  • Weather to remain dry till Jan 28: MeT

    Srinagar: The Jammu and Kashmir meteorological has predicted weather to remain dry till next week.

    An official from the MeT department said that “there are chances of light rain during next three days, but the overall weather will remain dry until next week,” he said.

    The night’s lowest temperature in Srinagar was minus 3.7, Pahalgam was minus 5 and minus 5.2 in Gulmarg.

    At minus 19.2 degrees Celsius Kargil was the coldest town in the state, followed by Leh at minus 14.

    Jammu city recorded 7.2, Katra 6.7, Batote 2.7, Banihal minus 1.5 and Udhampur was at one degree Celsius.

  • Will Respond 1 Bullet With 10 Bullets: India

    “The home minister has said we should not fire the first bullet. But if one bullet is fired from their side, we should respond with 10,”

    Mumbai: Indian Minister of State for Home Hansraj Ahir has said and asserted India will respond with 10 bullets for every bullet fired by the neighbouring country.
    “Sending (militants) into India, violating ceasefire has become their (Pakistan’s) nature. They have a twisted mindset. Be it our home ministry, defence ministry or the Jammu and Kashmir police, everybody has to keep co-ordinating and give reply to Pakistan’s misadventures,” Ahir said, speaking to reporters in Yavatmal, Maharashtra.
    “The home minister has said we should not fire the first bullet. But if one bullet is fired from their side, we should respond with 10,” he said.
    As the situation continues to be tense, over 1,000 people staying on border have been moved and schools in the area will remain closed till further notice.

  • Increase in ‘drug addiction’ cases: Govt

    Srinagar, Jan 20: Government on Saturday said that there has been an increase in registration of number of cases related to drug addiction in the state.

    In a written reply to a question by legislator, Chief Minister Mehbooba Mufti said that there has been an increase in registration of number of cases related to drug addiction in the year 2017 as compared to the year 2016.

    Mehbooba, who is also Home Minister, said that a number of measures have been taken against the menace of narcotics use in the State. The measures, inter-alia, she said, include conduct of frequent raids, laying of Nakas and surprise checks to nab the persons involved in smuggling of Narcotic Drugs and Psychotropic Substances.

    “There is strict implementation of the Narcotic Drugs and Psychotropic Substances Act and Rules made there under.” She said police community public group (PCPG) meetings are being regularly held to brief, educate the participants about the harmful effects of these drugs.

    “(We are) launching of anti-drug drives and distribution of printing material to generate awareness amongst the public,” Mehbooba said.

    She said that organizing anti-drug rallies, sports meets etc., youth clubs and Gym Centers have been established with internet facility to channelize the energy of youth in positive and nation building activities.

    “The sale and purchase of intoxicating drugs by the Chemists in the market is being monitored by the drug & Food Control Organization. Necessary precautions by way of conducting patrolling around Schools /Colleges are being taken by District Police to check the use of drugs. Cultivation of cannabis/ poppy is being destroyed by Police / concerned authorities regularly and persons involved are being booked under relevant law”, Mehbooba according to GNS said.

    Mehbooba said under Civic Action Programme (CAP), 09 Drug-De-addiction Centres have been established, at Srinagar, Jammu, Anantnag, Baramulla, Kathua, Poonch, Doda, Budgam and Udhampur.

    To a question whether drug mafia was cultivating poppy etc in forest and at various places in the State, Mehbooba said: “No such instance has been reported.” (GNS)

  • Restrictions in Srinagar areas on Sunday

    Srinagar: The district administration in Srinagar has decided to impose restrictions under Section 144 CrPC in areas falling under the jurisdiction of seven police stations on Sunday.
    The areas where restrictions will be imposed include Rainawari, Khanyar, Nowhatta, Safakadal, M R Gunj, Maisuma and Kralkhud.
    An official in the administration told KNS that the restrictions will be imposed as a ‘precautionary measure’ to prevent protests on the 28th anniversary of the Gaw Kadal massacre.
    At least 52 civilians were killed on January 21, 1990, after the CRPF opened fire on a procession at Gaw Kadal, where people had gathered to protest the alleged molestation of women by security men. The killings took place a day after Jagmohan was appointed Governor to control protests in Kashmir. (KNS)

