  • US withdrawal from Afghan will have implications in Kashmir: Ex JK DGP

Says militant outfits will feel emboldened, urgent need for ‘clear-cut roadmap’

Pune: Asserting that India should adopt a “clear-cut roadmap” to tackle the Kashmir issue, former DGP of Jammu & Kashmir K Rajendra Kumar has said the US pulling out troops from Afghanistan will have implications in the Valley and militant outfits may feel emboldened.
Kumar was delivering the Lalitaditya Memorial Lecture in Pune, organised by Sarhad organisation. During his speech, he also said that there is a need to send a stern message to Pakistan for its support to militancy.
“A stern message needs to be sent to Pakistan in terms of retaliation. We need to make it more costly for Pakistan because today Pakistan is not feeling the pinch it should feel,” said Kumar.
He said India should deal strongly with Pakistan as far as training camps and militant launchpads are concerned.
“Now USA is existing Afghanistan. It has its implications in Kashmir. It is a matter of time that we will be feeling its implications in the Valley. After the US withdrawal, the terrorists organisations would feel pumped up, emboldened,” he said.
Seeing America’s withdrawal as a “sign of victory”, militant outfits can feel that New Delhi can also be defeated, so there is an urgent need for India to adopt a “clear-cut roadmap” to deal with militancy in Kashmir, he asserted.
The US is planning to withdraw 7,000 troops from Afghanistan. The American troops contribute to training and advising local forces fighting the Taliban and the Islamic State group.
Underling Pakistan’s active role in spreading militancy in the Valley, the former IPS officer said Pakistan is not only sponsoring militancy but also sending its nationals to Kashmir in the garb of fighting jihad.
“No matter which government is in power, Pakistan continues to sponsor terrorism in the Valley,” he said.
He said militancy in Kashmir started with local militant organisations but now it is tilting towards Islamic extremism.
“The Valley has a rich history of Sufism but over the years it has moved towards Wahabism,” he said, adding that efforts should be made to take Kashmir back to Sufism.
Suggesting measures, he said the state needs stringent laws to deal with anti-national forces, a concrete policy to encourage youths to give up militancy.
The surrender policy must ensure that youth who give up militancy are gainfully employed and discouraged from returning to the menace, he said. He also called for political outreach and empowerment of the civil society.
He said social media has played a destructive role in inciting sentiments of the youth. PTI

  • Kashmir University bans Pheran

Srinagar: Alama Iqbal Library of the University of Kashmir (KU) has taken a cue from the Department of School Education Kashmir (DSEK) and civil secretariat in banning traditional Kashmiri attire ‘Pheran’.
For the past few days, authorities of the Alama Iqbal Library are not allowing students to enter the library wearing Pheran.
KU students said for the past two days, the library staff was not allowing them to enter the library wearing a Pheran.
According to students, the library staff is quoting Directorate of Internal Quality Assurance (DIQA) guidelines for not allowing them venture into the library wearing a Pheran.
However, they said when they demanded a written copy of guidelines from the library authorities, they refused their request.
Arif Maqbool, a law student, said, “Two days ago, I went to the Iqbal Library but the library staff, on seeing me wearing a Pheran refused me entry.”
J&K Students Movement (JKSM) General Secretary, Naveed Bakhtiyar said, “We want complete revocation of such guidelines and orders, which are adversely affecting our culture.”
He warned the KU authorities of stopping harassing students or be prepared for massive student protests.
KU’s Chief Librarian, G M Peerzada said, “The order of not allowing student to enter the library was in place for security reason.”
He said the authorities would install CCTV in the library in the coming months and when the cameras would be in place, students wearing any kind of dress would be allowed to sit inside the library.
“Many times, some mischievous students were found stealing books from the library while hiding them inside their pherans,” Peerzada said.
Earlier, DSEK had banned ‘Pheran’ in its zonal offices in the Valley while a similar ban on the Pheran was in place in the civil secretariat at Srinagar.
The ban on pheran comes close on the heels of Ministry of Human Resource Development (MHRD) removing Kashmiri from the online portal ‘Basha Sangam’ following a complaint by some Kashmiri Pandits.
All these decision of interfering with the Kashmiri language and indigenous Kashmiri dress are being looked at in the Valley as a cultural onslaught carried by New Delhi on the Kashmiri people

  • No airline interested in night flights from Srinagar airport

Srinagar: Union civil aviation ministry has said that no airline was interested in operating night flights from Srinagar Airport.
The ministry told Parliament—in reply to a query by Srinagar MP Farooq Abdullah— that though the infrastructure needed for night flight operation was available at the airport, no airline was interested in doing so.

