelligence sharing.

    There has been no official confirmation from Beijing as yet. This is not surprising, as China keeps its economic cards close to its chest. According to Iran’s Foreign Minister Jawad Zarif, however, Tehran has been negotiating the “25-year accord with China with confidence and conviction.” He explained that talks have been ongoing since President Xi Jinping’s 2016 visit to Tehran. In return, added Zarif, China will get a guaranteed supply of Iranian oil at a premium price for the next quarter of a century.

    As anticipated, there were tremors across the board internationally at this news, and rightly so. This deal ushers in a lifeline for Iran’s economy while also strengthening China’s economic footprint in the Middle East.

    Moreover, it has regional and international consequences, with an immediate impact on the neighbour of both Iran and China, and Beijing’s “time-tested” friend, Pakistan. Apart from anything else, the deal provides windows of opportunity for Pakistan to rebuild its ties with Iran, something that Prime Minister Imran Khan’s government has been trying to forge since it came to power in 2018. Iran is one of the few countries that has been vocal on the Kashmir issue and has stood by Pakistan despite the fact that Islamabad has been inclined overtly towards the Saudi Arabian camp.

    Better relations will pave the way for increased border security for both Pakistan and Iran. Even though incidents on the border are usually resolved through dialogue, there tends to be an air of resentment in the aftermath. Iran blames Pakistan for providing refuge to Iranian militant groups such as Jaish Ul-Adl, while Pakistan points to Baloch separatists who carry out similar attacks from bases in Iran’s Sistan-Balochistan province. In April 2019, both countries announced the formation of a Rapid Reaction Force to counter the threats from militants. In January this year, during the 23rd Pak-Iran Joint Border Commission meeting, they signed an agreement, the objective of which is to address border issues which include smuggling, human trafficking and all acts of a terrorist nature.

    Increased security between Iran and Pakistan will be welcomed by China, whose integral economic interests necessitate a peaceful Pak-Iran border. At the moment, this applies particularly to the China-Pakistan Economic Corridor (CPEC), which is the flagship project of China’s Belt and Road Initiative (BRI). China’s partnership with Iran will also come under the BRI with the aim of connecting Central Asia and Afghanistan with Europe via the CPEC. The Iranians have on many occasions expressed their desire to be part of the CPEC, either through a bilateral or trilateral arrangement.

    For Pakistan, the corridor seeks to fill the energy and infrastructure voids in the country. Khan has only recently reaffirmed the importance that Pakistan attaches to the CPEC by saying that his country’s economic future is intertwined with China. There is no doubt that Iran’s formal incorporation into the BRI will be instrumental in easing Pakistan’s energy crisis. The former has the capacity to export 3000 MW of electricity to Pakistan at low rates. Correspondingly, the Iran Pipeline — delayed primarily by construction delays on the Pakistani side — can now be expedited. Iran completed its part of the pipeline in 2011. The China Petroleum Pipeline Bureau (CPPB) showcased its desire to work on the remaining part of the IP from Gwadar to the Iranian border in 2016. Through its planned partnership with China, Iran is also discussing a Liquefied Natural Gas (LNG) pipeline to China along the CPEC. If this materialises it will have a host of benefits for all three countries.

    The Iran-China deal will boost trade between Pakistan and Iran. The two countries have already discussed how potential bilateral trade could amount to $5 billion. With a China-Iran understanding in place, Pakistan can use China’s banks to facilitate commerce with Iran. It should also be noted that if there is no reduction in US sanctions on Iran in the future, Pak-Iran business can take place in the form of barter-trade in which both countries can build on their respective comparative advantages, namely in agriculture and energy.

    In July, China dropped India from the Chabahar to Zahedan rail project citing delayed finances as the reason. However, it is believed that India’s leanings towards the United States was the real reason. Regardless of the reason why, India’s exit has left Delhi without a strategic vantage point and lever of influence into Afghanistan and Central Asia. India’s decampment also provides a security buffer for the CPEC, since Delhi has made its opposition to the project abundantly clear on several occasions. All this undoubtedly plays to Pakistan’s advantage. Another thing which Pakistan can benefit from is the proposed sharing of intelligence, which is an important component of the China-Iran deal.