  • Govt. Has not issued any final list of regularized daily wagers: Drabu

    Assures action against involved, asks people not to pay heed to rumors

    Srinagar, Jan 19: The finance Minister Haseeb Drabu on Friday rejected the reports that the government has issued any list of the daily wagers who have been regularized, terming such an act a handiwork of some mischievous elements.
    On Social media on Friday, a list of the regularized daily wagers was posted which became instantly viral in Kashmir. Same created abuzz in both urban as well as the rural areas of the state with people in a fix over the authenticity of such a list.
    However, when contacted, the finance minister Haseeb Drabu told KNS that no such list has so far been issued by the government. Terming the list posted on Social Media as baseless, he said that some rumor mongers in a bid to create chaos have uploaded the list of regularized daily wagers of the state. “I have already mentioned that the department is examining the cases and only after the budget session is over, the government would initiate the process of regularization,” Drabu said.
    The finance minister added further that strict action will be taken against the person who has done the mischief and that the government has initiated the probe into the matter. “However, I would like to suggest people not pay any heed to the rumor mongers and wait for the government process to finish vis-a-vis the regularization of the daily wagers in Jammu and Kashmir,” Drabu told KNS.   • Stone pelting cases against 9730 persons pertaining to 9 years withdrawn: Govt

    Jammu: The state government on Thursday said that 1745 cases, pertaining to 2008-17, have been withdrawn against 9730 persons on the basis of recommendations by committee constituted for the purpose.

    “The Government on the basis of the recommendations of the Committee constituted vide Government Order No. 25-Home of 2016 dated 20-06-2016 read with Government Order No. 1673-Home of 2017 dated 23-11-2017, approved withdrawal of 1745 cases, pertain to the years 2008-17, involving 9730 persons subject to furnishing of an undertaking by the parents or guardians, to the effect that the accused indulge in any unlawful activity in future and will exhibit good behaviour,” said Chief Minister Mehbooba Mufti, who is also State’s Home minister, in a written reply to question by MLA Er RAshid.

    As regards the details of the particulars of the persons, Mehbboba said it would not be desirable to disclose the names for the security of these persons.

    To other question whether government it intends to grant amnesty to political or jailed militants, Mehbboba gave an oblique answer.

    “The prisoners are categorized as convicts, under trial and detenues whose custody is regulated in

    accordance with the extant legal provisions. Further, the Government reviews, from time to time, the cases of preventive detentions in terms of the provisions of J&K Public Safety Act and on the basis of overall assessment in each case, a decision is taken in regard to release of a detenue,” she said.

  • Now, Army Chief Wants Internet ‘Curbed’ In Jammu And Kashmir

    “We have to take a call on whether we want a safe and secure environment”

    New Delhi: Indian Army Chief Bipin Rawat on Wednesday said that it is necessary to put some curbs on access to the internet in Jammu and Kashmir, as militants often use social media for their activities, ANI reported.

    “In a democratic country, people will not like it [a ban on social media],” Rawat said. “But we have to take a call on whether we want a safe and secure environment, where we are willing to accept curbs on the internet temporarily so that terrorism can be dealt with.”

    The chief of army staff said militants were using high technology systems which “transcend international borders.” “We need to disrupt terrorists and their sponsors,” he added. “We need to identify the nations which sponsor terror.”

    “Nuclear and chemical weapons falling into the hands of terrorists can be a disaster for humanity,” he said.

    On Sunday, Rawat had said that he favoured “ramping up” the military offensive to increase pressure on Pakistan to stop cross-border terrorism. The Army chief said political initiatives for peace must go hand-in-hand with military operations in Jammu and Kashmir.

    The Indian army chief at the start of the week sparked off a controversery when he called for army control over the mosques and schools in the state. His utterances  sparked uproar in the J&K assembly on Monday, with the opposition NC walking out of the house demanding a statement from the chief minister.

    Notably, the Education Minister, Altaf Bukhari had then accused the Army of “meddling in the state’s affairs”.

    Speaking on the issue in the Assembly, NC MLA Ali Mohammad Sagar termed the army chief’s statement as “sad and unwarranted.” 

    Speaking to reporters, Sagar said that there was a problem in the government and that the partners in power were not discussing the issue within.

    “They (PDP and BJP) are not discussing issue within,” he said.

     “The centre says one thing, the army another, the home ministry yet another, and the state government something altogether different. They have different directions,” he said.