Farooq had told Parliament that people were facing a lot of inconvenience because night flights were not available at the airport that has been cleared for ‘international’ flights.
A tiny slice of about 200 kanals of land of the Indian Air Force base, which is built on thousands of kanals of kareva land, is maintained by the Airports Authority of India (AAI) as the Srinagar ‘International’ Airport, housing the terminal and parking space for aircraft. The runway and everything else belongs to the IAF.
After a commercial aircraft carrying members of the Directorate General of Civil Aviation and IAF personnel landed in the night in August, the airport was “technically” cleared for night operations. Former governor NN Vohra later pushed the issue of night operations with the Union ministries of defence and civil aviation. The Centre recently had asked the IAF to clear the decks for night flights.
In its reply to Abdullah’s query, the Union civil aviation ministry also stated that though Srinagar Airport was equipped for international flights, airlines were not operating these because they didn’t find enough customers.
“Indian carriers are free to mount air services from any point in India to foreign destinations as per the respective bilateral air service agreements. However, actual operations are guided by traffic demand and commercial judgment of the airlines,” the ministry said.
The airport, which was given the international status in 2005, handles 38 domestic flights a day. The only international flights operating from the airport are Hajj fights.
The proposal for night flights was mooted by the Omar Abdullah-led government in 2011 but was kept in abeyance as the airport is also used by the Indian Air Force. The state government had expected that an increase in flying hours is likely to boost tourism.

Advisor Ganai also exhorted upon the people and the service providers not to compromise on the fragile environment and keep surroundings clean. He stressed on the stakeholders, including non-governmental organizations to come forward and make Kashmir clean and green.

  • To prevent civilian killings, Govt asks security forces to fine-tune its encounter strategy

‘Will take steps to ensure there is no collateral damage during gunfights

Srinagar, Dec 25: As the recent killing of seven civilians at the encounter spot in village Sirnoo in Pulwama district evoked wide-spread anger triggering a debate whether the standard operating procedures (SoP) of forces was faulty, security grid of Kashmir have started fine-tuning its encounter strategy to prevent repeat of Pulwama incident.
Reliable sources revealed to Kashmir News Service (KNS) that forces were ‘reprimanded’ by the Governor S P Malik and his security advisor Vijay Kumar for the seven civilian killings at the encounter spot at village Sirnoo where three local militants were also killed.
On Friday last, three local militants and seven civilians including a teenager and a MBA graduate were killed in at Sirnoo during an encounter. Forces said that the encounter took place in an open field, where youth from all directions tried to march towards the “spot where militants were cornered” and in the heavy exchange of firing seven civilians got killed.
However, while on one hand, the killing of seven civilians triggered a three-day long shutdown in Kashmir amid protests, the Governor Malik asked forces to follow the SOP in true letter and spirit besides “streamlining their synergy while engaging themselves in counter insurgency operations.” Governor’s advisor Vijay Kumar too chaired a meeting in Jammu and passed similar directions to the forces: “Follow the SoP to ensure civilian causalities don’t occur.”
A source said that all the security agencies have been in a huddle since past many days to “find out what went wrong in Sirnoo.”
“It has unanimously been decided that the law and order component will be further strengthened to deal with the protesters who try to inch closer to the encounter sites in a bid to help militants flee,” the source said. “All the measures will be taken to fine tune the SOPs, to prevent collateral damage.”
A top police officer confirmed that police, CRPF and the army top officials have held a series of meetings to fine-tune the SoPs just to ensure no civilian causality takes place during counter insurgency operations.
“Various layers of cordons will be further strengthened to ensure zero collateral damage. As far as blowing up of houses is concerned, forces only resort to that when there is a firing from the other side,” he said, wishing anonymity. (KNS)