    One pivotal question is whether, in the aftermath of Chinese investment, the port of Gwadar in Pakistan will lose its significance. The short answer is no. In terms of natural depth, geographical placement and utility, Gwadar holds the trump card over Iran’s Chabahar. This is not to dismiss the latter’s importance, though, as the two ports invariably complement each other. The two countries have also signed a Memorandum of Understanding (MoU) of Sister Ports so that further confluence is likely. This seems more plausible given that the China-Iran deal envisages an upgrade of bilateral and regional affiliation and engagements with neighbouring countries which implies that both ports will benefit from Chinese investment.

    The question remains whether Pakistan can turn this deal to its advantage. Islamabad must also be cognisant of the impending challenges it faces, primarily in the form of a severe backlash from the Saudi, UAE, Israeli, Indian and American camps. Moreover, Pakistan needs to set its own house in order soon if it wants to embody the CPEC in a timely fashion. Apart from avoiding a complete financial crisis, this also includes streamlining bureaucratic hurdles and maintaining a civilian-military equilibrium. If all trials and tribulations are met and dispelled, and if the China-Iran deal materialises, it will most definitely be nothing short of a game-changer in terms of economic development, not only for the three countries, but also for the region as a whole.

    The 32-year-old is best known for her stint on “Bigg Boss 6” and was also a contestant on “Fear Factor: Khatron Ke Khiladi 6”. She was also seen in the 2014 Salman Khan-starrer “Jai Ho” and the web series “Special OPS” that dropped earlier this year. Sana has worked in a handful of Tamil and Telugu films, too.

    Her decision garnered reactions from industry colleagues and social media users.

    New Delhi: Amid rising tensions with India along the LAC in Ladakh, China is helping Pakistan install surface-to-air missile near Pakistan Administered Kashmir.

    With the dispute on Line of Actual Control (LAC) between India and China only surging, China has taken its military-to-military cooperation with Pakistan to the next tactical level.

    The intelligence report also suggests that China and Pakistan are working towards better integration of their militaries.

    New SAM sites in Pakistan Administered Kashmir

    Construction is in full swing near Lasadanna Dhok in Pakistan Administered Kashmir for installation of a surface-to-air missile (SAM) system.

    As per the media reports, around 120-130 Pakistan Army personnel and 25 to 40 civilians are working on the construction sites and control room of this missile system is located in Bagh district. Intel report further suggests that PLA personnel will also be deployed there along with Pakistani officials.

    Similar construction had also been reported at Chinari in Jhelum district, and Chakothi in Hattian Bala district of Pakistan Administered Kashmir, as per the intelligence report.

    China and Pakistan are working in tandem for better integration of their forces and this year in June, Islamabad posted a senior Army officer at the PLA headquarters in Beijing.

    Xi Jinping plans to control Pakistan’s politics, economy through CPEC authority and BRI which is why Pakistan Administered Kashmir is important for Beijing. This increasing economic and military cooperation in Pakistan Administered Kashmir and Gilgit-Baltistan is in China’s best interests as it is central to Chinese expansionism in the region.

    On September 3, Chief of Defence Staff General Bipin Rawat Gen Rawat had said that India is capable of handling two-front threat. Issuing a stern warning to Pakistan, the CDS further said if Islamabad tries to take advantage of any threat developing along India’s northern borders then it would suffer heavy losses.

    Speaking at the US-India Strategic Partnership Forum (USISPF) conclave, General Rawat said China and Pakistan have been collaborating militarily, economically and diplomatically.

  • Bandipora Police arrests drug peddler, Contraband substances recovered

    Srinagar: Acting tough against the drug dealings, Police in Bandipora have arrested a drug peddler and recovered Contraband substances from his possession.

    Police in a statement issued to news agency KINS said that officers at a checkpoint established at Ganastan crossing intercepted one person identified as Mohd Yaqoob Beigh resident of Ganastan. During checking, officers were able to recover 14kgs of Bhang like substance and 110gms of Charas powder from his possession. He has been arrested and shifted to Police Station Sumbal where he remains in custody.