     “There is no such radicalisation is Kashmir. The (army chief’s) statement is manufactured propaganda aimed to target Kashmir and Kashmiris,” Sagar had said.

    The Education Minister while taking a strong exception to the army chief’s remarks, had rebuffed his claims and asked him to mind his own business.

    “Everyone has his own domain. Those who have no link to education are talking about it. It is not a fair comment and we do not accept it,” Bukhari had said.

    BJP while reacting to the Minister’s stance described the army as a “stakeholder in the state’s peace and development,” and asked Jammu and Kashmir’s education minister  “not to lock horns” with the military.”

    Kashmiris ‘Tired’ Of Militancy

    People in Jammu and Kashmir are tired of terrorism as they have realised it cannot give them what they want, Army chief Bipin Rawat said on Wednesday.

    In a Facebook Live session at the ongoing Raisina Dialogue organised by Observer Research Foundation (ORF), he also said that people of Kashmir have come to know that it is not possible to secede from India.

    “The people of Kashmir in general, I think, are getting tired of terrorism. They have seen it for too long and they have realised that it hasn’t given them what they had desired for,” Gen. Rawat said.

    “Let me tell you, with a country like India, to seek independence from a nation where we have strong armed forces, very strong democracy and very strong government… you cannot secede away from India.

    “This is what people have realised and while of course some of them have gotten radicalised into joining terrorism and maybe it gives them a macho image or whatever happens, I do feel that most of them want to join the mainstream, but some of them who have got radicalise,d I think we need to address those people and carry out with our our deradicalisation campaign. If that works, I think we can succeed in putting an end to terrorism,” he said.

    Pakistan Attempting To Revive Insurgency

    Army Chief while reacting to the ceasefire violations along the Line of Control (LoC), said Pakistan is trying to make an attempt to revive insurgency.

    “The LoC is live because of infiltration taking place from across the border.There are terrorist bases very much inside Pakistan, attempt is being made to revive insurgency in Kashmir because people feel there is some semblance of peace that is returning in the Valley and we realise large scale infiltration taking place in coming few months,” he said.

    “That is why border is being kept active and alive by the Pakistani troops to support terrorists and support them in infiltration across LoC.”

    The Army chief said that as long as Pakistan keeps attempting to send terrorists across the border, India will keep taking action.

    Asked about his comments on Pakistan’s “nuclear bluff”, he said though it is a weapon of deterrence, it may not completely deter war.

    “Nuclear weapons are strategic weapons and their use is not easy. It is decided that the highest level in any establishment. To talk about use of nuclear weapons in the conventional domain, I don’t think it is right form of use.

    “If they are a weapon of deterrence, it does not imply it will completely deter countries from going in conflict, specially if political masters in any country decide to push you into combat because of the political aims that they have for themselves…

    “In case you are asked to take an action against an adversary, I don’t think just because a nation has nuclear weapons, you are going to get deterred by that,” he said.

    We’re Ready For Any ‘Exgiency’ On Doklam

    The Army does not visualise any “serious trouble” post-Doklam episode as the border forces of India and China are holding regular exchange and the earlier “bonhomie” has returned, but the forces are prepared for any exigency, Army chief General Bipin Rawat said today.

    Rawat also insisted that the PLA soldiers were not in the same numbers in the North Dolam (Doklam) area as they were at the time of the (India-China military) stand-off.

    “They have carried out some infrastructure development, most of it is temporary in nature. But while their troops may have returned and the infrastructure remains, it is any body’s guess whether they would come back there, or it is because of the winter they could not take their equipment away,” Rawat said.

    He was responding to a question on Facebook Live, posted by the Observer Research Foundation (ORF), one of the organisers of the multi-lateral ‘Raisina Dialogue’.

    “But then we are also there. In case they come (back), we will face them,” Rawat added.

    The Army chief’s remarks come in the wake of media reports about China carrying out some infrastructure development in the disputed region.

    He said the mechanism in place to defuse the tensions between the two countries are working very well.

    “After the Dolam incident…we have started our border personnel meeting. We are meeting regularly, exchanges are taking place, communications between the commanders at the ground level is on and the bonhomie has returned which was prior to the Dolam (incident),” he said.

    The Army chief added, “We don’t visualise serious trouble but then one has to be prepared for it.”

    Indian and Chinese troops had been locked in a stand-off for over two months last year in the Doklam area near Sikkim before “disengaging” on August 28.

    There was also an incident of road building by Chinese civilians at Tuting in Arunachal Pradesh, but that was resolved last week.

  • Panchayat polls must for democracy, development

    Q: What about the Panchayat Polls?

    The Government has not taken a final decision till now but i have come to know about the Chief Ministers announcement on holding of Panchayat elections in the State. Local self governance is must for development and police is ready to play its role in the conduct of peaceful Panchayat elections in the State.

    Q: Keeping in view the inability of the government in the conduct of Parliamentary by-election for Anantnat Parliamentary constituency. Is it possible to hold Panchayat elections in the present atmosphere in Kashmir?

    Panchayat elections are different than the parliamentary and assembly elections. Panchayat elections are being fought on non party basis and people keen to see their involvement in the implementation of developmental programms will show interest in Panchayat elections.

    Q: Can the government conduct violence free elections for reconstituting Panchayats in Kashmir?

    Some day or the other elections have to be held as Panchayat elections are must for local self governance. I was happy to see National Conference President and former Chief Minister Dr Farooq Abdullah welcoming the decision of the government on the conduct of Panchayat elections in the State.

    Q: Is atmosphere conducive for Panchayat elections?

    The decision of holding Panchayat elections is taken collectively by different institutions working for the strengthening of democracy and fast basing developmental programmes in the State. No one is opposed to the idea of holding Panchayat elections in the State. I am part of the decision making process but i alone can’t take a decision on the conduct of Panchayat elections in the State. The decision has to be taken collectively by all concerned and i hope we will find ways and means to create conducive atmosphere for Panchayat elections in the State.

    Q:What about operation all out?

    “I need not to talk much as the situation itself indicates that a perceptible change is visible on the ground. People are the best judges and all know that the security situation has improved. The situation in Kashmir is gradually showing signs of normalcy and the cooperation of the people has helped the government in restoring the situation in Kashmir Valley.”

    Q: Does credit go to police or people?

    First credit goes to people but police working in cooperation with the people deserve full compliments for work it has done to improve the situation on ground. Without cooperation of general public the situation won’t have improved but sacrifices of cops and officers have equally contributed to the restoration of peace in Kashmir Valley.

    Q: What about the amnesty of stone pelters?

    Progress on the procedures followed to facilitate the release of first time stone pelters is being reviewed from time to time with district SPs. The prosecuting officers and Chief Prosecuting officers are completing the legal formalities required for the release of first time stone pelters. The release of youth arrested on charges of stone pelting is the priority. They are my children and Their carrier is the priority of all of us. We have no apprehensions about the release of stone pelters as we believe that an opportunity should be given to them to live a normal life. Wrongs can be rectified and wrong doers if again tend to take the path of violence they will be dealt under law.

    Q: What about drug trafficking?

    “Drug trafficking is much bigger a challenge than militancy and drive against drug trafficking is part of operation all out. Many cases have been registered but it’s very difficult to bring back drug peddlers. Infact bringing back a militant from the path of violence is much easier than bringing back a drug peddler to normal life.  To curb drug trafficking the police department has established twenty drug de-addiction centres in every district and the drive against drug peddlers has been initiated on a war footing basis. We have sought the cooperation of the health department and the judiciary in fighting the drug menace across the state.”

    Q: What are the reasons of Drug trafficking?

    The main reason for unprecedented rise in drug trafficking is the lust of youth for money. High quality drugs like heroine are being smuggled from across the border and we have apprehensions that drugs could also be used to boost militancy in the State. One high quality drug “Chitta” has been recovered from Poonch and Rajouri areas of Jammu region and some areas of Kashmir Valley. Concerted efforts are on to curb the menace of drug trafficking with a heavy hand in both the Kashmir and Jammu divisions of the State.

    Q: What about the recruitment of ten thousand SPOs announced recently?

    I have come to know about it only through media. The government is yet to issue an order for the appointment of SPOs.

    Q: What about restrictions on separatists?

    I deny allegations of restrictions on separatists. They are allowed to walk free but not the way peace would be threatened by their activities. We have restricted their movements only when they call for shutdowns and protests in different parts of Kashmir Valley as otherwise we don’t want to restrict their political activities and visits to shrines and mosques.