    Accordingly, a case under relevant sections of law has been registered in Sumbal and investigation has been initiated.

    Community members are requested to come forward with any information regarding drug peddlers in their neighbourhood. Persons found indulging in drug peddling will be dealt as per law.

    Our consistent actions against drug peddlers should reassure the community members that we are making efforts to keep our society free from the scourge of drug menace.(KINS)

  • Awantipora police arrests bootlegger, recovers 16 bottles illicit liquor

    Srinagar: Police in Awantipora arrested a bootlegger and recovered 16 bottles of illicit liquor from his possession.

    Police in a statement issued to news agency KINS said that officers at a checkpoint established at Awantipora Chowk intercepted an individual identified as Ishtiyaq Mahmood resident of Chersoo Awantipora. During search, officers were able to recover 16 bottles of illicit liquor from his possession. He has been arrested and shifted to Police Station Awantipora where he remains in custody.

    In this connection, a case FIR No. 143/2020 under relevant sections of law has been registered in PS Awantipora and further investigation has been initiated.

    Locals have lauded the efforts of Police and appealed to continue such drives in future as well. Police have resolved to act tough against inimical elements.

    Community members are requested to come forward with any information regarding anti social elements in their neighbourhood. Persons found indulging in anti social activities will be dealt as per law.(KINS)

  • Agri Dept. launches drive to eradicate the menace of spurious fertilizers, pesticides, seeds

    Srinagar: The Department of Agriculture Kashmir today launched a special drive to eradicate the menace of spurious fertilisers, pesticides and seeds.

    In this context, the Law Enforcement Agency of Agriculture Department headed by Director Law Enforcement Abdul Rahim Samoon conducted 260 raids and inspections of various godowns, premises and shops dealing with the business across the valley.

    As many as 251 samples were collected during the course and the same shall be sent to different notified laboratories for quality analysis in the UT as well as outside.

    Speaking on the occasion, Director Law Enforcement said that this special drive will continue to ensure regulation of standard and genuine insecticides, fertilizers and seeds to the farming community.

    He warned of strict action against those found involved in contravening any provision of the insecticide act 1968 and fertilizer control order 1985.

    Deputy Director Law Enforcement, Assistant Director Law Enforcement, all Chief Agriculture Officers, Law Enforcement Inspectors were part of the special drive teams.(KINS)

    Srinagar: In an effort to provide the basic facilities and good working environment to the employees, Director Agriculture Kashmir Altaf Aijaz Andrabi today inaugurated a pre-fabricated Seed Production Office at Kitchen Garden Lalmandi, here.

    The Director Agriculture on the occasion reiterated the commitment of providing all facilities to the employees so that they can work for the betterment of the farming community without any inconvenience.

    Director Agriculture appreciated the efforts put forth by the officers, officials and field functionaries of the department during the crisis time of Covid-19 by reaching every nook and corner of the valley and providing agriculture inputs and technical guidance to the farmers despite health risks.

    He stressed upon the officers of the Kitchen Garden Scheme that the Kitchen Garden Scheme should work in a mission mode to promote the vegetable sector of the valley by providing more vegetable seedlings among the growers so that self sufficiency in vegetables is achieved.

    He directed the officers and officials of the scheme to upscale cropping intensity of vegetable seedlings as many hi-tech poly houses have already been erected in different kitchen garden farms of the department and ensure maximum outreach among the enthusiastic growers by introducing high value crops of exotic vegetables for better remunerations.

    Later Director Agriculture visited all Hi-Tech Poly Houses at the Kitchen Garden and Floriculture Section of the Department.

  • DDC Kulgam flags-off 60 boys on Aharbal Trekking expedition

    Srinagar: A group of 60 Students was today flagged-off by DDC Kulgam, Showkat Aijaz Bhat for a trekking expedition from Mini-Secretariat here.

    The event was organized by District youth services and sports department Kulgam and as many as 60 boys from 06 Zones of district are taking part in the 5 Day long trekking camp.
    These boys are scheduled to explore the areas of Aharbal during the trekking programme.

  • Interview date for Chief Finance Officer rescheduled