    Today’s children are growing up in a radio-frequency environment that never existed in human history before. The radiation emitted by mobile phones and mobile phone masts can have adverse effects on children. In our state the total population of children’s age group 6-16 is 23 lakhs and 18 thousands. Parents don’t know how much mobile phone effect children’s physiological system as well as their psychological system. Parents must pay special attention towards their children’s and to motivate them for limited use of mobile phones. Here are some negative effects of mobile phones:

    1. Health Hazard:

    In the recent years, there has been a lot of speculation about the impact of cell phone radiation on our body. A study by The Journal of the American Medical Association stirred the debate when it investigated the repercussion the mobile phones could have on the brain activity. The possible health hazards of mobile phones for children are as follows:

    A. Non-Malignant Tumors:

    The study has shown that children who use mobile phones have a possibility of developing non-malignant tumor in the brain and ear.

    B. Cancer:

    The WHO has classified cell phone radiation as ‘possibly carcinogenic to humans’. Children absorb more than 60 percent of the radiation into the brain than adults. Their brain’s thinner skin, tissues, and bones allow them to absorb the radiation twice than the grown-ups. Their developing nervous system makes them more vulnerable to this ‘carcinogen’.

    C. Effects on The Brain:

    Scientists have discovered that just 2 minutes of the phone call can alter the electoral activity of the kid’s brain for up to an hour. The radio waves from the mobile penetrate deep into the brain, not just around the ear. The disturbed brain activity could impair children’s learning ability and other behavioural problems. It could even affect their mood and ability to learn in the classroom if they have used the phone during the break time.

    2. Academics:

    Children, just like the teens, are addicted to mobile phones. They play games, chat and talk to their friends on their mobile phone all the time. Along with the school supplies, many students make their daily trips to their school with their mobile phones. They talk on the phone during the free time and send messages during the classes. Thus, they miss the lesson taught and fall behind the other students.

    3. Inappropriate Behavior:

    Use of cell phones can lead children to engage in inappropriate behaviors. Texting and sending inappropriate pictures is a growing problem with teens. The images go in the wrong hands, giving others access to the private photos. Children can also access pornographic sites from their multimedia devices.

    4. Malpractice In Exams:

    Most of the students indulge in exam malpractices and cheating during the internal and external examinations. Some make use of calculator while other store information in it. Some also use it to send objective answers to those in the examination hall. It can end the student’s career if caught.

    Mobile Phone Safety for Kids:

    As a parent, you must take preventive measures to minimize your child’s exposure to the harmful effects of mobile phones. These include:

    Do not give cell phone if your child is under 16 years. A child’s brain is too sensitive to withstand the effects of mobile radiation.

    Do not let your child hold a mobile phone directly up to his head. Use an air-tube headset instead.

    Do not let your child make calls in buses, trains, cars, and elevators. The mobile phone works harder to get the signal out through the metal, which increases the power level.

    Do not let your child use cell phone when the signal is weak. It will increase the power to the maximum, as the phone attempts to connect to a new relay antenna.

    Limit the use of cell phone around children.

    Make sure that there is no mobile phone mast or network tower near your home or your kid’s school.

    Do not leave mobile phones in your children’s bedroom at night.

    So these are the harmful effects of mobile phones on children.

  • Police launches campaign to help needy and poor in North Kashmir

    Baramulla: Jammu and Kashmir Police in collaboration with UDAY Foundation and NDTV has once again started the campaign to help the poor and needy persons of the valley by the directions of Inspector General of Police Munir Ahmad Khan. The drive was today started from North Kashmir’s Baramulla district.

    Blankets and shoes were provided to the inmates of Bait-ul-Falah Orphanage in Singhpora, Pattan which were handed over to them by SSP Baramulla Shri Imtiyaz Hussain.

    On this occasion, SSP Baramulla Imtiyaz Hussain underlined the need for sensitizing the society towards its responsibility regarding orphans and downtrodden.

    He said that providing helping hand to orphans conveys a message that society as a whole is aware about the difficulties faced by these children who have lost their parents. We all need to come forward to help the marginalized sections of the society, he said.

    SSP Baramulla appreciated the role of the management of the orphanage for running this orphanage with missionary commitment.

    The campaign will also be held in other districts of the valley and shall be a regular feature of the Jammu and Kashmir Police. (Press Release)
